Flight Operations Training Program I.1 Initial Aircraft Ground Training I.1.1 Background Good knowledge of Mathematics, Physics and English I.1.2 General objective 1 of 14 The objective of this course is to train future flight dispatchers and Operations Officers with minimal or no aviation experience and to enable participants to have a background, reliable, economical and efficient in daily operations. The contents of this training comply with the ICAO Doc 7192-AN/857 and DRC RACD 8 requirements and allow trainees to obtain a DRC Aircraft Dispatcher (Flight Operations Officers) License after appropriate practical training. All candidates attending this course will be issued a "Certificate". Documentation is also provided for each student describing their success in the final examination. I.1.3 Contents Air Navigation Flight Plan (ICAO / OPS) Aviation Meteorology Air Traffic Regulation Aerodynamics and Flight Controls Flight mechanics Regulatory Framework RVSM regulations Jet indoctrination (Engine Theory) Aircraft Performance (Theory and Applications) Air Transport Security Jeppesen Indoctrination and Operational Documentation Ground Operations and Safety Awareness Dangerous Goods Regulation Radio communication Aircraft type Indoctrination Company Indoctrination Weight and Balance Human Factors (CRM) Initial aircraft ground training for Compagnie Africaine d Aviation flight operations officers include instruction on following subjects:
2 2 of 14 I General dispatch subjects: Appropriate regulations. Compagnie Africaine d Aviation Operations Manuals. Compagnie Africaine d Aviation AOC specifications. Weather reports: interpretation, available sources, actual and prognostic, seasonal variations. Communications, to include normal and emergency. Meteorology, to include effects on radio reception. Adverse weather. Notices to airmen. Navigational charts and publications. Joint dispatcher/pilot responsibilities. ATC coordination procedures. Familiarization with operations area, including classes of airspace and special areas of navigation. Characteristics of special aerodromes. I Aircraft characteristics: Aircraft specific flight preparation. Aircraft operating and performance characteristics. Navigation equipment, including peculiarities and limitations. Instrument approach and communication equipment. Emergency equipment. AFM or RFM provisions applicable to the aircraft duties MEL/CDL. Applicable equipment training. I Operations procedures: Adverse weather phenomena (windshear, clear air turbulence and thunderstorms). Mass and balance computations and load control procedures. Aircraft performance computations, to include takeoff weight limitations based on departure runway, arrival runway, and en route limitations, and also engine-out limitations. Flight planning procedures, to include route selection, flight time, and fuel requirements analysis.
3 3 of 14 Dispatch release preparation. Crew briefings. Flight monitoring procedures. MEL and CDL procedures. Manual performance of all required procedures in case of the loss of automated capabilities. Training in appropriate geographic areas. ATC and instrument procedures, ground hold and central flow control procedures. Radio/telephone procedures. I Abnormal and emergency procedures: Assisting flight crew in an emergency. Alerting of appropriate governmental, company and private agencies. I.1.4 Crew Resource Management (Dispatch Resource Management). Note: Refer to RACD PA for the content of CRM training items. I.1.5 Dangerous goods. Note: Refer to RACD PA for the content of dangerous goods training items. I.1.6 Security. Note: Refer to RACD PA for the content of Security Training items. I.1.7 Performance Standard The control is satisfactory when the result is greater than or equal to 75%. I.1.8 Duration: 300 hours or 60 working days I.2 Aircraft Differences FOO/FD I.2.1 General The Compagnie Africaine d Aviation Initial Ground Training for Flight Operations Officers includes a competency check given by an appropriately qualified dispatch supervisor or ground instructor that demonstrates the required knowledge and abilities. Compagnie Africaine d Aviation shall ensure that Initial Ground Training for Flight Operations Officers consists of at least the following programmed hours of instruction based on the aircraft to be used, unless a reduction is determined appropriate by the Authority: Turbojet aircrafts: 40 hours.
4 4 of 14 Turbopropeller-powered aircrafts: 40 hours. Other aircrafts: 30 hours. Compagnie Africaine d Aviation shall provide aircraft differences training for flight operations officers when the Company has aircraft variances within the same type of aircraft, which includes at least the following: I.2.2 Operations procedures: Operations under adverse weather phenomena conditions, including clear air turbulence, windshear, and thunderstorms. Mass and balance computations and load control procedures. Aircraft performance computations, to include takeoff mass limitations based on departure runway, arrival runway, and en route limitations, and also engine-out limitations. Flight planning procedures, to include route selection, flight time, and fuel requirements analysis. Dispatch release preparation. Crew briefings. Flight monitoring procedures. Flight crew response to various emergency situations, including the assistance the aircraft flight operations officer can provide in each situation. MEL and CDL procedures. Manual performance of required procedures in case of the loss of automated capabilities. Training in appropriate geographic areas. ATC and instrument procedures, to include ground hold and central flow control procedures. Radio/telephone procedures. I.2.3 Emergency procedures: Actions taken to aid the flight crew. Company reporting and Authority notification.
5 5 of 14 I.3 Recurrent Flight Operations Officers Training Program I.3.1 Training Syllabus (Total Hours 40 Hours) 1. Knowledge of Operational Manuals (3 Hours) Operational Manual Part A - General Matters of operational policies, instructions and procedures needed for a safe operation that is not type related. Operational Manual Part B - Operational Instructions and procedures needed for a safe operation for each type, variants or individual aircrafts operated by Compagnie Africaine d Aviation. Operational Manual Part C - Route and Aerodrome Instructions and Information for area of Operation of Compagnie Africaine d Aviation. Operational Manual Training Manuals and Training Course Content for all required personnel for the safe operation of the aircraft. 2. Knowledge of Regulations (2 Hours) Flight Duty Time and rest Regulations Minimum Crew Requirements ATC Flight filing procedures RVSM Operational Regulations Minimum Fuel Regulations Minimum Fire Extinguishers Minimum Oxygen Requirements Alternate Planning Minima, etc. 3. Knowledge of Compagnie Africaine d Aviation Operator Policies and procedures (1 Hour) Operational Policies as per Operational Manual Part A Company Fuel Planning & Policies Dispatch Procedures Route and Flight Planning Procedures, etc. 4. Airplane Performance Analysis (3 Hours) Able to interpret and utilize the Performance charts within the Aircraft Flight Manual Able to operate SPIDER STRACK paper analysis and the JEPPVIEW software used by the company Able to utilize the various Limitations charts, for e.g.: The field limit chart, climb limit chart, etc. 5. Flight Procedures and Systems (3 Hours) Will be instructed and tested on the normal flight procedures for the various aircraft types Will be instructed on the various available systems on the various types of aircraft operated by Compagnie Africaine d Aviation. Will specifically undergo the Airbus CBT training for detailed knowledge of the applicable systems and equipment and their backup systems available on board the aircraft. Will be instructed on the Navigational Systems on board the various aircrafts Will be briefed on the avionics available on board the aircraft
6 6 of Air Operator Emergency Procedures (1 Hour) Will be instructed on the Compagnie Africaine d Aviation Emergency Response Plan Will be instructed on the dispatch emergency procedures and actions to take in the event that the Captain declares an Emergency. 7. Use of PIREPS (1 Hour) Instructed on the standard PIREP format Various Turbulence Reporting terms and symbols depending on the strength of the turbulence. Icing Reporting and the description of the intensity of the icing. Windshear reporting and description Other hazards that may be reported by the pilots, such as bird hazard, etc. 8. Weather Analysis (2 Hours) Acquisition and Correct interpretation of various Aviation Weather Report such as: METARS Aviation Routine Weather Report TAF Terminal Aerodrome Forecast S I G ME T S, e t c Interpretation of relevant Aviation Weather Charts Weather depiction chart Wind and Temperatures Aloft Chart Surface Analysis Charts. Etc. Instruction on the weather conditions in various types of frontal conditions 9. Abnormal Procedures For each type and variant and individual aircrafts (3 Hours) One Engine Inoperative Procedures Gear Down Dispatch Procedures DDPG Dispatch Procedures. 10. NOTAMS (1 Hour) Interpretation of the Notice to Airman Checking and Reporting on Departure, Destination, Alternative and En-route NOTAMs Interpretation of SNOTAMs 11. Communications (1 Hour) Will be Trained in the use of VHF, UHF and HF communication Instructed on the use of SELCAL Will be instructed for proper radio phraseology
7 7 of OFP Preparation Requirement (3 Hours) OFP preparation utilizing SPIDER TRACK OFP format recognition and information key OFP preparation in accordance with the Operator Policies and DRC CAA Regulations 13. Flight Following (2 Hours) Procedures regarding Flight Following Weather Reporting Destinations and En-route Weather Special NOTAMs and or destination developments that need to be intimated to the Captain while flight is in progress 14. Departure and Arrival Times of Flights (1 Hour) Movement Message distribution procedures and Load Reporting Messages. 15. Knowledge of Dangerous Goods and Prevention of unauthorized carriage (3 Hours) Various classes of Dangerous Goods Dangerous Goods Separation Procedures Unauthorized Goods carriage 16. Shift Change Briefings (1 Hour) Procedures for the handover of necessary information such as: Current Live Fights Current W eather Special Instructions and Crew Notices Current NOT AMS Amended Flight Schedules Updat ed Ma n u a ls 17. A/C Systems/ Surface contaminations (2 Hours) 18. A/C Performance/ Aerodrome/ Route Analysis (4 Hours) 19. MEL Dispatch of MEL flagged aircrafts as per the instructions of the Approved Compagnie Africaine d Aviation MEL/CDL (3 Hours) I.4 On Job Training No Compagnie Africaine d Aviation Flight Operations Officer may dispatch airplanes within AOC specifications if he is not familiar with all essential operating procedures for the segments of the operation over which he exercises dispatch jurisdiction. He shall perform the On Job Training under supervision of Senior Dispatcher for 90 days to meet the requirement after initial introduction into Flight Operations Control Center. Operating familiarization shall include primarily:
8 8 of 14 I.4.1 Weather Analysis Acquisition and Correct interpretation of various Aviation Weather Report such as: METARS Aviation Routine Weather Report TAF Terminal Aerodrome Forecast S I G ME T S, e t c. Interpretation of relevant Aviation Weather Charts: Weather depiction chart Wind and Temperatures Aloft Chart Surface Analysis Charts, etc. Instruction on the weather conditions in various types of frontal conditions NOTAMS Interpretation of the Notice to Airman Checking and Reporting on Departure, Destination, Alternative and En-route NOTAMs Interpretation of SNOWTAMs I.4.2 Compagnie Africaine d Aviation Operations Policies and procedures Company Fuel Planning & Operational Policies Dispatch Procedures Flight Planning Procedures, Flight Preparation Procedures: OFP preparation utilizing FLITESTAR in accordance with Compagnie Africaine d Aviation Policies and DRC CAA Regulations. I.4.3 Flight locating and flight following procedures Procedures regarding Flight following En-route Weather Reporting Special NOTAMs and or destination developments that need to be intimated to the Captain while flight is in progress Spidertracks program watch Two ways communication with the aircraft I.5 Line Observations Compagnie Africaine d Aviation Flight Operations Officers shall observe, since the beginning of the 12th calendar month before the service, on the flight deck, the conduct of two complete flights over routes of at least 5 hours representative of those for which he is assigned duties.
9 9 of 14 I.6 Competence Checks a. Evaluators shall conduct competency checks for flight operations officers to demonstrate that the candidate's proficiency level is sufficient to ensure the successful outcome of all dispatch operations. (b) A qualified Supervisor, Instructor or inspector, approved by the DRC CAA, shall observe and evaluate competency checks for flight operations officers. (c) Each competency check for flight operations officers shall include: An evaluation of all aspects of the dispatch function; A demonstration of the knowledge and abilities in normal and abnormal situations; and An observation of actual flights being dispatched Each evaluator of newly hired flight operations officers shall include during initial competency checks an evaluation of all of geographic areas and types of aircraft the flight operations officer will be qualified to dispatch. Note: The supervisor may approve a competency check of representative aircraft types when, in the supervisor s judgment, a check including all types is impractical or unnecessary. Evaluators may limit initial equipment and transition competency checks solely to the dispatch of the types of airplanes on which the aircraft dispatcher is qualifying (unless the check is to simultaneously count as a recurrent check). Each evaluator of flight operations officers shall include, during recurrent and requalification competency checks, a representative sample of aircraft and routes for which the aircraft dispatcher maintains current qualification.

LOAD MASTER S TRAINING PROGRAM (AHM 590) II.1 Initial Training II.1.1 Designed to This course is designed for Aircraft Load Masters, Cargo Load Controllers, Loading Supervisor; and all Personnel with duties and / or responsibilities in operational load control functions. Elements of the load control process consist of: Load planning; Weight and balance calculation; Aircraft loading supervision; Checking and finalization of the Load sheet and other loading documents. II.1.2 Course Contents Aircraft weight and balance principles, to include: General philosophy; Theory of flight Aircraft weights and weight limitations Aircraft performance & limitations Fuel requirements Principles of balance Structural strength Load control and distribution, to include: General principles: Unit load devices (ULD) Aircraft locations, Aircraft structural loading limitations Aircraft restraint systems Load planning; Loading procedures, and securing cargo including: Station limitations and support devices, Pallet or igloo limitations, and securing, and Requirements for all cargo configurations. Loading Instruction /Report (LIR); Load sheet (Form, LMC). Documentation, to include: General principles; Messaging; Filing; NOTOC (Notification to Captain); NOTOC Summary; Manuals;
11 11 of 14 Ground and airborne safety including: Fire fighting in the aircraft cabin, Emergency evacuation, and Separations of hazardous cargo as applicable and airborne emergency procedures relating to hazardous cargo. Human factors II.1.3 Duration: 75 hours, that is to say 15 days, DGR not included. Note: In addition, Dangerous Goods Training shall be provided for 25 hours. Dangerous Goods and Regulations Awareness (DGR, IATA). Load Master s Dangerous Goods Training shall at least typically address: General philosophy; Limitations; List of dangerous goods; Labeling and marking; Recognition of undeclared dangerous goods; Storage and loading procedures; Pilot-in-command notification; Provisions for passengers and crew; Emergency procedures.
