1 Annex 5 1. Subject TECHNICAL SPECIFICATION Flight inspection service of LGS Radionavigation Aids in 2017 (identification Nr. LGS 2016/107) 1.1. Flight inspection of LGS radio navigation aids for one year Time and place of the fulfillment of the contract: 2017, Latvia. 2. Scope of approval 2.1 Please see Selection Requirements (Section 4) and Selection Documents (Section 5 of Rules of Tender) 2.2 The Tenderer shall be ready without any delays submit new approval of flight inspection organization, in case initially presented approval has expired during the contracted period. 2.3 The Tenderer s approval for flight inspection service provision shall include: type and ID of flight inspection aircraft, type and ID of flight inspection system, type and ID of reference system, types of allowed flight inspections, types of allowed inspected systems, list of certified pilots and flight inspectors. 2.4 The Tenderer shall be approved by NSA at country of origin and receive permission from Latvian CAA to perform flight inspection missions. Tenderer shall be able to perform the all types of flight inspections of following navaids and services: ILS/DME CAT I / II, (D)VOR/DME, ILS, VOR and DME interference evaluation, and should be able to perform the flight inspections of following navaids and services RNAV 1 based on DME/DME, supporting evaluation in scanning mode and data recording of at least four DME beacons, RNAV 1 based on GNSS, GPS interference evaluation. 2.5 The Tenderer shall be ready to perform flight inspection missions based on visual and instrumental minimums approved by Latvian CAA. The copy of Latvian CAA approval for visual and instrumental minimums shall be presented to LGS for proceeding by ATC. 3. General requirements 3.1. The Tenderer shall present their commercial proposal on frame contract basis for all flight inspection tasks specified within Cost Brake Down table of annex 3 Remarks: a) for correct calculation of service cost Tenderer shall taking into account the simultaneous inspections execution of VOR/DME and ILS/DME according to the schedule presented within Cost Brake Down table,

2 b) the inspections costs shall include all expenses outside and inside Latvia including navigation charges, airport charges and services, fuel, crew expencies, ferry cost from Riga to designated navaids and back to Riga and etc Additionally the Tenderer shall present durations of all flight inspection tasks specified within Cost Brake Down table in Annex The Tenderer during service cost calculation has to follow the procedures specified within paragraph 4.1 of Technical Specification The Tenderer shall present all their requirements to LGS for correct service implementation as separate paragraph within quotation The Tenderer shall allow and guarantee presence for one LGS representative on board during all flight inspections to support coordination with ground engineers Taking into account continuous growth of traffic at Riga airport, the Tenderer shall perform ILS/DME IRV/IRP flight inspection procedures within minimum traffic time slots including night time. Such slots will be estimated and specified by LGS. In case time slot will be not enough to complete flight inspection, the Tenderer shall be ready to split inspection for two or more slots. In this case the other contracted inspections shall be done at time outside available time slots at Riga airport The speed of Tenderer s fleet shall be high enought to complete one annual ILS/DME flight inspection within 3 hours and one routine ILS/DME flight inspections within 2 hours during day or night time. All Tenderer requirements for night flight inspection shall be presented to the LGS within Matrix of compliance (annex 6) The Tenderer shall not perform any inspections of third part equipment s during the dates of LGS navaids inspection. Any third part equipment s inspection shall be agreed by LGS The Tenderer shall be able to: present to LGS preliminary flight inspection report immediately after completion of designated navaids inspection, present to LGS final flight inspection reports, print-outs and data not later than two weeks after completion of flight inspection The Tenderer shall present valid calibration certificate for Flight Inspection equipment. In case such certificate ends before scheduled works the Tendered shall send new one without delay and additional notification. 4. Technical requirements 4.1 The service provider has to follow flight inspection procedures as specified below: ANNUAL FLIGHT INSPECTION PROCEDURES LLZ - DME 1. Approach Offset + 75 A, 5 NM to 1 NM, 1800 ft ft, TX Approach Offset - 75 A, 5 NM to 1 NM, 1400 ft ft, TX Approach Offset + 75 A, 5 NM to 1 NM, 1800 ft ft, TX Approach Offset - 75 A, 5 NM to 1 NM, 1400 ft ft, TX The Tenderer shall present short technical description of utilized flight inspection and reference systems. 4.3 The DGPS system shall be utilized as reference system for ILS/DME inspections. 4.4 The Tenderer shall be responsible for reference system placement and support during flight inspections. 4.5 The Tenderer shall specify the minimum weather conditions required to perform flight inspection mission and specify in details the navigation systems utilized for positioning during such operations. This information shall be presented to the LGS within Matrix of Compliance. 4.6 The Tenderer shall receive the Latvian CAA approval to perform special aerial work (flight inspection) within above specified minimum weather conditions. For this purpose the Tenderer shall present to Latvian CAA his national NSA permission (part of Flight Page 4 of 7

5 Operation Manual, Flight Inspection Organisation Manual and etc.) to perform flight inspection according specified above minimum weather conditions. The Tenderer shall pay special attention to specify in details the navigation systems utilized for aircraft positioning during such operations. 4.7 The Tenderer shall be ready to perform flight inspection in VFR or special VFR weather conditions in case no permission granted to operate in lower weather conditions. The Tenderer shall fill in flight plan accordingly. 4.8 The Tenderer shall be responsible for flight inspection mission planning and suggest to LGS best days slot for inspections to avoid baseless stand-by days at Latvia due to weather limitations. For this purpose the weather estimation shall be done before Tenderer flight inspection mission aircraft depart to Riga. The LGS representative shall be notified in advance about inspection team arriving time or arrival delay. 4.9 The Tenderer shall be ready to perform flight inspection missions at exact days, requested by LGS. Those requests could be ordered to the Tenderer to achieve navaids stand-by time minimization related to AIRAC cycle publications Flight Inspection Reports The flight inspection report shall be generated based on latest requirements specified within ICAO Doc 8071 and CAP The Tenderer shall present samples of his flight inspection reports for VOR/DME, LLZ/DME and GP The presented VOR/DME, LLZ/DME and GP reports shall be filled as sample of previously inspected facilities The flight inspection report shall be A4 portrait format The flight inspection report shall include inspected facility type, place, time, measured data, magnetic deviation (where appropriate), inspection status, signatures of inspector and pilots, reference to the corresponding diagrams The flight inspection report shall include cross-reference to data records developed according requirements at paragraph The Tenderer shall prepare all inspection reports according customers forms specified within Appendix 1. The standard Tenderer report could be presented as supplementary materials Flight Inspection Records The flight inspection record shall be generated based on latest requirements specified within ICAO Doc 8071 and CAP The Tenderer shall present printed samples of his flight inspection records The flight inspection records shall be A4 landscape format, the complete procedure shall be printed at one A4 page The flight inspection records shall be in colours (not black and white). The curves (reference, recorded, difference, corresponding alarm limit, SDM, DDM, 30 Hz, 9960 Hz, etc.) shall be printed in different colors and specified: in μa/ddm for LLZ, in Page 5 of 7

6 degrees/ddm for GP, in meters for DME and in degrees for VOR, the facilities signal level in dbm. The distance from inspected facility shall be specified in nautical miles. The ILS related points A, B, C, D and E shall be presented at ILS records Each record shall include complete curves. It is not allowed to distribute the record with invisible peaks or drops of recorded curves. The corresponding graphic scale shall be expanded to distribute complete span of recorded curves In case of two or more curves presented on one drawing, the corresponding scaling shall be performed per each curve to show measurements deviation Each flight inspection record shall include measurement summary at the top or bottom of page The summary of the flight inspection record shall include: station name, inspected sensor name, date and time of inspection, type of performed procedure, number of procedure from day plan, pilots and inspector name, number of TX and name of diagram, statistical summary of record including measurement type (mean value, standard deviation, max and min at NM or degree and etc.) and value Each flight inspection record shall include reference system DOP value for recorded procedure period The record samples shall be the same quality as genuine reports distributed to a customer, and they shall preserve quality and color gradation Flight Inspection Data Storage The Tenderer shall record and collect all performed procedures data to the flight inspection system HDD and present the complete data set to the LGS after each flight inspection mission. The below presented requirements shall able the LGS to integrate all mission data to EUROCONTROL DEMETER tool and ENAC ATOLL/LAGON tools The flight inspection mission data set shall be split by separate files for each performed procedure The files shall be in Excel or CSV format The recorded data inside file shall include WGS84 coordinates, polar coordinates to facility (for ILS to corresponding threshold) date and time reference data for each performed and stored measurement Each row in VOR/DME file shall include: WGS84 latitude, WGS84 longitude, distance from facility or THD, azimuth from facility or THD, altitude, date, UTC time, RF level in dbm, azimuth error, 9960 Hz value, 30 Hz value, VOR signal level, DME error, DME signal level and etc Each row in ILS/DME file shall include: WGS84 latitude, WGS84 longitude, distance from facility or THD, azimuth from facility or THD, altitude, date, UTC time, RF level in dbm, DDM/SDM in % and µa for LLZ and in degrees for GP, depending from procedure the displacement sensitivity or sector width values, etc. Page 6 of 7

7 4.13 The Tenderer shall present at least one report, one record and one file sample (columns name and one row of data not printing of whole file) for each of following facilities: VOR/DME, LLZ/DME and GP The Tenderer shall perform all necessary geodesic or other measurements for inspection implementation (DGPS positions, etc.) by oneself. All data collected during those measurements shall be presented to the LGS The Tenderer s proposal shall include all his requirements to the frequency spectrum utilization during inspection, placement of reference systems, inspected facilities geographical co-ordinates amount and precision The Tenderer shall receive Latvian State Authority approvals for all radio transmission devices utilized during inspections at his own expenses. Such approval copy shall be presented to LGS before flight inspection mission.
