3 1 Flughafen Berlin Brandenburg GmbH Securing the air traffic infrastructure 1.1 The Berlin-Brandenburg airport location With 33.3 million passengers in 2017, Berlin is Germany s third-largest airport location. Flughafen Berlin Brandenburg GmbH currently operates two airports in Berlin: Schönefeld Airport to the south-east of the city and Tegel Airport to the north-west of the city centre, the latter operated by its subsidiary BFG. All air traffic in Germany s capital region will be concentrated at Schönefeld. To do this, the airport company is in the process of planning and building the new Berlin Brandenburg Airport or BER for short. It is due to open in October As the first step in this project, Tempelhof Airport closed on 30 October The closure of Tegel Airport will follow after the new airport opens. Schönefeld Airport has been further optimised since 2016 and will continue to be used for several years after the opening of BER. The airport company is also working in parallel on the master plan for the airport expansion in a manner to cater for demand so as to ensure sufficient capacity in the decades to come as well. 1.2 Traffic development Passenger numbers at both Schönefeld and Tegel grew by a combined amount of 1.3 per cent in As a result, more than 33.3 million passengers were recorded at Berlin s airports. The reduced level of growth compared to previous years can primarily be attributed to the insolvency of Air Berlin, the largest airline operating from Tegel With growth of 10.4 per cent and 12.9 million passengers in 2017, Schönefeld managed to surpass Cologne/Bonn Airport for the first time. When compared nationally, Schönefeld is also Germany s fastest growing airport. The Air Berlin insolvency made itself felt at Tegel Airport. Here, passenger numbers in 2017 fell by -3.7 % to 20.5 million passengers. This development began back in September 2017 and gathered pace following the cancellation of Air Berlin flights on 27 October The number of flight movements at the airports therefore fell by -2.5 % to a total of 275,014. 3

4 The latest monthly traffic statistics can be found on our website: Passengers Flight Movements 1.3 Destinations and Airlines In 2017, it was possible to fly directly to a total of 195 destinations from Berlin. A new long-haul route is due to be added to the summer timetable for 2018; Scoot, the low cost subsidiary of Singapore Airlines, will begin operating the Berlin-Tegel to Singapore route four times per week from June 2018 onwards. This summer, Air Canada rouge will 4

5 once again fly non-stop to Toronto, this route having been operated for the first time in Delta Air Lines is due to resume its service to New York once again in May. On 5 January 2018, easyjet put its base at Tegel Airport into operation, flying to domestic German destinations from Berlin for the first time. With its operations in place at Schönefeld, Berlin will therefore become easyjet s largest base on the European mainland, as well as the largest airline within the Berlin-Brandenburg region. With effect from 15 January 2018, Eurowings has doubled the number of aircraft based at Tegel to 15, and is planning further expansion of its flights from Berlin. The existing service provision is also improved by way of additional direct links from Tegel to Tbilisi in Georgia and Växjö in Sweden, for example. The Berlin-based airline Germania once again based an aircraft at Tegel Airport in 2017, and is due to add another one to the summer timetable for In addition, the airline has two aircraft based at Schönefeld Airport. Most popular destinations of Shops, restaurants and services Non-Aviation business has developed steadily in recent years at the Berlin airports Schönefeld and Tegel. Additional outlets have been created, numerous new concepts implemented and the range of service offerings improved and extended to make staying at the airport as interesting and pleasant as possible for passengers. Proven shop offerings have been expanded to include new and innovative ideas and attractive product ranges. The focus has been on the Berlin-Brandenburg region. Many new tenants are long-term partners who will also be represented at Berlin Brandenburg Airport Berlin Tegel Airport More than 60 shops, bars and cafés as well as various service providers are making a stay at Tegel Airport even more enjoyable for passengers and visitors. Travellers and 5

6 visitors to the airport can explore Tegel Boulevard in the public area 365 days a year. Offers range from fine men s suits, trendy ladies fashions and toys to electronics and book shops offering personal advice. Restaurants and cafés also invite visitors to relax and linger awhile. A range of diverse cuisine and shops of interest is also waiting to be discovered in the other terminals, too, e.g. the Fabriano Boutique in Terminal C, which offers high-quality and unusual writing instruments and leather goods from Italy. At each gate, passengers can find not only a diverse range of cuisine, but also an attractive duty-free/travel value offering that can be utilised by all passengers regardless of whether they are short-haul or long-haul Berlin Schönefeld Airport Passengers at Schönefeld Airport can expect a diverse offering both before and after check-in. Spacious duty-free walk-through shops invite passengers to have a browse after the security checkpoints in Terminal A and D. Just a few steps further and you will find interesting shops selling fancy souvenirs and many other accessories and specialities, as well as best-sellers from the convenience & books/print media area. Given that all terminals are linked to each other in the security sector, passengers are able to benefit from all of the offerings prior to departing, regardless of the gate from which they are flying. The offering has been significantly expanded in recent months in the public area. A trendy fashion and souvenir concept is waiting to be discovered in Terminal A. Travellers and visitors are provided here with a culinary concept offering the finest freshly prepared fast food and a small supermarket for making your first or last purchases Berlin Brandenburg Airport A wide variety of offers will be available across 150 shops, restaurants and service facilities spanning more than 20,000 m2 at Berlin Brandenburg Airport. An extensive range of industries will ensure the various needs and expectations of customers are met from passengers, meeters and greeters to employees and visitors. Besides international brands, BER Airport will present high-class regional concepts from the retail, gastronomy and service sector. An approx. 9,000 m2 airside marketplace forms the centrepiece of the retail concept in the main terminal. International brands such as Montblanc, Marc O Polo, PICARD, Boss & 6

7 Burberry bring as much variety as regional concepts such as the kids store Die kleine Gesellschaft, the new classic souvenirs shop my Berlin, or the confectionery store Sweet Capital, which offers sweets from the region. The Food Court, situated in a gallery, forms part of the marketplace. Seven different restaurants are based in an area totalling approximately 2,000 m2. The main focus is on classic fast food featuring popular options, including regional and international food. More than 50 per cent of the restaurants will present regional concepts from Berlin and Brandenburg. In the Non-Schengen area around 1,400 m2 of retail, restaurant and service concessions await passengers, with all offerings carefully selected to cater to the needs of international customers. The renowned gastronomy concept of Lutter & Wegner will feature twice at BER as a bistro and as a restaurant in the Non-Schengen area. Over 4,000 m2 of retail, restaurant and service space is also being developed landside. Various tour operators as well as car rental companies are represented in arrivals. The range of service offerings is completed by a Deutsche Bahn travel centre, tourist information and ATMs. 7

8 2 Berlin Brandenburg Airport The new Capital Airport The new Berlin Brandenburg Airport is given the IATA code BER these three letters also make up its brand name at the same time. The opening of BER will result in the bundling together of regional air traffic at the Schönefeld site. Schönefeld Airport will initially remain in operation on a temporary basis for several years, acting as an additional terminal too. In addition, the BER 2040 master plan was drafted as a guiding principle for the future development of the airport location. Forecasts suggesting a continued increase in passenger numbers require the sustainable and continuous further development of the BER infrastructure. The master plan sets a clear direction for the airlines, the regional economy and all other partners and service providers regarding the development of the airport location. At the end of 2017, the airport company announced that Berlin Brandenburg Airport is due to open in October A detailed financial survey and risk assessment preceded the setting of the date. The latest information regarding BER can be found on the Roadmap: BER in brief In the course of expansion into Berlin Brandenburg Airport, Schönefeld Airport will be extended by an area measuring 970 hectares. In total, the new airport will cover 1,470 hectares, equivalent to 2,000 football pitches. Midfield Airport: The new terminal building is located between two parallel runways, which are 1,900 metres apart and can thus be operated separately. The associated gate stands and parking spaces are also located compactly between the runways. The majority of the ground noise thus remains inside the airport fence. The design of the new airport echoes traditional local architecture, embedding the new airport in the region s cultural heritage. The structured façades and clear geometric forms of the terminal pick up on typical architectural elements, ranging from Prussian architect Schinkel to the Bauhaus style. 9 avenue references characteristic features of the towns and countryside of Berlin and Brandenburg. North runway: The current south runway of Schönefeld Airport has been extended from 3,000 to 3,600 metres and will become BER s north runway. South runway: Berlin Brandenburg Airport has a totally new 4,000-metre-long and 60-metre-wide runway. Taxiways: A flexible taxiway system will ensure a high degree of efficiency at the new airport. The terminal will initially have 16 jetways on the main pier and a further nine on the main pier. Nine further bridges can be found on the south pier. The aircraft can be reached on the north pier via walk-boarding. Berlin Brandenburg Airport has 85 aircraft parking stands to begin with. 2.2 Expansion and master plan Phase 0: Expansion until 2021 As part of the first construction stage, the "T1-E terminal will be built directly in front of the existing north pier. The north pier is also due to be expanded. Extra gates ensure convenient boarding for passengers. Once commissioned, the capacity of the BER terminal shall gradually be expanded by five million passengers through the optimisation of processes and the expansion of the baggage reclaim. Once this phase is complete, BER's capacity will already be 33 million passengers. The capacities at Schönefeld Alt (old Schönefeld Airport) will also be available. 9

10 Phase 1: Creation of a new terminal The new Terminal 2 is due to be built opposite Terminal 1 by 2025, the former having a total capacity of 18 million passengers. Part of this terminal is due to be realised by 2025 so that million passengers are able to arrive and depart from there. The capacity at BER will therefore be increased to million passengers. Schönefeld Airport is due to be closed following completion of this phase. Phase 2: Capacity expansion by 2030 Phase 2 will involve further expansion of Terminal 2 to the south. The south pier shall be expanded, while capacity in T1-E shall be reduced. As a result, around 48 million passengers will be able to be handled at BER. 10

11 Phase 3: Expansion up to 55 million passengers The last phase of the master plan includes the construction of a so-called satellite to the west of Terminal 1. The aim is for there to be a direct link between the buildings. The satellite will enable the handling of approximately 7 million passengers. Once all of the construction work is complete, BER shall be in a position to comprehensively deal with passenger numbers of 55 million that are forecast for In addition to the terminal capacities described, provision is made in all phases for airside developments as required for operational purposes, such as taxiways, aprons or operational buildings. 11

12 2.3 BER transport connections The train station: Berlin Brandenburg Airport has a six-track underground railway station with three platforms directly under the terminal. The goal of the planners: one in two travellers will come to the new airport using public transport. Airport Express: The Airport Express already connects Schönefeld Airport with downtown Berlin. In future, trains will run every 15 minutes between Berlin Central Station (Hauptbahnhof) and BER. The journey will take half an hour. Numerous S-Bahn trains (every 10 minutes) and bus connections complement the public transportation offers. Regional and long-distance trains: Deutsche Bahn will include Berlin Brandenburg Airport in its route network and offer international and regional connections. Regional trains will run directly from BER to destinations in Brandenburg, and long-distance services will be operated to destinations such as Hamburg, Hanover, Amsterdam, Wrocław and Cracow. All rail tracks to and from the new airport will be capable of handling ICE trains. Road connections: The airport s own motorway exit to the A113 offers a fast and direct link to downtown Berlin and the Berlin motorway ring A10. The four-lane B96a dual carriageway, which runs parallel to the motorway, provides the airport with a second route to the city. Increased use as well of check-in self-service machines 36 security screening lines Baggage reclaim hall with eight baggage reclaim carousels 2.5 Investment location The airport company is the owner of land measuring a total area of approximately 1,890 hectares. Of this amount, approx. 77 per cent is required for the direct operational airport infrastructure. As for the remaining areas, there are currently approximately 184 hectares available in the direct airport surroundings for property developments, including marketing. An infrastructural guiding principle was developed within the BER 2040 master plan project for the landside development. It illustrates the areas for the development of airside and landside quarters and their key areas of use. A basic urban planning structure was developed as part of the master plan regarding the development of approximately 420,000 m² gross floor area in Midfield Gardens and Airgate. The intention is to build quarters with a significant focus on office space and an urban quality profile that contribute to increasing the overall attractiveness of the BER location as a whole. a) Airport City The BER 2040 master plan project has defined the expansion of infrastructure, concentrated between the runways in the so-called Midfield scenario. The preference for the Midfield version has primarily resulted in the fact that the original function of Airport City as an urban site has been superimposed by the terminal development. This function is due to be taken on by Midfield Gardens as the new Airport City. The aim here during the course of the master plan is to create a location that combines many different functions into one and offers a high quality of stay. b) Business Park Berlin The overall development at Business Park Berlin is undertaken in three construction phases and is supported by funds from the Joint Task for the Improvement of Regional 14

15 Economic Structure ( Verbesserung der regionalen Wirtschaftsstruktur, GRW). Approximately 68 of the 107 hectares in total were able to be marketed prior to the opening of BER. The realisation of the third development stage shall be undertaken depending on the situation as regards demand and the companies based at the site. c) Maintenance Area The maintenance companies operating at BER Airport as well as the FBB service facilities are located in the Maintenance Area quarter. As a result, hangars made by Harder & Partner and/or LTOV have already been realised at this site. An additional leasehold agreement regarding a property located in the Maintenance Area was able to be certified in A maintenance hangar is due to be realised here for Business Aviation with effect from Two leasehold agreement offers were able to be submitted to the Lufthansa Group so as to be able to build additional maintenance hangars. 16 3 A driver of jobs 21,000 direct jobs Berlin-Brandenburg is on its way to becoming the third-most important location in the aerospace industry in Germany. More than 21,000 workers are already directly employed at the Berlin airports Schönefeld and Tegel as well as in and around the future Berlin Brandenburg Airport. Most of the jobs are based with the airlines, as well as in the handling, maintenance and technology area, and in the security agencies. The region is home to Deutsche Lufthansa AG, airberlin, MTU Aero Engines GmbH, Rolls- Royce Deutschland Ltd. & Co. KG, and around 60 small and medium-sized enterprises. When it comes to education, there are 15 technical colleges and institutes focusing on subjects relevant to the aerospace industry. Aerospace has become a key industry with outstanding prospects in the Berlin-Brandenburg capital region. 3.1 FBB an attractive employer The airport company has over 2000 employees. FBB pursues a clear schedule with regard to its personnel policy: it is a question of building up the level of know-how in the company for construction purposes, but also the subsequent operation of the BER. The Operations area in particular is also being expanded in order to be able to safely handle the growing numbers of flights. Particular attention is paid to operational training in order to meet the future need for skilled staff. The airport company trains around 90 trainees and students as part of a dual study programme. There is a particular focus on training for commercial and technical professions, such as airport administrative assistants, office management assistants, electronics engineers for information and system engineering, electronics engineers for industrial engineering, industrial technicians and mechatronics engineers. The dual study programme at the Berlin School of Economics and Law supported by the company primarily concerns the fields of business administration/service management, business administration/industry, business administration/property management, technical facility management, industrial electrical engineering and information systems. 17 4 Environment Eco-friendly airports Using the planning permission decision as the basis, the airport company is implementing a comprehensive noise protection programme for residents living in the vicinity of Berlin Brandenburg Airport. With regard to the area surrounding BER, approximately 26,000 houses covering an area of 155 km² are entitled to noise protection measures. Around 14,250 households in the densely populated daytime protection area surrounding BER are entitled to noise protection measures with a one-off nationwide high level of protection. As air traffic continues to grow, airports are increasingly faced with the challenge of complying with stringent environmental standards. The airport company has therefore put in place a comprehensive environmental management system to cover the existing airports Tegel and Schönefeld as well as the new Berlin Brandenburg Airport and created the ideal conditions for respecting environmental issues in all areas of airport operations and in the construction of the new airport. The key objective is to minimise as far as possible the environmental impact and thus achieve the greatest compatibility between the airport and the environment. The measures in place to protect the environment and nature are diverse; they range from efforts to ensure optimum energy consumption to aircraft noise management, right through to special environmental monitoring. All information relating to environmental management can be found online: BER noise protection programme High level of protection Consulting engineers commissioned by the airport company determine which noise protection measures are required for every single building so as to be able to achieve the protection targets described in the planning permission decision. A special feature of the BER noise protection programme is that different protection targets apply in the night-time and daytime protection areas. Whilst it is indeed the case for all areas used at night within the night-time protection area that a volume of 55 decibels must not be 17

18 exceeded on more than six occasions per night, the protection target for the daytime protection area is significantly more challenging. Here it is the case for all areas used during the day that a volume of 55 decibels must not be exceeded on more than one occasion within the six busiest months. This means that the threshold may only be exceeded by less than per day. The BER noise protection programme in the daytime protection area sets a protection target which, according to FBB, no other airport in the world has brought to bear. A major challenge therefore exists due to the fact that there are often not any standard solutions with regard to the determination and implementation of noise protection measures, and work must therefore be performed at the technical limits Flexibility and protection by way of modules Due to the high level of protection as mentioned above, the noise protection measures in the daytime protection area are often particularly comprehensive and may entail severe intrusions into the building substance. However, it has been shown in practice that many residents want to avoid this, instead looking for more flexible options with regard to implementation. With five different modules available, residents are able to find options where any intrusions into the building substance can be minimised and any individual life situations can be taken into account to a greater extent. FBB also wishes to make sure that no residents of BER Airport remain without any protection, where possible to do so. With three different modules available, residents can therefore also benefit from noise protection measures, even if there are no claims in accordance with the planning permission decision. In order to present the modules to the general public, FBB compiled a noise protection brochure in summer 2016 and dispatched the brochure to airport residents. The modules had already been utilised more than 2,500 times by the end of Application processing well advanced FBB has made every effort in recent years to implement the BER noise protection programme. Around 12,500 households have since received individual claim assessments, the basis of which can now be used by owners to arrange for the noise protection measures to be undertaken by a construction firm of their choice (claim assessment structural implementation/ase-b). Around 3,000 owners managed to do this by the end of the year. The noise protection measures were implemented in full in 1,900 households, with a portion of the measures implemented to date in 1,100 households. 18

19 Furthermore, around 6,300 received claim assessments, the basis of which enables owners to receive a pure compensation payment (claim assessment compensation/ase- E). More than 5,700 owners have already arranged for this compensation to be paid out Working in dialogue with residents FBB is focused on regular and open dialogue with the residents of the airport. As a result, FBB has already held 37 information events in various surrounding communities since autumn 2014, with around 2,500 visitors welcomed to this event. In addition, around 1,300 BER residents attended the noise protection workshop days in June 2016 and June 2017 and made use of the opportunity to clarify any individual questions as part of open and constructive meetings with FBB. Furthermore, the airport company keeps local residents informed through its free residents magazine, which is distributed in the protection zones, and is reachable on its residents hotline, Monday to Friday ( ). Detailed information on the topics of aircraft noise and noise protection can also be found in the airport company s neighbourhood portal at Here, residents will find comprehensive information on protection zones, filing an application or implementation as well as guidelines and monthly reports. The online application BER aircraft noise predictor provides information about the forecast level of aircraft noise once operations at the new airport have commenced. The aircraft noise predictor allows anyone living near BER to find out what height planes will fly over their home and as long as the address entered is within the flight path shown what the maximum noise levels are likely to be. Details of the equivalent continuous sound level are also shown separately for each address entered. Additionally, the application can be used to ascertain whether a house is in the daytime and/or night-time protection zone. A noise protection exhibition conveys impressions of the BER noise protection programme at the Dialogue Forum, held at Mittelstraße 11 in Schönefeld. An eleven metrewide map displays the entire eligible area for the BER noise protection programme, stretching from Ludwigsfelde to Müggelheim. Located directly next door, a customised model show home provides comprehensive information on noise protection requirements and noise protection measures. Here you can gain an understanding of the rooms in which noise protection is installed and how typical noise protection measures look, e.g. sound-proof windows and sound-absorbing ventilators. Just a few metres away, short noise protection films indicate how the noise protection measures are installed. 19

20 FBB will continue to advance the noise protection programme. The aim is to ensure that all residents who have submitted workable applications receive their individual claim assessments, enabling them to have noise protection installed in time for the opening of BER. Residents can find out more information when searching for a construction firm by using the noise protection list issued by the Auftragsberatungsstelle Brandenburg (Brandenburg Contract Advisory Agency). 55 construction firms that implement measures within the framework of the noise protection programme are listed here. FBB recommends that all residents arrange noise protection measures in a timely manner prior to the commissioning of BER. The experiences from 2012 showed that many residents wanted to arrange noise protection measures shortly before the original commissioning date, but the construction firms were no longer able to accept any more orders at such short notice. 4.2 Environment Concentration at one location The opening of BER, the temporary continued use of the present airport at Schönefeld and the closure of Tegel concentrates all air traffic in Berlin at a single location. The single airport concept ensures much greater viability in terms of BER s operations, and additional long-haul routes can be based in Berlin. This concentration offers ecological benefits over the current airport system which is fragmented due to the historical division of Berlin in terms of disturbances from both noise and traffic. By relocating air traffic to the outskirts, hundreds of thousands of residents in Berlin and Brandenburg will no longer have to live with aircraft noise. The BER residents are largely protected from aircraft noise thanks to the stipulations contained in the planning permission decision and receive noise protection with a one-off nationwide high level of protection An energy-efficient airport One of the core issues in the area of environmental protection is the efforts to continuously reduce the amount of CO 2 emitted in the course of airport operations. The use of renewable energies and the energy-efficient infrastructure of Berlin Brandenburg Airport contribute to a marked improvement in the energy balance sheet. Berlin s airports have a combined electricity annual consumption that is roughly equivalent to that of 35,000 households and they consume approximately the same volume in heating energy. Approximately half of the energy supply to BER shall be secured by 20

21 way of a highly efficient combined heat, cooling and power plant: gas-fired combined heat and power plants located on the airport premises supply power, heat and cold at the same time. Since January 2012, Flughafen Berlin Brandenburg GmbH has been meeting the other half of its electricity requirements entirely with certified energy from renewable sources. This has led to approx. 50 per cent less CO 2 emissions from airport operations Aircraft noise management Overall, the efficiency of Berlin s air traffic has increased significantly in the past years. While passenger numbers have risen by 60 per cent since 2006, the number of flight movements has increased by only four per cent. Aircraft have become larger and quieter, and the capacity of the individual aircraft has increased. The charges for noise emission classes 6 and 7 was significantly increased in In addition, there was also an adjustment of charges for Tegel and Schönefeld airports. It was already the case back in 2014 that different aircraft types were regrouped into higher noise emission classes. This increases the pressure on the airlines to use quieter aircraft, particularly for flights operated during the night hours. FBB is aiming to offset noise emission charges based on individual measured values by Aircraft noise monitoring Airports are required by law to operate monitoring stations in and around the airport to document aircraft noise. The airport company has therefore installed 30 fixed monitoring stations around the airports Schönefeld and Tegel. The measurement results are passed on to the relevant authorities and the Noise Abatement Commission and published online every month. The locations of the fixed monitoring stations are agreed upon with the Noise Abatement Commission, which also represents the local community. In addition to the fixed monitoring stations, two mobile monitoring stations are also used in different places to monitor aircraft noise. Where specifically required to do so, FBB is also able to undertake aircraft noise measurements at locations that are not covered by the fixed monitoring stations. This type of aircraft noise monitoring enables the airport company to provide information on the noise emissions of each flight movement and to reliably and continuously document trends in aircraft noise Environmental monitoring Since 2011, Flughafen Berlin Brandenburg GmbH has been monitoring the air quality around Schönefeld Airport. Biomonitoring is used to monitor the quality of specially 21

22 planted kale and honey produced around the airport. The reports handed over to the airport company by the commissioned institution, UMW Umweltmonitoring, have indicated the following each year since 2011: The air traffic at Schönefeld Airport does not have any relevant impact on air quality in the region Ecological monitoring of construction Ecological monitoring of construction at Berlin Brandenburg Airport minimised the ecological damage and toll on nature caused by construction work. This included e.g. protecting trees and relocating amphibians and bats. Several thousand amphibians were relocated to newly built replacement waters by ecologists, including garlic toads, common toads, moor frogs and other amphibians found in the ponds on the construction site. Ecological monitoring of construction relates to the entire construction site plus infrastructure measures to be carried out off-site, e.g. road and rail connections and relocating lines Compensatory measures Flughafen Berlin Brandenburg GmbH, the airport company, has implemented a whole host of projects that aim to mitigate the changes made to the environment as a result of the construction of the new airport. A Green Band around BER with recreational areas for local residents and visitors makes the countryside more attractive. New, highquality habitats for flora and fauna have been created to replace those lost during the expansion. The Green Belt covers approx. 500 hectares. The airport company has implemented the mitigation and compensation measures in compliance with the stipulations of the planning permission decision and will assume responsibility for the sustainable and optimum development of the compensatory measures for a period of 25 years. Even future expansion work shall be accompanied from an ecological perspective by FBB s experts. Zülow lowlands The largest single project of the compensatory measures is the ecological upgrading of the Zülow lowlands. The area is located in the south of Berlin between Mittenwalde, Dabendorf and Groß Machnow/Rangsdorf and consists of about 2,600 hectares of open lowlands. The airport company has implemented a variety of measures to enhance the 22

23 open lowlands that are coordinated by the Verein für Landschaftspflege und Umweltschutz Teltow-Fläming e. V. (VLU TF) association. Blooming trees, natural fallow and meadow extensification were created as central measures by the local agricultural holdings on their farmland according to nature conservation standards, maintained over a period of 25 years. These measures were supplemented by measures to improve the watercourses, ecological forest conversion and tree planting, enhancing the overall agricultural nature of the land and increasing the diversity of the landscape by means of smaller divisions of land use and an emphasis on existing structures. The compensatory measures will improve the living conditions for flora and fauna and therefore increase the quality of the Zülow lowlands Equalisation levy The planning permission decision for BER stipulates an equalisation levy for areas sealed during construction. The airport company must therefore pay an equalisation levy to the amount of 34 million, payable in instalments over the course of 14 years into the Brandenburg Conservation Fund. These monies will be used to finance conservation projects, i.e. if suitable project proposals are made to the Conservation Fund, the money will be pumped back into the region. 23

24 5 Attractive surroundings The airport neighbour The construction of the new Berlin Brandenburg Airport as an international transport hub offers specific opportunities for the airport region; more companies will be based here, new jobs will be created and the population figures will also increase. More and more people are moving into the surrounding area, with a further surge expected when BER opens. It is important not to forget the growing passenger numbers in the Berlin- Brandenburg either. It goes without saying that the airport region is already a driver of growth now. However, specific opportunities also entail specific challenges too. Due to the growth in passenger numbers, Schönefeld Airport will remain open for significantly longer than originally planned. As a result of this, the airport company s requirements for the traffic infrastructure have also changed. There are bottlenecks all around BER and Schönefeld Airport that will lead to pressure on the traffic infrastructure in the surrounding area as regards the opening of BER and the continued SXF operation. These include, among others, missing or narrow roads, level crossings without junctions or general congestion areas. Working together with the other parties in the region, the airport company is advocating concentrated regional development and business development. The Berlin-Brandenburg Airport dialogue forum provides a good basis for this. 5.1 Transparent communication Neighbourhood policy Together with his/her team, the Neighbourhood Liaison Officer represents the interests of FBB in the surrounding area of BER airport and, in working as the point of contact for the districts, municipalities and communities, takes care of their concerns and pushes forward joint and future projects. The neighbourhood policy is assigned directly to the Chief Human Resources Officer, Dr. Bobke-von Camen, as a specialist position. The aim of the neighbourhood policy is to maintain a constant and constructive dialogue with Berlin Brandenburg Airport s neighbours. The neighbourhood portal and neighbourhood magazine provide regular information about the latest goings-on at the airport and in the airport region. Working under the motto Für unsere Region ( For our region ), the airport company's neighbourhood policy is actively committed to institutions as well as social and cultural establishments in the region in the form of donations 24

25 and sponsoring. Neighbourhood projects, such as Corporate Volunteering, Airport Campus and cultural sponsorships lead to closer collaboration with schools, associations and other institutions from the neighbouring communities A forum for dialogue Collaboration within the dialogue forum is of great significance for Flughafen Berlin Brandenburg GmbH. The dialogue forum provides a protected space for constructive dialogue as a communication platform for the airline company and its shareholders, the states of Berlin, Brandenburg and the Federal Government, as well as the communities and districts in the surrounding area of BER Airport. This involves consideration of the various interests (e.g. with regard to the subject of noise protection), the identification of joint interests (e.g. improvement of traffic links) and the drafting of conflict resolution measures as the priorities. The aim is to ensure neighbours benefit in the best possible way from the airport and any detrimental impact to the surrounding area is reduced. The aim of the dialogue forum is to help all parties establish a good and practical working relationship, despite their different viewpoints, and further strengthen the good neighbourly relations between the surrounding area and Berlin Brandenburg Airport.
