3 1.0 INTRODUCTION 1.1 Purpose (1) The purpose of this document is to ensure flight authorities and related airworthiness certificates are administered consistently and accurately using the required supporting documentation. 1.2 Applicability (1) This document applies to: Transport Canada Civil Aviation (TCCA) Ontario region personnel, for the issuance of: Certificate of Airworthiness (Form ); Special Certificate of Airworthiness Restricted (Form ); (iii) (iv) (v) Flight Permit (Form ) or letter format; Validation of Foreign Special Flight Authority (by letter format); and Export Certificate of Airworthiness (Form ) at this time the Supplementary Staff Instruction (SSI) only covers administrative activities for an EAC. All processing instructions are available in MSI 38; and Minister s Delegate Maintenance (MD-M), and Minister s Delegate Production (MD-P) for the issuance of: Certificate of Airworthiness (Form ); (iii) Special Certificate of Airworthiness Restricted (Form ); and Export Certificate of Airworthiness (Form ) at this time the SSI only covers administrative activities for an EAC. All processing instructions are available in MSI 38. Note: Minister s Delegates shall only issue flight authorities and related airworthiness certificates commensurate with their delegation privileges. (2) The following flight authorities are not covered in this document, for issuance of these, refer to SSI P - Recreational Aviation: Special Certificate of Airworthiness - Amateur-Built; Special Certificate of Airworthiness - Limited; and Special Certificate of Airworthiness - Owner Maintenance. 1.3 Description of Changes (1) This document, formerly Standard Operating Procedure (SOP) No. 4, Issue 05 Flight Authority, has been reissued as Supplementary Staff Instruction (SSI) P Issuance of Flight Authorities and Related Airworthiness Certificates. (2) A number of changes have been incorporated; therefore, readers should review the content of the entire document. 2.0 REFERENCES AND REQUIREMENTS of 20 SSI P Issue 01

5 (2) By default, it is understood that the publication of a new issue of a document automatically renders any earlier issues of the same document null and void. 2.3 Definitions and Abbreviations (1) The following definitions are used in this document: (e) (f) AME: the holder of a valid Aircraft Maintenance Engineer licence issued by Transport Canada. Authorized Representative: an individual appointed in writing by the owner to act on his/her behalf for the purposes of making application for a flight authority. Current Issue Date: the date the flight authority takes effect. Document (Documentation): written, printed, or electronic matter that provides information (photos, videos, and applicable SOP checklists). Flight Authority: a Certificate of Airworthiness, Special Certificate of Airworthiness, Flight Permit, Validation of a foreign document attesting to an aircraft s fitness for flight, issued under Subpart 507 of the CARs, a foreign Certificate of Airworthiness that meets the requirements of Article 31 of the International Civil Aviation Organisation (ICAO) Convention, or a Special Airworthiness Certificate flight permit not meeting ICAO Article 31. Issuing Officer: all persons who have received the applicable delegation of authority, including: Civil Aviation Safety Inspectors; Civil Aviation Safety Officers; and external delegates. (g) Minister s Delegate: an individual who holds an external delegation, No Schedule 7 (excluding the issuance of Flight Permits). (h) (j) (k) (l) (m) (n) May: expressing permission or freedom of choice. Owner: (in respect of an aircraft): the person who has legal custody and control of the aircraft. Original Issue Date: the date the original issuing officer signed the flight authority confirming that the aircraft conformed to airworthiness requirements. Shall: expressing a command, imperative form and no other choice of action. Should: expressing persuasion or advice, desired choice or wish. It can be interpreted as an informal request. State Aircraft: an aircraft, other than a commercial aircraft, that is owned and operated by the government of any country or by the government of a colony, dependency, province, state, territory or municipality of any country. Substantiating Documentation: documents that serve to support, corroborate or establish competent evidence. (2) Technical Team Lead (TTL) assign resources, ensure all personnel are aware of this SSI and that the procedures are being followed. (3) Issuing Officer perform activities in accordance with this SSI. (4) Aircraft Evaluation (AARDE) provide support and direction for the issuing of flight authorities and validations. (5) Foreign Inspection Division (AARJF) - provide support and direction for the issuing of flight authorities and validations. (6) Aircraft Certification (PAHI) provide engineering assistance in technical assessments and guidance. (7) Civil Aviation Services (CAS) provide information related to certificates of registration and issue provisional certificates of registration of 20 SSI P Issue 01

7 (8) TCC Operational Support provide administrative assistance as required. (9) Standards (PAS) process Minister s Delegate airworthiness certificate document packages. 5.0 FLIGHT AUTHORITY & RELATED AIRWORTHINESS CERTIFICATE APPLICATIONS 5.1 General (1) Applications for Flight authorities received by TCCA are to be administered by the TCC assigned to the geographical area in which the owner of an aircraft resides or manages their business. (2) When substantiating documentation is not in one of Canada s official languages, it must be accompanied with a translation in one of the official languages, including the translator s affidavit. In the case of foreign validations, the need for the translator s affidavit is discretionary. (3) The information entered into the flight authority must be in either English or French, as requested by the applicant. (4) The Issuing Officer shall review the application to verify: The applicable fee has been received in accordance with CAR Schedule VI; Note: No fee is due to the Receiver General for documents issued by a Minister s Delegate. (e) It has been received within 30 days of the date on which the condition of the aircraft was certified, excluding foreign validations; It bears a signature of the owner/authorized representative. When the owner s representative is certifying, a signed document from the owner authorizing the representative is required; It bears a signature of the individual attesting to the aircraft condition or conformity; and It contains the information required by CAR 507 and Standard 507, as identified in the applicable checklist referenced in SSI Section (5) The Issuing Officer shall verify that the applicant has the following items available for the aircraft: Approved Aircraft Flight Manual (or approved operating limitations); The weight and balance report with an equipment list (which includes the weight and moment arm of each item of equipment not forming part of the type design); Aircraft journey log/technical records (or foreign equivalent); and Note: Discretion may be used when verifying items 5.1(6) through for specific purpose flight permits and foreign validations. Approved maintenance schedule (see Standard 625 Maintenance Schedules Quick Reference Chart), excluding specific purpose flight permits or the validation of a foreign flight authority, or an interim maintenance schedule (see Standard (4)). Standard (13) requires that at C of A issue, the applicant shall have available an approved maintenance schedule to which the aircraft will be maintained. Therefore, the C of A cannot be issued until the maintenance schedule is in existence. For used aircraft, the applicant is required to bridge the aircraft into the maintenance schedule as specified by Standard 625 Appendix F, in order to show the status of each scheduled maintenance item. (6) The CASI may inspect any aircraft for which an application for flight authority has been made. In every instance when the flight authority is issued by a Minister s Delegate the aircraft shall be inspected by the Delegate. When conducting aircraft inspections: of 20 SSI P Issue 01

8 Issuance of Flight Authorities and Related Airworthiness Certificates The CASI should update their MS Outlook Calendar with location and contact number; Document the activity using one of the following: Aircraft Inspection (Form ); or Aircraft Inspection Snag Sheet (Form ); Note: Minister s Delegates may obtain these forms from their TC Principal Inspector. When defects are noted provide them to the aircraft owner/representative and request that they are rectified/deferred prior to issuance of the Flight Authority; and Retain documentation of this activity in accordance with SSI Section (7) The Issuing Officer shall complete all flight authorities, and Operating Conditions (Form ) in accordance with MSI 14, including the following: Ensure that the aircraft has a valid C of R prior to or issued concurrently with the flight authority. When the C of R and the aircraft identification plate differ, the information on the aircraft identification plate shall be used. In such cases, CAS should be notified of the differences, either by at CASO-SACO@tc.gc.ca, or by telephone at This does not include foreign validations as TCCA does not issue the C of R. Multipurpose Flight Authorities (Form ) are valid for the period indicated on the document, and shall not exceed 365 days from the date of issuance. Form can be faxed to the owner to be carried on the aircraft for flight, with the original sent to the owner via mail. Minister s Delegates (MD-M and MD-P) shall not utilize Form (8) Applicants shall be notified in writing, in accordance with MSI 59, where they are either unable or unwilling to meet the requirements for the issuance/validation/or amendment of a flight authority. (9) Print the original flight authority and associated conditions/limitations (where required), using the following special paper: Supplier: Spicers Canada Limited Description: Royal Fiber - Cream FSC Size: 8.5 x 11 12M Product Code: ROYFCRE12FSC Note: Special paper is available at each TCC; however, it can be ordered from Program & Administrative Services (PAA). (10) All flight authorities shall bear the Department of Transport stamp or seal, as per MSI 39. (11) The original flight authority and associated conditions/limitations (where required) shall be forwarded to the applicant. Copies of all the documentation shall be retained in accordance with SSI Section Certificate of Airworthiness or Special Certificate of Airworthiness Restricted Applications Note: C of A s and Special C of A s shall only be issued to Canadian registered aircraft. (1) The Issuing Officer shall utilize the applicable checklist as referenced in SSI Section 11.0: Appendix A - Certificate of Airworthiness Checklist (RDIMS # ); Appendix B - Special Certificate of Airworthiness Restricted Checklist (RDIMS # ); or Appendix G - Issuance of a Certificate of Airworthiness (C of A) or an Export Airworthiness Certificate (EAC) for a Canadian Manufactured Aircraft Checklist (RDIMS # ) (Only used for a C of A or Special C of A Restricted on new Canadian production aircraft) of 20 SSI P Issue 01

9 (2) In addition to the applicable items identified in Section 5.1 the Issuing Officer shall: For aircraft with multiple categories (for example Normal, Utility, Aerobatic, etc.), the Issuing Officer shall verify that the aircraft is eligible for each category listed on the STC or TCDS. When the aircraft is not configured for all categories identified on the STC or TCDS, list only those applicable on the flight authority; For issuance of a C of A or Special C of A Restricted on the Import of Type Certified Aircraft: Complete the applicable process described in MSI 26; Note: In order for a C of A to be issued, the aircraft must meet CAR , and, which includes conforming to type certificate configuration and being safe for flight. If a defect affects conformity, a C of A cannot be issued. In the case of operational defects can be deferred as long as they do not affect conformity or safety of flight. These defects must be entered into the log book. (iii) Complete the administrative process in accordance with Appendix I Import or Certificate of Airworthiness Package Checklist (RDIMS # ); and In the case of an aircraft being imported without an Export Airworthiness Certificate, verify that the applicant has submitted one of the following: (A) (B) A copy of the C of A; or A certification from a civil aviation authority to the effect that a C of A had been issued for the aircraft. Verify that application Form is completed in accordance with Standard 507 Appendix A - Application for a Certificate of Airworthiness, in addition: In the case of used aircraft, ensure an appropriately rated AME has attested to the condition and conformity in Block C1; Note: Appropriately rated refers to the holder of an M1 or M2 licence. Additional guidance is available in Airworthiness Notice (AN) C004. (iii) In the case of a new aircraft, Block C1 is not applicable; the authorized manufacturer s representative makes an attestation of conformity on the Statement of Conformity (Form AI-100); and In either case Block C2 shall be certified by the owner or their representative; Verify that any subsonic turbo-jet aeroplane with a maximum certificated take-off weight greater than 34,000 kg (74,956 pounds) meets the noise emission standards set out in MSI 14 section This may not apply to aircraft going into the restricted category. (3) For a Special C of A Restricted, the Issuing Officer shall issue Operating Conditions (Form ) which details the nature of the special role intended for the aircraft, including any restrictions or special conditions regarding the operation of the aircraft, the crew, and passengers that can be carried as referenced in SSI Section 6.6 (Operating Conditions and Limitations). Notes: 1. No operating conditions or limitations permitted when issuing a Certificate of Airworthiness. 2. Multiple flight authorities may be issued where the aircraft has been modified to allow multiple configurations and conversion between a Certificate of Airworthiness and a Special Certificate of Airworthiness. The alternative flight authority takes effect when the aircraft is configured to the applicable role and an entry to that effect is made in the aircraft journey log. (4) For CL 215 / 415 aircraft, the Issuing Officer shall issue a Special C of A Restricted of 20 SSI P Issue 01

10 (5) When a Multipurpose Flight Authority (Form ) was issued as a temporary C of A or Special C of A, the CASI shall ensure that a permanent flight authority (Form or as applicable) is issued. (6) For a balloon, the Issuing Officer shall: Review the data plate for the envelope, the burner, and the basket to ensure they meet the TCDS requirements (all three major components must be available for review to issue a flight authority); and Utilize the information on the envelope data plate, when completing the flight authority. 5.3 Export Airworthiness Certificates (1) The Issuing Officer shall: Follow MSI 38 for the export process; Utilize Appendix G - Issuance of a Certificate of Airworthiness (C of A) or an Export Airworthiness Certificate (EAC) for a Canadian Manufactured Aircraft Checklist (RDIMS # ) (Only used for a C of A or Special C of A Restricted on new Canadian production aircraft); and When issuing the Export Airworthiness Certificate, Form shall be used. 6.0 FLIGHT PERMIT APPLICATIONS 6.1 General (1) The Issuing Officer shall utilize Appendix C - Flight Permit Checklist (RDIMS # ). (2) Flight Permit applications in respect of aircraft registered in a country other than Canada shall only be processed with prior authorization from the Director, Standards (AART). (3) When a Flight Permit (Form ) is issued, include the Operating Conditions and Limitations (Form ) in accordance with SSI Section 6.6. (4) When a Production Flight Permit is issued use Appendix K Production Flight Permit Letter (RDIMS # ). (5) Flight Permits are valid for the period indicated on the documents, which shall not exceed 365 days from the date of issuance. (6) Flight Permits can be issued electronically, however, only as an unalterable attachment to an e- mail (i.e. an Adobe.pdf document or similar). 6.2 Experimental Flight Permits (1) An Experimental Flight Permit may be issued for aircraft which are manufactured for or engaged in, aeronautical research and development. It may be issued for showing compliance with Airworthiness Standards, for example: When showing compliance with Airworthiness Standards in respect of a new aircraft Type Certificate (stall characteristics, etc); To determine acceptability of type design changes pending data approval (an STC or SSTC); or of 20 SSI P Issue 01

11 Issuance of Flight Authorities and Related Airworthiness Certificates For unique aircraft operations that focus on aeronautical research and development, such as those carried out by the National Research Council (NRC), where the aircraft are highly modified and do not conform to their respective Type Certificates. (2) Experimental Flight Permits are to be issued in cooperation and consultation with National Aircraft Certification (Flight Test). (3) In addition to the applicable items identified in SSI Sections 5.1 and 6.1, the CASI shall: Verify that application Form is completed in accordance with Standard 507 Appendix B - Application for a Flight Permit, and includes the following supplemental documentation listed in Standard 507 Table 1: (iii) (iv) (v) (vi) (vii) Data to identify the aircraft and its configuration, except for aircraft previously type certified, or for which an equivalent foreign certification has been accepted by the Minister in accordance with CAR 521; and three-view drawings or threeview photographs of the aircraft, provided those photographs depict aircraft dimensions; Data accepted by Aircraft Certification (PAHI) to assure the safety of operation of the aircraft as prescribed under CAR 521; A copy of the flight test program/plan; The estimated calendar time required for the flights; The proposed geographical areas over which the flight(s) will take place; A weight and balance report; and Any operating limitation(s). 6.3 Specific Purpose Flight Permits (1) A Specific Purpose Flight Permit may be issued for an aircraft that does not conform to the applicable Airworthiness Standards but is capable of safe flight. It may be issued for the purpose of, but not limited to: A ferry flight to a base for repairs or maintenance; Importation or exportation flights; Demonstration, market survey or crew training flights; or Flight test purposes when a modification has been carried out in accordance with an approved STC or SSTC. (An approved modification my only require a conditional maintenance release in accordance with CAR and CAR (4)). (2) In addition to the applicable items identified in SSI Sections 5.1 and 6.1, the CASI shall: Verify that application Form is completed in accordance with Standard 507 Appendix B - Application for a Flight Permit and includes the following supplemental documentation listed in Standard 507 Table 1: (iii) (iv) A statement detailing the specific purpose of the flight(s); A list of any additional equipment, fuel, or fuel-carrying facilities necessary for the flight(s); Proposed conditions and limitations for flight(s), which differ from normal conditions and limitations for that aircraft; and Where the application is made in respect of a damaged aircraft, details of that damage, and: of 20 SSI P Issue 01

12 (A) (B) (3) Flight Permits shall not be issued to allow flight with: Issuance of Flight Authorities and Related Airworthiness Certificates Where necessary, review substantiating documentation from the aircraft TCDS holder or other recognized sources (DAR, DAO); and Where no substantiating documentation is presented, the CASI may (based on experience, knowledge, and sound risk principles SI QUA- 008) issue the flight authority; however, the decision making process used shall be documented and retained in accordance with SSI Section Overdue Airworthiness Directives (unless an AMOC has been approved); or Airworthiness limitations exceeded. Note: A Flight Permit may be issued under the authorization of the Chief, Continuing Airworthiness (ADs), or the Chief, National Airworthiness Certification (AWLs). 6.4 Provisional Certificate of Registration and Flight Permit Note: At present, there is no application associated with the Flight Permit portion of the Provisional Certificate of Registration and Flight Permit (Form ). (1) The Provisional Certificate of Registration and Flight Permit (Form ) shall continue to be used by our CAS group, only for the issuance of the provisional C of R. This form is not to be used to issue the Flight Permit. (2) With the issuance of the provisional C of R, CAS shall provide the client with a blank Application for a Flight Permit (Form ) and instruct them to contact the appropriate TCC to make application. (3) When a Flight Permit request for a NEW aircraft is received, the CASI shall ensure the following has been included: (e) An Application for a Flight Permit (Form ), from the Canadian registered owner or his/her representative; and The AME, ACA or RCA signature line in Box D of Form shall be signed by a holder of an Aircraft Maintenance Engineer (AME) license issued pursuant to Part IV of the CARs or the holder of an RCA issued pursuant to Standard (2)(f); or A copy of the Statement of Conformity issued by the aircraft manufacturer; or A copy of Export Certificate of Airworthiness issued by the foreign civil aviation authority; or Where the client has submitted items or above, the AME signature line in Box D of Form is NOT APPLICABLE (N/A), the signature line of Box D shall be signed by the registered owner or authorized representative. (4) When a Flight Permit request for a USED aircraft is received, the CASI shall ensure the following has been included: An Application for a Flight Permit (Form ) from the Canadian registered owner or their representative; and The AME, ACA or RCA signature line in Box D of Form shall be signed by a holder of an Aircraft Maintenance Engineer (AME) licence issued pursuant to Part IV of the CARs or the holder of an RCA issued pursuant to Standard (2)(f); or A copy of Export Certificate of Airworthiness issued by the foreign civil aviation authority of 20 SSI P Issue 01

13 (5) When all the applicable documentation is received and accepted, the CASI shall issue a Flight Permit in accordance with SSI Section Application for a Validation of a Foreign Special Flight Authority (1) The issuing officer shall utilize Appendix D - Validation of Foreign Special Flight Authority Checklist (RDIMS # ). (2) The following validations may be issued by a CASI on behalf of Aircraft Evaluation (AARDE): Foreign registered aircraft (excluding State aircraft), operated for private purposes only; Aircraft attending a special aviation event; Recreational flight by amateur-built aircraft (other than USA registered); Recreational flight by light-sport aircraft (other that US-registered). Note: Standardised Validation of a Special Airworthiness Certificate Experimental Amateur Built, for the Purpose of Operating a United States - Registered Amateur-built Aircraft in Canadian Airspace and the Standardised Validation of a Special Airworthiness Certificate Light- Sport or a Special Airworthiness Certificate Experimental Light-Sport, for the Purpose Of Operating a United States-Registered Light-Sport Aircraft In Canadian Airspace are available to download by linking to Recreational Aircraft from the Maintenance and Manufacturing internet site. (3) The following validations are to be forwarded to the Aircraft Evaluation Group (AARDE) for processing: (e) Market survey or demonstration tour; Experimental flight or test program; Balloons flying under IFR or in Class "B" airspace; Foreign State aircraft operations (NASA, NOAA, etc.); and Aircraft registered in a state that is not a signatory to the International Civil Aviation Organisation (ICAO) Convention. Note: A full list of contracting states is available on the International Civil Aviation Organization internet site, by selecting Site Index followed by Contracting States. (4) The following validations may be issued by a CASI on behalf of Foreign Inspection Division (AARJF): Foreign registered aircraft engaged in air transport operations, where the flight is not for hire and reward; and To validate an applicant s Flight Permit issued under a Flight Permit Authorization delegated by a foreign regulatory authority. (5) The following validations are to be forwarded to AARJF for processing: Foreign special flight authorities to operate, including transiting in Canadian airspace and/or conducting technical stops at Canadian airports in respect of foreign commercial air operators and operations under the Free Trade Agreement (FTA); and Blanket Flight Permit Validations for commercial operators issued Operations Specification D-84, Special Flight Permit with continuous authorization to conduct ferry flights, by the FAA of 20 SSI P Issue 01

14 (6) In addition to the applicable items identified in SSI Section 5.1, the CASI shall assess the application (may be accepted in the form of a letter or facsimile or ) and substantiating documentation as follows: (e) (f) (g) (h) Copies of the following: (iii) (iv) Foreign flight authority; Certificate of Registration (verify ICAO contracting state, see information notes above); Any operating conditions that have been imposed; and Certificate of Noise compliance (as applicable); The name and address of the person who has legal custody and control of the aircraft, including phone number, facsimile number, and address, if available; Authorized representatives are required to submit documented proof of appointment to TCCA; Complete details of the purpose of the flight(s) for which approval is required (for ground display, market survey, test, etc.), including a flight itinerary, and whether passengers would be carried; Complete details of why the aircraft does not conform to the applicable airworthiness standards and details of the maintenance performed to ensure that the aircraft is capable of safe flight; Any other information deemed necessary by Transport Canada to establish that safety will not be jeopardized; The duration for which the special flight authority validation is requested; and For FAA Light Sport Aircraft, a valid private pilot licence (or higher) and valid medical certificate shall be requested prior to validation. The FAA-issued sport pilot certificate is not valid in Canada. (7) In all cases the validation shall have Operating Conditions and Limitations in accordance with SSI Section 6.6. (8) Validation is by letter containing requirements addressed in MSI 14 Section 23.6 the issuing officer shall utilize Appendix F - Sample Foreign Validation Letter (RDIMS # ). Note: This template contains text in the header that is not pertinent for initial issuance, and should be removed by the user prior to printing. (9) The validity period for a validation should be as short as possible, not exceeding 90 days or go beyond the expiry date of the foreign flight authority. Validations in respect of aircraft participating in a special aviation event are issued with validity up to a period of 12 months. (10) When requested, the validation may be sent to the applicant by facsimile transmission. The original validation shall be forwarded to the applicant by mail. (11) A copy of the validation and substantiating documentation shall be forwarded to HQ in accordance with SSI Section 7.2(5). 6.6 Operating Conditions and Limitations (1) Operating Conditions are the special compulsory conditions that apply to the operation of an aircraft, when a Special Certificate of Airworthiness Restricted, a Flight Permit or validation of a foreign special flight authority is issued of 20 SSI P Issue 01

15 (2) The Issuing Officer shall incorporate applicable conditions and limitations detailed in Standard 507 Appendix D Standardised Operating Conditions and Limitations, including Schedule 1 and 2 detailed therein. (3) Depending on the type of flight authority, the CASI may be required to consult on additional operating conditions and limitations with the following: The Aircraft Certification TTL, for example: flight testing following repair/modification or maintenance, structural damage, operational requirements, required placards, etc.; A Flight Operations CASI (familiar with aircraft type and operational requirements), for example, geographic operating restrictions, runway lengths (engine out), operating limitations imposed by virtue of the aircraft design, weight limits, airspeeds, and flight envelope parameters, etc.; or The applicable Flight Operations TTL, for example, flight crew qualifications and training. Note: Consultation is not necessary when issuing a Special C of A Restricted as the Issuing Officer shall obtain the additional operating conditions and limitations from sources such as the TCDS, STC, SSTC, Approved Aircraft Flight Manual, maintenance manual supplements, placards, etc. (4) For all Experimental Flight Permits the CASI shall liaise with the assigned project manager from Aircraft Certification (PAHI) with respect to: The applicable operating conditions and limitations necessary for the flight permit; for example: (iii) Reference to the latest version of the document (Master Drawing List) defining aircraft configuration; Reference to the latest version of the Test Flight Plan(s) where necessary, for example: (A) (B) When test flights will be conducted under different aircraft configurations; and When conducting procedural evaluations of Flight Manual Supplements; Any geographical/meteorological limitations that may be required based on the nature of the flight testing; and Any special maintenance conditions that may be required, which could be in the form of a supplement to an existing approved document (approved maintenance schedule or a Maintenance Review Board report). Supplemental maintenance conditions shall be referenced in the operating conditions portion of the permit and shall address any special maintenance conditions under which the aircraft is to be maintained. Note: The PAHI project manager is responsible for coordinating input from the various stakeholders (CASI, DAR, DAO, applicant, etc.) when developing operating conditions and limitations in accordance with Staff Instruction (SI) (5) All such communications should be written ( , facsimile) to support any decisions/recommendations made and retained in accordance with SSI Section (6) Conditions and limitations shall be issued in one of the following formats (MSI 14 Section 21 and 22 to be consulted for additional details): Multipurpose Flight Authority (Form ) referencing, by number, applicable conditions listed on the back of form; Operating Conditions (Form ); or In the body of the validation letter for foreign special flight authorities using Appendix F - Sample Foreign Validation Letter (RDIMS # ) of 20 SSI P Issue 01

16 7.0 REPLACEMENT OR AMENDMENT OF A FLIGHT AUTHORITY 7.1 General (1) The CASI shall utilize Appendix E - Replacement or Amendment of a Flight Authority Checklist (RDIMS # ). (2) The applicable fee shall be collected in accordance with CAR Schedule VI. (3) The CASI shall verify in CAWIS or the aircraft 5008-XXXX file for the following: All requests for replacement or amendment of a flight authority have been made by the aircraft owner or authorized representative; There is a valid C of R; The flight authority is not currently suspended or cancelled (this action is NOT covered by this SSI complete the process described in MSI 46); and A copy of the latest aircraft identification plate is held on file (excluding foreign validations), and if not on file, request it from the applicant. (4) The CASI may inspect any aircraft to determine continued conformity with airworthiness requirements. (5) For the replacement or amendment of a flight authority: C of A, Special C of A Restricted or Flight Permit: The current issue date shall be recorded next to the signature block; and The original issue date shall be recorded across the top border in accordance with MSI 14 Paragraph Foreign Validation: The current issue date shall be recorded in the date line ; and The original issue date shall be recorded in the header as Replaces document issued {Original Issue Date} (6) The CASI is responsible for ensuring that the applicant returns the superseded flight authority (unless lost or destroyed). When requesting that the applicant return the flight authority, instruct them to address it to the CASI s attention and mark the envelope Personal and Confidential. The CASI can then follow the process identified in SSI Section 10.1(3). 7.2 C of A, Special C of A Restricted, Flight Permit, or Foreign Validation (1) In addition to the applicable items identified in Section 7.1, replacements/amendments may be issued upon receipt of a completed Appendix H - Declaration: Flight Authority Document Lost, Destroyed, or Requires Amendment (RDIMS # ). This declaration shall be signed by the owner/authorized representative attesting that the aircraft continues to meet the requirements for the issue of the flight authority. (2) The CASI may utilize the latest flight authority, contained in the aircraft 5008-XXXX file, to collect the necessary tombstone data required to complete the replacement flight authority, in addition: Further review may be necessary when completing the replacement flight authority, specifically when the last flight authority was of an older version (for example, Blocks 4 and 8 of Form ); and Any obvious errors or omissions shall also be rectified at this time of 20 SSI P Issue 01

17 (3) In addition to the completed Appendix H, amendments may be processed upon receipt of substantiating documentation applicable to the request, as follows: Registration Marks copy of C of R; (e) Model Number copy/photograph of aircraft identification plate. When the change in model number was the result of a modification, the CASI shall evaluate the data supporting that modification; Blocks 4 or 8 of Form the CASI shall evaluate the data supporting any changes to the aircraft configuration or noise compliance; Blocks 4, 5, 6 or 10 of Form the CASI shall evaluate the data supporting change in installed engines (manufacturer and or model), take-off weight, or operating conditions/limitations; or Blocks 4, 5, or 6 of Form (or similar information on validation letter) the CASI shall evaluate the data supporting change in installed engines (manufacturer and/or model), or take-off weight. (4) The following shall be processed as a new application utilizing Appendices A, B, C, or D (as applicable): Applications made in respect of an aircraft for which the last permanent flight authority issued was a Special Certificate of Airworthiness Owner-Maintenance shall satisfy the applicable requirements of Standard (3) and MSI 26 prior to issuance; Changes to either the purpose or validity of a Flight Permit the applicant must reapply for a new Flight Permit; and Foreign Validation that requires changes other than administrative errors. Note: In such cases the document issued shall be new rather than replaced. (5) For all Foreign Validations issued on behalf of: Aircraft Evaluation (AARDE), the CASI shall notify AARDE of the RDIMS link(s), by sending an to aircraftevaluation@tc.gc.ca; or Foreign Inspection (AARJF), the CASI shall notify AARJF of the RDIMS link(s), by sending an to FOA-AOE@tc.gc.ca. 8.0 FLIGHT AUTHORITY DOCUMENT PACKAGES 8.1 Minister s Delegate Packages (1) Minister s Delegates shall submit completed document packages to Transport Canada within 48 hours from the time the flight authority was issued, in accordance with Appendix I - Import or Certificate of Airworthiness Package Checklist (RDIMS # ), or Appendix J - Export Package Checklist (RDIMS # ). (2) Packages may be submitted electronically on CD or DVD only for the paper profiling items listed on Appendices I and J. The scanning items must be submitted in hard copy. (3) When packages are received by TC, they shall be forwarded to Standards (PAS) for processing in accordance with (SSI) SUR-010-P Minister s Delegate Maintenance & Production. 8.2 Transport Canada Inspector Packages (1) Packages completed by a TC Inspector the assigned CASI shall ensure: of 20 SSI P Issue 01

18 Issuance of Flight Authorities and Related Airworthiness Certificates The package documentation is sorted in accordance with Appendix I - Import or Certificate of Airworthiness Package Checklist (RDIMS # ) or Appendix J - Export Package Checklist (RDIMS # ); All database entries are made in accordance with SSI Section 9.0; All documents are filed in accordance with SSI Section 10.0; and All ccmmercury routings and records are completed in accordance with SSI Section DATABASE ENTRIES 9.1 CAWIS (1) Flight authorities issued by a CASI - the CASI should instruct their TCC Operational Support to update CAWIS as follows: For issuance of an initial C of A or Special C of A Restricted, on new Canadian manufactured aircraft or import of type certified aircraft, enter the aircraft tombstone data and flight authority issue date into CAWIS. For replacement or amendment of a C of A or Special C of A Restricted, the original issue date in the Flight Authority Issue box will NOT be amended to reflect the reissue date. A comment shall be placed in the Notes section to identify the reissue date and reason for the reissuance, for example, lost document. Update any affected aircraft tombstone data in CAWIS. Additional information, as applicable, shall also be entered into the Notes section, for example change of category, STCs, etc. For issuance of an additional C of A or Special C of A Restricted, update the Airworthiness Information section in CAWIS by adding the additional category. Note: The CAWIS Online Help provides descriptions and step-by-step instructions on how to use the functions available in the Continuing Airworthiness Web Information System. (2) Flight Authorities issued by a Minister s Delegate, including training packages these packages shall be sent to Standards (PAS) for processing in accordance with (SSI) SUR-010-P - Minister s Delegate Maintenance & Production. 9.2 ARASS (1) The CASI is responsible for recording the completion/issuance of the flight authority using the applicable task in the ARASS database INFORMATION MANAGEMENT 10.1 Hardcopy Documents (1) All hard copy documentation shall be sent to Information Management (IM) for scanning into RDIMS or paper profiling into the appropriate hardcopy file, as necessary. The request should be sent using the Information Management Ontario Region Scanning Request Form (RDIMS # or # ). (2) Superseded Flight Authorities the CASI shall clearly mark Superseded across the superseded document and send it to IM for scanning into RDIMS, and/or filing into the appropriate 5008-xxxx hardcopy file of 20 SSI P Issue 01

19 10.2 RDIMS (1) The CASI shall ensure: All flight authorities and substantiating documentation that are electronically created are saved into RDIMS; and Other documents that support the activity are scanned and saved into RDIMS or are paper-profiled. Original documents, after being scanned, shall be disposed of in accordance with IM procedures. (2) The following protocols are to be used when profiling documents: (e) (f) Name: Enter the specific name of the flight authority. For example: Certificate of Airworthiness, or Special Certificate of Airworthiness, or Flight Permit, or Letter Validation of Foreign Special Flight Authority ; and the aircraft registration, manufacturer, and model/serial number. Do not use abbreviations (i.e. C of A in place of Certificate of Airworthiness ); and For superseded flight authorities, follow, and include the word Superseded between the type of flight authority and the aircraft registration. Description: Optional. Security: Select 1 (Unclassified). Author and OPI: As applicable. Classification: 10.3 ccmmercury For Flight Authorities and related Airworthiness Certificates press the search button to find the appropriate 5008 XXXX file classification; and For Validation of Foreign Special Flight Authority press the search button to find the appropriate (+ letter of the country) file classification for which the validation is issued. For example: B for a Brazilian flight authority validation or U for a USA flight authority validation. Final Document: Documents requiring a signature may be annotated Original Signed By...in the signature block and selecting Final Document in the profile. When the Final Document box is selected, the document is considered signed by the originator. (1) The assigned individuals are responsible for ensuring that all flight authority activities are entered into ccmmercury for tracking purposes. They are also responsible for ensuring that all records assigned to them are updated until completion.
