It is issued in accordance with the Air Navigation Act (Luftfartsloven) 4-1 Recipients must ensure that this Directive is copied to all members of their staff who need to take appropriate action or who may have an interest in the information (including any in-house or contracted maintenance organization and relevant outside contractors). 1 INTRODUCTION 1.1 This Safety Directive is applicable to operators conducting public transport helicopter operations or commercial air transport operations in accordance with JAR-OPS 3 over a hostile environment using AS332 or EC225 helicopters. 2 COMPLIANCE/ACTION TO BE TAKEN 2.1 The Norwegian Civil Aviation Authority, in exercise of its powers under Air Navigation Act (Luftfartsloven) 4-1, directs the operator ( a specified operator) of any AS332 or EC225 helicopter which is: a) Registered in the Registry of the Kingdom of Norway b) Flying in the Kingdom of Norway or in the vicinity of an offshore installation, To comply with the requirements set out in paragraph A specified operator must not conduct a public transport flight or a commercial air Luftfartstilsynet / Civil Aviation Authority T: Postadresse: Besøksadresse: Fakturaadresse: Fakturamottak DFØ F: Postboks 243 Sjøgata Postboks 4104 E: postmottak@caa.no 8001 BODØ 8006 BODØ fakturamottak@caa.no 2307 HAMAR

2 transport operation in accordance with JAR-OPS 3 over a hostile environment with any AS332 or EC225 helicopter to which European Aviation Safety Agency Emergency Airworthiness Directive E Rev 1 dated 15 July 2013 applies. 2.3 Paragraph 2.2 does not apply to any Search and Rescue flights for the purpose of saving life where the EC225 helicopter is in full compliance with EASA Emergency AD R1 and is operating using 15% reduction of Maximum Continuous Power, MCP, at IAS 60 knots. 2.4 Paragraph 2.2 does not apply to any Search and Rescue training flights over water within safe landing distance from land or offshore helideck where the EC225 helicopter is in full compliance with EASA Emergency AD R1 and is operating using 15% reduction of Maximum Continuous Power, MCP, at IAS 60 knots. 2.5 In this Safety Directive a hostile environment: a) Subject to subparagraph (b) has the same meaning as in JAR-OPS 3; and c) Includes all open sea areas north of 45N and south of 45S 2.6 Paragraph 2.2 does not apply to any AS332 which complies with AD E Action (8) Installation of MGB bevel gear vertical shaft with P/N 331A-3115-xx. 2.7 Paragraph 2.2 does not apply to any EC225, which has the following configuration/modifications incorporated: Document Subject Objective EC22505A036R0 MAIN ROTOR DRIVE MAIN GEARBOX (MGB) Internal cleaning of the bevel gear Part Number (MP/N) 332A /05/10/15 and replacement of the MGB oil jet EC225-04A009R3: 3.B.2 Eddy Current Inspection (prior to ) or LIMITATIONS MAIN GEARBOX Monitoring of the bevel gear P/N 332A /05/10/15 To obtain a datum prior to resumption of flights To achieve improved lubrication and cleaning immediately To obtain a datum prior to resumption of flights and establish that detectable crack(s) are not present Page 2 of 6

To obtain real time HUMS (M ARMS) monitoring when resuming flights Unloading of the structural loads on the gearbox Limits available torque to 70% Ensure proper functioning of emergency lubrication in case of failure of oil based lubrication system To provide indication of system integrity during revenue flights Allow flights under restrictions without passengers to facilitate maintenance Emergency Airworthiness Directive E Rev 1 All other requirements of EAD must be accomplished as specified 3 REASON 3.1 This Safety Directive is made in the interest of safe operations following two accidents involving EC225 helicopters that were required to make emergency landings and pending further investigation into the circumstances surrounding these events. 4 3.2 The type certificate holder, Eurocopter, has developed a set of measures intended to mitigate the risk of having to make an emergency landing facing hostile conditions. They consists of a set of Alert Service Bulletins which they render as mandatory: ASB Number Issue Date Subject EC225-45A010R CENTRAL MAINTENANCE SYSTEM HUMS M ARMS MOD45 on-boar monitoring system Corresponds to modifications and EC22505A036R MAIN ROTOR DRIVE MAIN GEARBOX (MGB) Internal cleaning of the bevel gear Part Number (MP/N) 332A /05/10/15 and replacement of the MGB oil jet EC225-04A009R LIMITATIONS MAIN GEARBOX Monitoring of the bevel gear P/N 332A /05/10/15 EC225-05A TIME LIMITS - MAINTENANCE CHECKS - Modification of the emergency spraying system and its maintenance AS R LIMITATIONS MAIN GEARBOX Monitoring of the bevel gear P/N 332A /05/10/15 AS R MAIN ROTOR DRIVE MAIN GEARBOX (MGB) Internal cleaning of the bevel gear Part Number (MP/N) 332A /05/10/15 and replacement of the MGB oil jet 3.3 The European Aviation Safety Agency, EASA, has issued Emergency Airworthiness Directive No E Revision 1 on the 15 th of July 2013 and effective the 15 th of July 2013, which requires compliance with the above ASBs as applicable for affected AS 332 and EC 225 helicopters. 3.4 CAA Norway has decided to relieve limitations set forth in Safety Directive based on a stricter interpretation of EAD as specified in 3.3 and adding other mandatory requirements specified by the type certificate holder, Eurocopter. 4 QUERIES 4.1 Any queries or requests for further guidance from AOC holders as a result of this communication should be addressed to the assigned Operative Inspector in the first instance. 4.2 Otherwise, queries should be addressed to postmottak@caa.no and referring to Case Page 4 of 6

5 5 CANCELLATION 5.1 This Safety Directive came into force on 19July 2013 and shall remain in force until revoked by CAA Norway. 5.2 This Safety Directive supersedes, Safety Directive , which is hereby cancelled.
