1 Pilot Examiner Quarterly A Quarterly Journal for Designated Pilot Examiners ISSUE 04 MARCH 2017 this issue Basicmed Explained P.1 P.2 P.3 P.4 BASICMED Explained Ben Ratliff AFS 640 Congress enacted the Federal Aviation Administration (FAA) Extension, Safety, and Security Act of 2016 (FESSA) on July 15, Section 2307 of FESSA, Medical Certification of Certain Small Aircraft Pilots, directed the FAA to issue or revise regulations to ensure that an individual may operate as pilot in command of a covered aircraft without having to undergo the medical certification process under 14 CFR part 67 if the pilot and aircraft meet certain prescribed conditions. The FAA is amending 14 CFR parts 61 and 91 and creating 14 CFR part 68. The new and amended regulations are effective on May 1, The FAA refers to the implementation of section 2307 as BasicMed. Advisory Circular 68-1, Alternative Pilot Physical Examination and Education Requirements, provides guidance regarding the regulations the FAA has enacted to fulfil the requirements of the legislation. The BasicMed privileges apply to persons exercising student, recreational, and private pilot privileges. It also applies to persons exercising flight instructor privileges when acting as pilot in command (PIC). A pilot cannot use BasicMed privileges to fly as a safety pilot, except when that pilot is acting as PIC. BasicMed does not apply to persons exercising privileges of a Commercial Pilot Certificate or an Airline Transport Pilot Certificate. Meeting the requirements of BasicMed is an acceptable means to qualify for a practical test, administered for purpose of certification and ratings, in lieu of possessing a third-class medical certificate. Presently, FAA BasicMed policies are in development, and the guidance on how to qualify an applicant and aircraft for a practical test are pending. Referencing AC 68-1, a BasicMed applicant must; hold a U.S. driver s license (not suspended or revoked), answer the health questions on the Comprehensive Medical Examination Checklist (CMEC), complete a physical examination by a state licensed physician, complete an online medical education course, and complete the attestations/consent to the National Driver Register check. Currently there is no FAA approved online medical education course and the CMEC cannot be completed and signed until after May 1, The information that Designated Pilot Examiners (DPEs) will need to conduct a practical test under the provision of BasicMed will be made available in the near future through an online presentation under development by. It is important that all DPEs ensure their contact information is up to date in the Designee Registration System so that notification of new material can provided. 3 SUGGESTED READING Electronic Flight Bags ACS Update Susan Parson AFS-3A The Airman Certification Standards (ACS) for the private pilot airplane certificate and the instrument-airplane rating have now been in effect for nine months. Here s what s coming: On/about May 1, 2017, we will publish the first version of the ACS for the Commercial Pilot Airplane (CAX) certificate on the FAA s Airman Testing web page for review in advance of the June 15, 2017 effective date. At the same time, we will publish the first revisions to the ACS for the Private Pilot Airplane (PAR) certificate and the Instrument Airplane (IRA) rating for review. These documents reflect corrections, stakeholder-suggested editorial changes (e.g., consolidation of certain task elements, standardization of phrasing and sequencing). The effective date for these revisions is also June 15, The ACS for the Private Pilot Airplane and the Commercial Pilot Airplane certificates will also incorporate modifications to the Slow Flight and Stalls Area of Operation. The forthcoming modifications are intended to address stakeholder concerns about the change to the Maneuvering During Slow Flight Task in the current Private Pilot Airplane ACS, but they are also consistent with the FAA s intent as expressed in SAFO 16010, Maneuvering During Slow Flight in an Airplane, and in Chapter 4, Maintaining Aircraft Control: Upset and Recovery Training of the FAA s revised Airplane Flying Handbook (FAA -H B). It is essential for designees to read and understand these documents. As part of the change management communications effort, we have continued the series of well-attended ACS webinars on a monthly basis. We will revise the current webinar and pick up the pace again as we approach the June 2017 release of the first version of the ACS for the Commercial Pilot Airplane (CAX) certificate and the revised versions of the ACS for PAR and IRA. I have watched aviation change at a whirlwind pace and our policymakers working furiously keep up with the rapidly changing climate of the industry. In those years, I have seen the introduction and implementation of RVSM, IACRA, LIGHT SPORT, ACS and most recently UAS. The complexity of the National Airspace System (NAS) and the rules that govern the people and equipment that operate in it is staggering and keeping it functioning smoothly takes tremendous vision and foresight of its stakeholders and the Administrator. As an operator, keeping up with that information is not a simple task either. An examiner s job can be even more difficult. You have to be a jack of all trades; almost all knowing or at least know where to find the knowledge you seek. In future issues of PEQ we will explore your online library and the tools that you can use to make finding information easier. 4 USE OF ONBOARD OR INSTALLED ELECTRONIC NAVIGATION EQUIPMENT ON A PRIVATE PILOT AIRPLANE PRACTICAL TEST Todd E. Burk Changes are being made in the next revision of the Private Pilot Airplane Airman Certification Standards (ACS) FAA-S-ACS-6. The change is intended to allow the use of onboard or installed electronic navigation systems for evaluating ACS Navigation skill element PA. V1.B.S1 from the initial version of the Private Pilot ACS effective on June 15, It states that the applicant muse be able to Use an installed electronic navigation system. This has led to much confusion as to whether an aircraft that is not equipped with a installed VOR or GPS can be used for the practical test. Many questions and complaints ensued. Most stated that the verbiage in the ACS seemed to prohibit the use of aircraft without an electrical system and installed electronic navigation equipment. This revision will state clearly that if an applicant has an aircraft without an electrical system or lack of installed equipment they will be allowed to use a handheld transceiver with navigation capability, installed navigation equipment, a class 1 or class 2 electronic flight bag (EFB) or any combination thereof. - PEQ Pilot Examiners should familiarize themselves with InFO dated 2/13/17; AC-91-78; and FAA-H B pg This document was sent out by the DRS system on February 28. DPE s are missing boxes or checking the wrong box. 12. The Inspector s Report is omi ed on Reconstructed Files. 13. Box O, the drug statement box, has been omi ed. 14. Providing an invalid ID. This is the first Gyroplane to receive an FAA Type Certification in nearly 60 years.
