2 Southern California TRACON and Lindbergh Tower LETTER OF AGREEMENT EFFECTIVE: September 13, 2012 SUBJECT: INTER-FACILITY COORDINATION AND CONTROL PROCEDURES 1. PURPOSE. This agreement establishes procedures for the coordination and control of air traffic between Southern California Terminal Radar Approach Control (TRACON) and Lindbergh Air Traffic Control Tower (Tower). This Agreement is supplementary to procedures contained in the current Air Traffic Control Handbook. Procedures contained in this Agreement may be modified on an individual basis by coordination between the controllers concerned. 2. CANCELLATION. This Agreement cancels the Southern California TRACON and Lindbergh Tower, Subject: Inter-facility Coordination and Control Procedures, dated September 20, 2007, and Southern California TRACON Notice SCT N , Subject: Opposite Direction Operations. 3. SCOPE. The procedures and responsibilities contained herein are applicable to IFR, SVFR, and Class B Airspace operations at Lindbergh Field. The term TRACON as used in this Agreement shall apply to Southern California TRACON San Diego Area. 4. RESPONSIBILITIES. The Director of Terminal Operations, Western Service Area, has delegated Lindbergh Tower limited approach control functions as provided in FAAH a. Tower shall: (1) When Tower Certified Tower Radar Display (CTRD) is operational, be responsible for the control of IFR, SVFR, and Class B Airspace aircraft at Lindbergh Field within the delegated airspace as depicted in Attachment 3. (2) Notify TRACON Supervisor: (a) Of any failure of the Automated Quick-look and/or Auto ARTS Transfer functions. (b) When Tower is unable to provide radar services as set forth in the terms of this Agreement. (c) Of pertinent changes in: 1. Field conditions. 2. Communications, navigational aids, or equipment status.

3 Southern California TRACON and Lindbergh Tower Page 2 (3) Runway change coordination shall be effected by first contacting SCT OS/CIC. Then, contact SCT TMU and ZLA TMU Los Angeles Air Route Traffic Control Center (ZLA) TMU via the Olympic (OLY) line. ZLA TMU will ensure the necessary entries are made to reconfigure the FDIO. (4) Notify North Island Tower (NZY) of runway in use. b. TRACON shall: (1) When Tower CTRD is out-of-service, be responsible for the control of IFR and Class B Airspace aircraft within the delegated airspace as depicted in Attachment 3, and assume auto-acquisition responsibilities. (2) Notify Tower when the TRACON FDIO goes out-of-service or returns to service. (3) When Tower and/or TRACON FDIO is out-of-service, notify Tower of flow control implementation and cancellation. (4) Notify Tower when controlling from other than the normal arrival/departure Positions. (5) Notify Tower of any planned ARTS Cold Start. (6) Notify Tower when ZLA/ TRACON interface goes out-of-service or returns to service. (7) Amend ARTS data to the appropriate tab list to accommodate opposite direction departures. (8) Notify adjacent facilities, and local satellite towers when Lindbergh Field changes landing configuration. 5. PROCEDURES: a. Tower Flight Data shall: (1) Issue the appropriate clearance from the following list: (a) Current TEC routes. (b) Local area clearances (Attachment 2). (c) Class B Airspace departure routes (Attachment 1). (d) FDIO strip.

4 Southern California TRACON and Lindbergh Tower Page 3 (e) Route P&Q departures filed over JLI via H310 RV JLI then as filed. Ensure the flight plan is in the appropriate TAB list. (2) Enter flight plans for IFR aircraft climbing to VFR conditions (OTP Clearances) via the FDIO. Include the destination airport and requested VFR altitude in the remarks section of the flight plan. (3) Enter flight plans for Class B Airspace departures via the FDIO. Include the destination airport and requested VFR altitude in the remarks section of the flight plan. (4) Request: (a) An Oceanic release from ZLA Sector 28 for all oceanic flights at least 10 minutes prior to push back. (b) A Clearance from TRACON Flight Data on all flights that will enter Mexico from TRACON airspace. (5) "DM" all non-beacon departures. DM all departures when ZLA/TRACON interface is out-of-service. (6) Input all weather observations (including ATIS code), changes to active runways, equipment status and current DASI correction factor into the SAIDS. (7) Assign initial altitudes and routes as depicted in Attachment 1 or 2. When the altitude requested is higher than the assigned initial altitude, issue "Expect (filed altitude or TEC altitude, as appropriate) one zero minutes after departure," unless otherwise advised. (8) Between the hours of 2200 and 0630 local, departures normally assigned a 275 degree heading shall be assigned a 290-degree heading for vectors to the next fix. Departures normally assigned a BORDER / POGGI SID shall be assigned a 290-degree heading for vectors to the BORDER / POGGI SID. b. TRACON Flight Data shall, when the Tower FDIO is out-of-service, forward flight data information for all aircraft departing Lindbergh Field to the Tower upon receipt. c. Arrivals. (1) TRACON shall: (a) Handoff SAN IFR arrivals using the ARTS Quick-look function. Full Data Blocks shall be transferred to the Tower position symbol by Automatic ARTS Transfer. The Automatic ARTS Transfer Area is defined in Attachment 5.

5 Southern California TRACON and Lindbergh Tower Page 4 (b) Transfer communications within the coverage of the CTRD (see Attachment 4) and prior to five (5) flying miles from the airport. (c) Transfer control of all arrivals upon entering the airspace delegated to Tower. (d) Request approval from Tower on approaches if base leg will be less than three (3) miles from the end of the runway. (e) Complete a radar handoff on Class B Airspace Category I and Towerapproved Category II arrivals inbound from the northwest, at or descending to 2500 feet MSL. (f) When Runway 9 in use, sequence all aircraft. (g) Make no changes to scratch pads after transfer of communications. (h) Complete a handoff to Lindbergh Tower on NAS North Island (NZY) arrivals that execute a LOC-A or LOC-B approach. (i) Complete a point out via an ARTS Automated Point-Out Procedure IFR NZY traffic landing RWY 36, except for helicopters and visual approaches. (j) When Tower CTRD is out-of-service or when automated handoff procedures are not being used. (2) Tower shall: 1. Advise Tower of aircraft identification, type, position and type approach (if other than LOC/ILS). 2. Complete radar handoffs with reference to the following: SAN, SARGS, and VYDDA. (a) Utilize auto-quick-look on all arrival traffic to Lindbergh Field to obtain arrival information and approach sequence. (b) When Tower CTRD is operational, sequence and assume control for descent, at or south of Mt. Soledad, all Class B Airspace Category I and Tower-approved Category II arrivals. (c) Provide separation for IFR NZY arrivals, pointed out by TRACON, from Lindbergh field traffic except arrival traffic sequenced by TRACON.

(1) Tower shall: (a) Provide a departure rundown via the ARTS Rundown Patch and ensure departures are entered into the appropriate rundown tab lists in the correct departure sequence prior to departure. (b) Release aircraft in the number one position of the rundown tab list. (c) Verbally coordinate when departures are delayed or canceled. (d) Verbally coordinate or make entries in the appropriate rundown tab list using the remarks flash feature whenever a change in departure sequence occurs. (e) Verbally coordinate or make entries in the appropriate rundown tab list using the remarks flash feature as specified below. 1. Verbal coordination or use of the rundown tab list remark shall be used for non-standard IFR departures, IFR departures heading 310 and VFR departures heading 310 or 115. a. The Rundown Patch remark for an IFR departure heading shall be an "H" followed by the heading. (Example: H250). b. The Rundown Patch remark for a VFR departure heading shall be a V followed by the heading/ (Example: V115, V310) c. The Rundown Patch remark for a flight plan amendment shall be an "AM" followed by the amendment number. (Example: AM2). 2. If rundown tab list coordination is not acknowledged, the aircraft shall not be released. (f) During a Runway 9/27 configuration, suspend use of the ARTS Rundown Patch, and obtain a verbal release for all aircraft. (g) Runway 27: Provide at least three (3) miles and increasing in-trail spacing between successive aircraft filed via northwest-bound routes at or above 14,000 feet. Runway 9: Provide at least three (3) miles and increasing in trail spacing between aircraft on successive departures. (h) Initiate an ARTS handoff and notify TRACON of a missed approach via the override line. Aircraft executing a missed approach shall be assigned one of the following climb-out instructions:

7 Southern California TRACON and Lindbergh Tower Page 6 1. Aircraft on a published instrument approach (for either runway), issue the published missed approach. 2. Aircraft on a visual approach: a. Runway 27: Heading 275, maintain 2500 feet. b. Runway 9: Heading 090, maintain 4000 feet. 3. Runway 27: Heading 250/Maintain 2500 ft. MSL. Tower may assign this heading prior to coordination with TRACON. Tower shall coordinate as soon as practical with TRACON if this heading is assigned. (i) Assign the following frequencies to aircraft executing a missed approach/alternate climb-out. Runway / Runway / (j) Notify the appropriate TRACON sector when a departure does not "autoacquire" within five (5) miles of the departure end of the runway. Phraseology: "(A/C Position), (ACID), No Tag. (k) When the Tower CTRD is not operational, coordinate with the appropriate TRACON sector for release of all IFR, SVFR, and Class B airspace departures. Forward to the appropriate TRACON sector all departure times on aircraft not airborne within three (3) minutes. (l) Call for release on all aircraft departing other than the active runway.. (m) Assign to departures when Southbay is combined with West or Wizky sectors. (2) TRACON shall: (a) Advise Tower prior to combining/de-combining departure positions. (b) Acknowledge rundown entries when non-standard departure releases can be approved. (c) Acknowledge all changes in departure sequence. (d) Within Lindbergh delegated airspace assume control for turns on contact aircraft departing Runway 9. (e) Within Lindbergh delegated airspace assume control for climb on contact

8 Southern California TRACON and Lindbergh Tower Page 7 Runway 27 P and Q Class departures assigned heading 310 or 115. e. Opposite Direction Operations. (1) General: (a) Same runway opposite direction procedures are applicable when both of the opposing aircraft are IFR. (b) Tower must issue traffic advisories to departing aircraft and TRACON must issue traffic advisories to arriving aircraft. EXAMPLE OPPOSITE DIRECTION TRAFFIC (distance) MILE FINAL, (type aircraft). OPPOSITE DIRECTION TRAFFIC ONE ZERO MILES WEST, (type aircraft). OPPOSITE DIRECTION TRAFFIC DEPARTING RUNWAY TWO SEVEN, (type aircraft) (c) Do not allow opposite direction same runway operations with opposing traffic inside the cutoff point unless an emergency situation exists. (2) Coordination: (a) Tower Local control and TRACON Arrival sector are responsible for initiating coordination required to accomplish an opposite direction arrival or departure. TRACON. (b) Tower must verbally request opposite direction departures with (c) TRACON must verbally request opposite direction arrivals with Tower. (d) All coordination must be on a recorded line and must state, Opposite Direction, and include call-sign, type, and arrival or departure runway. REV 1 8/22/2013

Tower and TRACON must ensure the departure is airborne and has been issued a turn to avoid conflict prior to the arrival aircraft reaching a ten (10) NM radius from the arrival runway threshold. (4) IFR Arrival and IFR Arrival. TRACON Arrival sector must ensure that the first arrival has crossed the runway threshold prior to the opposing arrival reaching a ten (10) nautical mile radius from the arrival runway threshold. 6. COMMUNICATIONS ASSIGNMENT: a. The LBG line (override) shall be used by the TRACON and Tower for active control. b. SDM (09GP 0083) dial line shall be used for data and inactive messages. 15 Southern California TRACON and Lindbergh Tower Attachment 3 Airspace Boundaries The airspace begins at the intersection of the OCN 156 radial and the MZB 264 radial (lat N., long W,); thence east via the MZB 084 radial to the MZB 084 radial 10 DME fix (lat N., long W.); thence south direct to the intersection of the MZB 10 mile arc and the easterly extension of the Lindbergh Field Runway 09/27 centerline (lat N., long W.); thence southwest direct to the intersection of the PGY 286 radial and the MZB 10 mile arc (.lat N., long W.); thence northwest via the PGY 286 radial to the PGY 286 radial 13.5 DME fix ( lat N., long W.);thence west direct to the OCN 156 radial 31.4 DME fix (lat N., long W,); thence north via the OCN 156 radial to the point of beginning. The Primary Scratch Pad Field (1) Shall contain the computer assigned exit fix for aircraft departing or enroute through SCT airspace. (2) Shall contain the three-letter destination airport identifier for both IFR and VFR aircraft landing SCT airspace and shall be modified to reflect the appropriate three-letter destination airport identifier when an IFR or VFR aircraft changes destination. (3) Shall contain LCL for VFR aircraft with no specific destination, for example maneuvering in a practice area. b. The Secondary Scratch Pad Field (1) IFR Type of Approach (a) Absence of secondary scratch pad indicates an IFR arrival landing at SAN is executing the primary instrument approach.
