1 2017 Mesa AFA Tentative Agreement Summary Posted: August 21, 2017 The pay scale provides immediate increases. This pay scale provides substantial increases over the course of the Tentative Agreement for all Flight Attendants. The pay scale is five times what the company was willing to pay in TA1 and before our strike vote/pressure campaign for this Tentative Agreement. The pay scale contains increases more than the TA1 for every pay step. There is an immediate increase (DOS) averaging 9% across the steps, with subsequent wage increases throughout the contract and beyond the amendable date. The increases reward longevity and provide a career path. For example, an 8th year Flight Attendant under the current contract could expect to receive 9.1% more pay by rising to the 12th step over the four year period. Under this Tentative Agreement, the 8th year Flight Attendant would instead receive 30.6% higher pay. Increases continue after the amendable date. This almost unheard of provision provides increases while we are negotiating our next Tentative Agreement. The money goes into the pay scale, not into one-time lump sums. For years, Mesa has offered Flight Attendants one-time, lump sum payments to close out a contract. Whether one thinks of it as a signing bonus, in lieu of retro, or whatever you call it the company s objective is simple: dangle cash in front of Flight Attendants so they accept substandard wages. Your negotiating committee rejected that approach and demanded money be put into recurring benefits such as the wage scale, scheduled and actual, per diem, vacation, etc. That way the money keeps on accruing year after year and applies to benefits such as the 401(k), versus a one-time, heavily taxed payment. It also raises the bar for the next round of negotiations. This tentative agreement benefits new hire Flight Attendants. Beginning Flight Attendants will receive significant increases throughout the agreement. A Flight Attendant in the first year of employment will experience increases in wages from 50-60% over the course of the contract, far more than provided for in the current agreement. The longer a new higher Flight Attendant remains at Mesa, the more she/he will benefit. Our goal was to transform this from a short term, high turnover job to a career. The scheduled and actual, line guarantee, and increase of the minimum guarantee benefit all Flight Attendants and will increase monthly take home pay too. Our goal was to catch up to the industry - we exceeded that. For far too long Mesa has been at the bottom of the industry in pay and work rules. We fixed that with above average wage scales, solid contract provisions and a contract that rewards longevity. Mesa pay rates by the third year are solidly above the average of those flying for United and American, which was a key objective in bargaining. 1

2 Other provisions add real money. Our goal is to make your paycheck bigger at the end of the month. Pay scales are only one way of doing it pay guarantees and other pay factors increase our pay too. Other provisions negotiated add close to 3 million into our pocket books over the course of the Agreement, including: Cancellation pay. Line guarantee based on final line award. Increase in deadhead pay. Per diem increase, worth $1.6m over 4 years. Minimum Guarantee increased to 74 hours Junior assignment pay at 200% The One Thing Money Can t Buy Respect. Mesa Flight Attendants have won the respect of the industry, management and the labor movement by standing strong. With a 99.56% strike vote we showed management we were unified in support of our bargaining team. Our whole union with Flight Attendants from every airline, CWA Locals and other union members backed our efforts, leafletting and calling on Mesa, United and American to agree to this contract, five times the value management was willing to pay before we demonstrated our solidarity and support through these actions. Summary of Improvements Section 1 (Recognition, Scope and Successorship) Removed all references to Freedom Included current law, such as McCaskill-Bond, for seniority integration in merger Section 2 (Definitions) Block to block updated the language but kept same definition; me too with pilots if definitions are adjusted Deleted bungee trips Calendar year/day/day Off changed start/stop time to match company computer system no substantive change Footprint from report to release for a duty period. Except in commuter policy, where footprint means trip footprint (report to release for whole trip) Probationary period begins on date of hire, not completion of IOE SAP added definition 2

(These will be decreased if you voluntarily drop flying) Flight Attendant must be qualified as well as available to be eligible for minimum guarantee Attendance bonus pool if base has 96% attendance in a quarter, Flight Attendants split share of $100,000 (system wide) based on number of Flight Attendants in the base; amount changes depending on system headcount. Cancellation spells out that Flight Attendants are paid for controllable and uncontrollable cancelations (current practice) Section 4 (Sick Leave) Updated reserve sick leave to reflect new minimum guarantee (3.35 to 3.52) Removal of points for perfect attendance in holiday period moved to General Section Increased sick leave payout for perfect attendance from 25% to 50% of bank Retiring Flight Attendant can cash out entire sick bank if she/he has perfect attendance in the quarter prior to retirement. Section 5 (Vacation) Vacation accruals increased: o 0-12 months I week (no change) o 1-5 years 2 weeks (no change) o 6-15 years (was 20) 3 weeks o years 4 years o Over 20 years 5 weeks Vacation will accrue on 12/31 of each year, and must be used by the following 12/31 (was anniversary date) Vacation period changed from Sunday-Saturday to Monday-Sunday Deleted reference to 13 bids in a calendar year Flight Attendant allowed to bid for partial week; must be at least three days and cannot cross vacation periods Two-rounds vacation bidding Vacation buying plan 5

6 Section 6 (Expenses) Increased Per Diem o DOS: $1.60 o DOS + 1: $1.65 o DOS + 2: $1.70 o Beginning on DOS + 3 and every (anniversary of DOS) thereafter, the per diem rate will be adjusted by the CPI International per diem of additional $25/night per RON outside continental US, Canada and Mexico RON hotel criteria; AFA committee involvement If F/A does not drive own car, will be reimbursed for transportation expenses 3-month time limit to submit parking receipts Company paid KCM Section 7 (Scheduling and Hours of Service) 24 in 7 rest scheduled in domicile but may be elsewhere due to irregular ops if F/A agrees F/A cannot be scheduled over 16 hours without consent; time over 16 paid at 150% F/A must deadhead in uniform F/A can request locator number for DH within 48 hours of departure; changes to DH must go through company, not code-share partner Once F/A drops DH, it cannot be reinstated F/A may drop last leg of trip if it is DH, with no reduction in pay guarantees (min, line) Sick calls must be 2 hours prior to show time, not departure No occurrence if late F/A is utilized Must have 1:05 (1:25 international) buffer between trips; time will be included in duty period Eliminated bungee drops If reassigned or re-crewed to overnight in domicile, Flight Attendant will receive hotel room upon request Flight Attendants can bid for RT in early, base and grace months done before PBS opens so that it will be a planned absence Preferential bid system o Company will pay for AFA rep to help construct pairings o Pairings placed in PBS for Flight Attendants to bid on o F/As bid for pairings, rather than lines, based on seniority and preferences o F/A may establish a standing (default) bid that will automatically be entered in any bid in which she/he does not bid o A F/A who does not bid and who does not have a standing bid will be awarded pairings or reserve days according to her/his seniority o Up to 10% of Flight Attendants in a base can bid and be awarded a high time line (over 97 hours). If insufficient Flight Attendants bid, the number awarded will be decreased accordingly. o Up to 10% of Flight Attendants in a base can bid and be awarded a low time line (under 83 hours). If insufficient Flight Attendants bid, the number awarded will be decreased accordingly. o Regular lines will have a minimum of 74 hours o Reduced credit line (replaces line sharing) At least 2% of lines system-wide (and at least 2 per base per bid), may be reduced by LOA Build between 37 and 52.5 credit hours If insufficient F/As bid, number of lines reduced to the number who bid (i.e., no one will be forced to fly a reduced credit line) 6

7 F/A who desires a reduced credit line will have to bid for one prior to PBS opening; will then go into PBS and essentially bid for half a line, which will be made up of pairings available at her/his seniority o PBS will assign pairings and, for reserves, days off, according to seniority, legalities and system logic o PBS will not build a conflict, so integration goes away. Planned absences (RT, vacation, LOA, etc.) will appear on your calendar, and PBS will not place trips on those dates. For line-building purposes, each event has a virtual credit value so that PBS knows to include those credits in the overall line value: RT 4 credits per day DH to training greater of 2 credits per day or actual DH credit Vacation 4 credits per day (though still paid at 3) Looking into whether PBS can give F/A choice of 3 or 4 virtual credits LOA 2.5 credits per day Union business PENDING 5 credits per day (3.52 per reserve day) o Days off will be prorated to account for unavailability o Company will pay for AFA rep to assist and give input into how the PBS is run, and to help select the successful run for each base o Every F/A receives a reasons report explaining why she/he was not awarded the pairings that she requested or that met her/his preferences (For example, it might say that pairing 3443 went senior, or that she did not get the 2-day TUS trip because it operated on the same day she was given a trip that better met her preferences.) o PBS is offered on a trial basis. After one year either party can terminate. If PBS trial is terminated: Go back to line building and bidding The following items are removed from contract if AFA terminates, but NOT if Mesa terminates: o Greater of actual or scheduled block pay o Line guarantee o 74-hour guarantee o 2 hour credit for 28-hour layovers o Increased vacation accrual Maintained seniority-based SAP (pilots do not have) Swaps will be approved on same calendar days regardless of difference in hours if requested at least 48 hours in advance Swaps that result in fewer duty periods are subject to coverage Reserve pick up on days off paid above guarantee (stating practice) Scheduling can assign trips to reserves (or JA) 48 hours prior to show time (currently 24 hours prior to departure) Trip trades will be processed with 24 hours; 48 hours for those submitted in first 10 days of bid Reserve order of assignment will be time balanced until all in domicile reach guarantee, then call me first, call me last Reserve blocks cannot be more than 5 days Ready reserve is a reserve assignment for order of assignment purposes Ready reserve assigned based on legalities, credited hours to date in the bid period and days of availability If Flight Attendant adds/drops flying in duty period, footprint changes Simplified order of drafting: reserves/volunteers; legal and available in base, then system-wide F/A will not go below minimum days off unless day can be restored in current or next bid (but in next only if not enough work days remaining in current bid) Extension language does not apply to reserve (statement of current practice) Reduced credit Flight Attendants can only add flying from other Flight Attendants (not OT) 7
