7 I. OPENING OF THE CONFERENCE The 53 rd Conference of Directors General of Civil Aviation (DGCAs), Asia and Pacific Regions was hosted by Civil Aviation Authority of Sri Lanka at the Hilton Colombo. The Conference commenced with the official opening ceremony at 0900 hours on Monday, 1 August It was attended by 236 Delegates from 34 States/Administrations, and 10 International Organizations. The Director General of Civil Aviation & CEO, Civil Aviation Authority of Sri Lanka, Mr. Nimalsiri extended a warm welcome to all the delegates of the 53 rd Conference of the Directors General of Civil Aviation of the. He also expressed his gratitude to the President of the Council of ICAO and Dr. Fang Liu ICAO Secretary General for their participation in the important meeting of the civil aviation authorities of the Asia and Pacific Regions. The full text of the speech of the DG CAASL is included at Attachment 1 to this Report. The ICAO Secretary General, Dr. Fang Liu extended a warm welcome to all the delegates of the 53 rd DGCA Conference and thanked the CAA of Sri Lanka for the excellent arrangements. The full text of the speech of ICAO Secretary General is included at Attachment 2 to this Report. In his address, the President of the Council of ICAO, Dr. O.B. Aliu thanked the Civil Aviation Authority of Sri Lanka for hosting the Conference. He expressed his delight at being able to attend the Conference of Directors General of Civil Aviation in the region where the potential for air traffic growth was perhaps the highest. The full text of the address by the President of the Council of ICAO is included as Attachment 3 to this Report. In his address Hon. Nimal Siripala de Silva Minister of Transport & Civil Aviation, Government of Sri Lanka welcomed the Delegates and expressed gratitude to ICAO and CAA of Sri Lanka in organizing the DGCA Conference. Ranil Wickremesinghe, Prime Minister of Sri Lanka welcomed the Delegates and highlighted the importance of the Conference for Sri Lanka. The full text of the address by Hon. COMMENCEMENT OF CONFERENCE SESSIONS The first working session of the Conference commenced at 0900 hours on Wednesday, 3 August The ICAO Regional Director, Mr. Arun Mishra, as Secretary of the Conference, welcomed all participants to the 53 rd Conference of Directors General of Civil Aviation,. He drew attention to the salient features of the Conference and highlighted the important issues deliberated during the opening ceremony of the Conference. III. ELECTION OF CHAIRPERSON The ICAO Regional Director called for nominations for a Chairperson of the Conference. The Head of Delegation from Civil Aviation Authority of Philippines, proposed the iv

8 name of CAASL Director General, Mr. Nimalsiri to be the Chairperson of the 53 rd Conference of Directors General of Civil Aviation,. He provided a brief resume of Mr. Nimalsiri illustrious career achievements, wide management experience and expressed confidence that Mr. Nimalsiri would provide able leadership to the Conference. This was supported by the Head of Delegation from Bhutan and Japan. Mr. Nimalsiri assumed the Chair and thanked the delegates for the honour bestowed upon him and for the confidence placed in him. He assured the Conference that he would do his best to discharge the responsibility of facilitating the proceedings of the Conference. IV. ELECTION OF VICE-CHAIRPERSON The Chairperson then called for nominations for the Vice-Chairperson. The Head of Delegation from Department of Civil Aviation Tonga proposed Mr. NYAMDAVAA Galsandagva, Director General of Civil Aviation Authority of Mongolia for the position. This was supported by the Head of Delegation from Bangladesh. Mr. NYAMDAVAA Galsandagva was unanimously elected as Vice-Chairperson of the Conference. Mr. NYAMDAVAA Galsandagva thanked the delegates for the honor bestowed on him and informed the Conference of Mongolia s intent to host the 54 th DGCA Conference in August He extended an invitation to all States/Administrations in the APAC Region and the International Organizations to the 54 th DGCA Conference in Mongolia. V. ADOPTION OF THE AGENDA The Provisional Agenda for the Conference and the Programme for the duration of the Conference were adopted by the Conference. VI. Globally, the aviation sector was expanding. Passenger demand doubled every 15 years and by 2050 the air transport industry could be handling 16 billion passengers and 400 million tons of cargo annually. Civil Aviation was an essential enabler of growth and social development. Therefore, safeguarding aviation s economic and social benefits was crucial The paper also noted that APAC Region was facing a period of unprecedented growth; the projected increase in traffic and airspace congestion would have a profound impact on safety, efficiency, environmental sustainability and the wider economy. The challenges faced by Airports, Airlines, Air Navigation Service Providers, challenges arising from Aviation s impact on climate change, challenges related to Human resources and Training were discussed in the paper

12 The paper further noted that air transport industry played a major role in the global economic context. One of the key elements to maintaining the vitality of civil aviation was to ensure safe, secure, efficient and environmentally sustainable operations at the global, regional and national level. The paper reported that while ICAO set the SARPs necessary for aviation safety, security, efficiency and environmental protection on a global basis it was incumbent upon the States and the industry to implement these standards and recommended practices to achieve the common desired goal The paper also reported that while it was now an exciting time for rapid growth in Asian aviation - opportunities and challenges were emerging side-by-side. It was important that close and sustaining collaborations among policy makers, regulators, airline operators, state and military airspace users, air navigation service providers and airport and airspace authorities were needed The paper recognized that innovative ideas and collective wisdoms derived from collaborative efforts were key to success. To complete the big picture it was important to share necessary information, to collaborate and integrate the plans, and to match and balance the regions requirements The paper highlighted that aviation today had become challenging and there was a greater need to work together to ensure the long term sustainability of aviation. The need was to come together as never before, regulators and industry, and align our respective responsibilities and obligations to ensure a more efficient operating environment for the common good of the global society. That was precisely the role of ICAO to serve as a global forum for member States and major aviation stakeholders to cooperate in finding solutions to the pressing problem of the day and reaching agreement on SARPs that are implemented on a worldwide basis to produce a harmonized global aviation system. This global collaborative process had made for an extremely safe and reliable air transport system DP/3.1/2 FOSTERING A SAFE, SECURED AND EFFICIENT AVIATION SYSTEM THROUGH IMPLEMENTATION OF NEW AIR TRAFFIC CONTROL SYSTEM IN HONG KONG, CHINA This Paper covered the major aspects and consideration factors from the original initiative of a system replacement project up to the phased commissioning of the new ATC System with a view to ensuring a safe, secured and efficient aviation system in Hong Kong, China This Paper shared the robust system architecture including system-level redundancy, fallback systems and various advanced features of new ATC System to enhance safety and operational efficiency in accordance with the ICAO GANP and ASBU framework The paper noted that in addition to a series of stringent system acceptance tests, system implementation and commissioning of the new ATC System were overseen by an independent Air Traffic Management Standards Office in accordance with the guidelines of the established Safety Management System and assessments by independent external consultants to ensure a safe, secured and efficient aviation system The paper also noted that a prudent approach had been adopted via the Phased Functional Implementation (PFI) scheme to launch the new ATC System incrementally by starting off, in June 2016, with operation of a few selected positions at the control tower for a few hours of scheduled, eventually advancing to operation of all control tower positions and at different times of day. This was followed by a similar progressive approach at controller positions at the new ATC Centre, culminating in the full commissioning of the new ATC System planned for 3.1-2

13 October/November 2016 with temporary corresponding strategic air traffic flow management measures in place to ensure a smooth and complete transition to the new ATC System. The paper invited relevant Member States to provide full support to Hong Kong, China to exercise both strategic and tactical ATFM measures, if applicable, during the complete transition in October/November DP/3.1/3 IMPLEMENTATION OF EFFECTIVE CYBER SECURITY MEASURES TO ACHIEVE A SAFE, SECURE AND EFFICIENT AIR TRAFFIC CONTROL SYSTEM IN HONG KONG, CHINA The paper noted that since late 2013, Hong Kong, China had established a cybersecurity management framework for pursing compliance with the cyber security control requirements in support of the ICAO Doc 9985 ATM Security Manual. The implementation of cyber security control measures throughout the whole life cycle of ATC system was steered by a designated committee with a working group as its executive arm The paper also noted that relevant committee and working group had refined and enhanced the established set of documentations for the purposes of promulgating cyber security policies and implementation guidelines to all the stakeholders concerned. The committee had also identified the safety-critical core subsystems from the existing ATC system and the new ATC system, which should comply with the provisions in the cyber security documents The paper further noted that to prepare for the upcoming transition to the new ATC Centre, a series of verification tests and inspections on the design and implementation of the new ATC system were conducted over the past few years both internally by the subject matter experts of the Hong Kong Civil Aviation Department (CAD), as well as independent cyber security audits carried out by the external consultants from different perspectives. As the new ATC Centre was one of the critical infrastructures in Hong Kong, CAD had also engaged the Cyber Security and Technology Crime Bureau of the Hong Kong Police Force to conduct an audit on cyber security concluding that the cyber security provisions and readiness of the new ATC system were satisfactory. In conclusion the paper invited ICAO in organizing a relevant forum to discuss, facilitate and exchange experiences among States, and better understanding and planning for implementation of the ICAO Doc 9985 ATM Security Manual DP/3.1/5 SUPPORTING THE ATTAINMENT OF A SAFE, SECURE AND EFFICIENT AVIATION SYSTEM THROUGH ECO-FRIENDLY TRAINING The paper recognized that capacity building and training to meet future manpower demands was a key enabler to fostering a safe, secure and efficient aviation system amidst the growing social pressure to do this in an eco-friendly environment and ensuring that No Country is Left Behind. The projected need for skilled aviation personnel had made expanded training capacity a key priority which was critical to the continuous development of the civil aviation system in the APAC Region Using a case-study approach (based on the Malaysia Aviation MAvA experiences) the paper outlined from a training providers perspective the framework of an ecofriendly aviation training concept aimed at minimizing the direct and indirect environmental effects from aviation. The proposed eco-friendly aviation training model consisted of a mix of strategies and best practices which strategically contribute towards environmental protection and sustainability through engaging in eco-friendly practices, nurturing of environment-conscious professionals and opting for the most sustainable solutions when delivering services

14 The paper invited the Conference to note the need for States to capitalize on the environmental sustainability best practice of a eco-friendly aviation training concept to foster a safe, secure and efficient aviation system in the APAC Region DP/3.1/11 ACHIEVING ENVIRONMENTAL BENEFITS IN AVIATION THROUGH CREATION OF AWARENESS & CONTINUOUS TRAINING The paper noted that Mitigating Environmental impacts from the aviation industry were a task for the States in the. With the predicted aviation growth rate in the region timely implementation of the mitigating methods proposed by ICAO would help the States to grow in a sustainable manner and result in reaping excellent benefits in protecting the environment The paper further noted that ASBU remains the key to the whole process and should be implemented giving consideration to the time lines. The paper recognized that State Action Plan for reduction of emissions was a good platform for ASBU and if successfully implemented, the sustainable growth in aviation could contribute to the economy of each State significantly. The paper invited the Conference to note the proposal of the paper was to reach environmental excellence through awareness and training With No Country Left Behind in the region. DISCUSSIONS ON THE PAPER PRESENTED DP/3.1/2 Thailand commended the achievements by Hong Kong, China and noted that Progress on Thailand s ATM Service Enhancement Programme was available in IP/3.3/48. DP/3.1/3 Singapore thanked Hong Kong, China and supported Hong Kong China on this initiative. EASA invited reference to their information paper (IP/3.1/9) on Cyber Security in Aviation and supported the work done by Hong Kong China not only on ATC matters but on all aviation system. EASA commented that a cyber security strategy was needed as it applied to all aviation systems (including maintenance and airline operations). CANSO encouraged administrations to implement cyber security programme and noted that CANSO guide on the subject is available at their web site for use. CANSO also invited the Conference to refer to their paper on the subject presented at previous Conferences. The ICAO Secretary General noted that cyber security is an important issue and timely for discussions by the Conference. She also noted that ICAO will be taking leadership role on this subject and ICAO will be presenting a paper at the 39 th Assembly this year. Further she encouraged States to actively participate in Assembly discussions on cyber security. To a specific query by Sri Lanka related to Hong Kong China s new ATC bidding process, the Moderator noted that Sri Lanka could liaise directly with Hong Kong, China. DP/3.1/5 Moderator (Australia), Maldives, Nepal, Sri Lanka, UK CAA and USA congratulated Malaysia for the paper: IFATSEA encouraged members to attend a workshop on the new ATSEP Manual scheduled for DP/3.1/11 Maldives thanked and congratulated Sri Lanka for the paper as environment was a concern/priority for many island States. USA congratulated Sri Lanka on the Eco friendly measures planned and offered to support Sri Lanka

15 AGENDA ITEM 3.2: REVIEW OF ACTION ITEMS ARISING FROM THE PREVIOUS CONFERENCE One Discussion Paper and one Information Paper were received under this Agenda Item. The Discussion Paper was presented: REF. TITLE PRESENTED BY DP/3.2/1 Responses from Administrations to Action Items Arising from the 52 nd Conference of Directors General of Civil Aviation, ICAO DP/3.2/1 REPORT ON RESPONSES TO ACTION ITEMS ARISING FROM THE 52 nd CONFERENCE OF THE DIRECTORS GENERAL OF CIVIL AVIATION IN ASIA AND PACIFIC The ICAO Secretariat provided details of the actions taken by various States/Administrations on the Action Items arising from the 52 nd Conference of DGCAs The Conference was informed that 17 States/Administrations in addition to USA had provided their response. This constituted about 48 percent of the States/Administrations that the Asia Pacific Office is accredited to. The Conference was also informed that a review of the responses received over the past six years indicated that hardly fifty percent of the States/Administrations forwarded their responses to the List of Action Items. As such, any analysis would not be a proper representation of the level of implementation at the regional level The Administrations that replied supported the Action Items arising out of the 52 nd Conference, with most having implemented a majority of the Action Items or indicated plans to do so DISCUSSIONS ON THE PAPER PRESENTED The ICAO Secretariat while commenting on the responses from States/Administrations to Action Items arising from the 52 nd Conference stressed that it was crucial to have the responses not only to update and raise the profile of the Conference, but more importantly to enhance its effectiveness in implementation. The ICAO Secretariat invited the Conference to review the information provided by the States/Administrations on the follow up of the Action Item and urged to take action as deemed necessary

The paper highlighted the key issues noted by RASMAG which have been summarized in Section 2 of this Discussion Paper The paper noted that RASMAG/21 noted with concern that only three of eight administrations had submitted datalink problem reports to a recognized Central Reporting Agency (CRA). The paper also noted that RASMAG had formulated a number of Conclusions on Performance Based Communications and Surveillance (PBCS) which were expected to be endorsed by APANPIRG/27 in September These were in response to the implementation of PBCS within ICAO Annexes The paper further noted that RASMAG noted major safety issues in Bay of Bengal (BOB) airspace especially at the interface between Indian FIRs and Bangladesh, Myanmar, Malaysian and Indonesian FIRs; Japanese airspace caused mainly by the interface with the Manila FIR; and Republic of Korea (ROK) airspace especially the AKARA Corridor, which had the potential for very high risk levels The paper reported that RASMAG/21 also noted that the trend of non-rvsm approved aircraft within the RVSM stratum was rapidly dropping The paper invited the Conference to note that RASMAG/21 had urged States (Bangladesh, Bhutan, DPRK, Indonesia, Malaysia, Pakistan, the Philippines and Thailand) which had relatively high remaining monitoring burdens to improve their capabilities and systems

18 3.3.3 DP/3.3/2 TRANSITION FROM AERONAUTICAL INFORMATION SERVICES (AIS) TO AERONAUTICAL INFORMATION MANAGEMENT (AIM) IN HONG KONG, CHINA The paper noted that in line with ICAO s Roadmap for the Transition from AIS to AIM, Hong Kong, China launched the Air Traffic Management (ATM) Systems Replacement Project that incorporated a new AIM System (AIMS) as an integral part of the project in On 9 December 2015, the new AIMS commissioned for operational use which was crucial to the transition from AIS to AIM. Concurrently, the Hong Kong Aeronautical Information Management Centre (formerly known as Aeronautical Information Centre) was relocated to the Hong Kong Civil Aviation Department Headquarters The paper focused on the experience of the implementation of the new AIMS in Hong Kong, China, how the transition to the new system was accomplished through the implementation of data migration, training and testing of systems, safety assessments; and the benefits reaped as a result of the implementation in various areas, i.e. flight plan management, NOTAM management and graphical presentation of aeronautical information, in terms of safety, efficiency and environmentally-friendliness The paper also noted that the commissioning of AIMs highlighted the successful transitioning from AIS to AIM in Hong Kong, China DP/3.3/3 HONG KONG, CHINA S APPLICATION OF OBSTACLE LIMITATION SURFACES CRITERIA IN THE AREAS SURROUNDING THE AIRPORT The paper noted that ICAO Annex 14 Volume I set out the standards and recommended practices (SARPs) for establishing the Obstacle Limitation Surfaces (OLS) to protect the aircraft operations and prevent the aerodromes from becoming unusable by the growth of obstacles around the aerodromes. The paper also noted that the specifications of OLS were developed in late 1950s and early 1960s since its first application in the Annex The paper further noted that with the advancement of aviation technology in recent decades, the aircraft and the air navigation installations supporting the aircraft operations in respect of track keeping capability were much improved. The paper also presented the challenges in safeguarding the OLS for the Hong Kong International Airport under the anticipated airport expansion project The paper invited the Conference for a review by ICAO of the OLS requirements for the purpose of accommodating community infrastructure developments without compromising safe airport operations. DISCUSSIONS: India supported the Paper. The ICAO Secretariat provided an update on the work in progress by the Obstacle limitation Task Force DP/3.3/5 PROJECT LOON FLOATING CELL PHONE TOWERS IN THE SKY The paper presented an update on Project Loon, a free unmanned balloon network which intended to bring the internet to underserved parts of the world. The presentation also outlined recent achievements and way forward

19 The paper invited the Conference to urge States to note the contents of ICAO State Letter dated 17 June 2016 on High Altitude Operations of Unmanned Free Balloons and assess impacts as necessary. DISCUSSION: Sri Lanka (SL) updated the Conference about their successfully launching the balloon. To a query Sri Lanka noted that the frequency band was allotted by the Government Telecommunications department and the only concern they had was on the balloon flying across FIRs. To a query from Nepal CANSO noted that Google will provide all emergency services if required DP/3.3/6 AIRPORT COLLABORATIVE DECISION MAKING: OPTIMISATION THROUGH COLLABORATION CANSO presented the paper on its recent publication to support ANSPs in implementing the A-CDM concept and processes entitled Airport Collaborative Decision- Making: Optimisation through Collaboration: An Introductory Guide for Air Navigation Service Providers. The paper noted that the Guide approaches A-CDM in a non-technical manner to bring the concept of partnership and collaborative decision making among airports, airlines and ANSPs to a broad audience The paper also noted that the Guide aimed at managers and operational staff, focused on the strategies rather than the technicalities of A-CDM and helps ANSPs overcome some of the institutional and organizational barriers to its implementation. The paper invited the Conference to encourage States and ANSPs to avail themselves of the CANSO Guide for their planning and implementation of A-CDM DP/3.3/7 CANSO STANDARD OF EXCELLENCE IN AIR NAVIGATION SERVICES SAFETY CANSO presented the paper on its recent initiative to establish an SMS maturity assessment programme for ANSPs that will provide CANSO Members with an objective and standardized means of assessing and demonstrating ANSP safety management capabilities. The paper noted that through the use of the programme known as the CANSO Standard of Excellence in ANS Safety (SEANS-Safety) CANSO Members will be in a better position to standardize the elements of their Safety Management Systems (SMS), thus facilitating enhanced data analysis, safety risk management and performance measurement, which were enablers for higher overall levels of safety performance. The paper invited the Conference to support the CANSO SEANS Safety Programme and to encourage ANSPs to participate in the programme DP/3.3/8 EMERGENCY RESPONSE PLANNING FOR ANSPS CANSO presented the paper on the CANSO Emergency Response Planning Guide for ANSPs. The paper noted that disruptions to air navigation services could have serious and wide-ranging repercussions on air travel and it was crucial that every ANSP had an emergency response plan in place to quickly restore services after an emergency The paper also noted that the Guide brings together best practices, knowledge and experience related to contingency plans and procedures from ANSPs around the world. In addition it helps ANSPs develop a formal emergency response plan and recommends ANSPs to document, train and practice emergency/contingency procedures for the safe handling of various emergency scenarios. The paper invited the Conference to encourage States and ANSPs to avail themselves of the CANSO Guide for the planning and implementation of Emergency Response Plan

20 3.3.9 DP/3.3/9 AIRCRAFT EQUIPAGE MANDATES The paper presented important factors from an operators perspective for States/ANSPs to consider when planning and implementing aircraft equipage mandates The paper invited the Conference to ensure that regulators take into account the factors raised in this paper when planning aircraft equipage mandates in their jurisdictions. DISCUSSION: Sri Lanka invited the Conference attention to the implementation of PBN and ADS-B and noted that the aircraft manufacturers were far ahead but it was Airlines which delayed due to cost. Sri Lanka was of the view that the period of 5 years notice for preparation time for any mandated equipage requirement was too long DP/3.3/19 ADOPTION AND IMPLEMENTATION OF SBAS BY STATES FOR ENABLING LPV (SBAS) APPROACHES The paper presented the benefits accruable through Satellite Based Augmentation System (SBAS) implementation and noted that India was preparing their airports for enabling PBN operations with capability for LPV SBAS. The paper also noted that India had mandated SBAS equipage on new aircraft procured after January The paper invited the Conference to encourage States to consider examining the feasibility for use of India s GPS aided GEO Augmented Navigation. DISCUSSION: Bangladesh thanked India on the SBAS system and noted that Dhaka Airport benefited by use of GAGAN in PBN implementation DP/3.3/20 AMBIGUITY IN INTERMEDIATE HOLDING POSITION MARKINGS The paper highlighted the need for review of intermediate holding position markings in Chapter 5 of Annex 14, Volume I especially at taxiways of shorter lengths wherein the pilots experienced difficulty in differentiating the correct markings at places which had more than one intermediate holding position marking The paper invited the conference to recommend to ICAO to consider reviewing the existing provisions on intermediate holding position marking. DISCUSSION: The Secretariat noted that the paper raised interesting practical problems associated with the provision of Intermediate Holding Positions (IHPs) and short connecting taxiways and also noted the provisions available in ICAO Annex 14, Volume I (Table 3-1) on the taxiway separation distances and the Note 2 under this Table. Noting that the paper was of technical nature, the Secretariat invited the Conference to recommend that India should consider presenting this paper at the AOPSG Meeting DP/3.3/26 ESTABLISHING BIDIRECTIONAL TRACK ON CONGESTED AIRWAY USING PBN The paper noted that to ensure the safe and efficient flow of air traffic in Republic of Korea (ROK), Bidirectional routes utilizing Performance Based Navigation (PBN) were developed to accommodate ever increasing air traffic This Paper introduced economic and operative advantages of a one-way airway system using PBN and promoted broad implementation of PBN including expansion of this airway system

21 DP/3.3/27 MINI GLOBAL DEMONSTRATION PARTICIPATION TO ENHANCE AIR TRAFFIC MANAGEMENT WITH SEAMLESS INFORMATION SHARING This paper presented the participation of Japan, Singapore, and Thailand in the Mini Global Demonstration project led by USA, to foster the seamless information sharing and global interoperability based on SWIM (System-Wide Information Management) concept, in support of ICAO GANP (Global Air Navigation Plan). The paper detailed the activities carried out in the project, including the global and Asia/Pacific regional demonstration held in April and May 2016, respectively, as well as the lessons learnt during the development of technical support systems The paper invited the Conference to note the experiences gained from MG II which would be able to support the APAC Seamless ATM Plan. DISCUSSION: USA thanked Japan, Singapore and Thailand for the successful demonstration of Mini Global. Japan and Singapore thanked USA for their continued support to this programme DP/3.3/28 PBN TRAINING FOR DECISION MAKERS The paper noted that one of the recommendations from the ICAO PBN Seminar 2015 held from 8 to 10 June 2015 was APAC States indicated the need for training decision makers and executives who make decisions about the funding of PBN implementation projects The paper also noted that the CNS SG/20 meeting held in July 2016 endorsed the proposal to organize one hour training for DGs and Directors involved in PBN Strategy, back to back with a session of the DGCA conference in The paper reported that the training would cover the PBN concept, strategy and implementation and conduct a case study example. DISCUSSION: The Conference noted and agreed on the proposal presented in the paper DP/3.3/29 IMPROVEMENTS TO THE REGIONAL AIR NAVIGATION SYSTEM: PROGRESS AGAINST SEAMLESS ATM PLAN OBJECTIVES This Paper presented the progress of implementation by APAC States/Administrations against the objectives set forth in the Seamless ATM plan in The paper reported that overall the ten regional targets planned for November 2015 was far from being achieved as of mid Therefore the paper identified a number of recommendations to complete implementation of phase 1 objectives and address the objectives of phase 2 (Nov. 2019) and phase 3 (Nov. 2022) Noting that the second cycle of the seamless ATM planning was starting, the paper invited the Conference to urge all APAC States/Administrations to mobilize human and financial resources to improve their air navigation system and align their strategies with the objectives of phase 2 (November 2019) and phase 3(November 2022) assessed as relevant by their national gap analysis

22 DP/3.3/30 OUTCOME OF APANPIRG CNS SG/20 MEETING ON DGCA CONF/52 ACTION ITEM 52/ The paper noted that the 52 nd Conference of Directors General of Civil Aviation (DGCA), formulated Action Item 52/15 inviting the CNS Sub-Group of APANPIRG to examine the feasibility for development of a Guidance Material on a common methodology for acceptance and report the progress made to the 53 rd DGCA Conference. The Twentieth Meeting of CNS Sub-group of APANPIRG held from 11 to 15 July 2016 discussed this Action Item and reviewed the DP/3.3/ The paper in conclusion noted that as a result of discussions, the CNS Sub-group considered not feasible to develop guidance material on a common methodology for acceptance of CNS systems. The paper in section 2 provided the reasons for arriving at this conclusion. DISCUSSIONS: Nepal noted the challenges faced by some States in the acceptance of CNS systems and the need for the development of a guidance material on common methodology. Nepal also noted that the CNS/SG outcome had deviated from the deliberations of the 52 nd DGCA Conference. IFATSEA supported Nepal and noted that this should be looked into again by the Sub Group DP/3.3/31 STRENGTHENING AERONAUTICAL METEOROLOGY (MET) AND AIR TRAFFIC MANAGEMENT (ATM) INTEGRATION The paper presented the need for enhanced integration between the service provision of aeronautical Meteorology (MET) and Air Traffic Management (ATM) to fulfil the vision of a safe and efficient air transport environment. The paper noted that States were working to progress the implementation of the various ASBU elements some of which require greater support from MET than before and there was a need to strengthen the integration between MET and ATM both nationally and regionally to effectively develop MET products and solutions to better support operational ATM needs and requirements, as rising air traffic had increased the impact of meteorological phenomena on air transport. The paper also noted that a systematic approach and framework would greatly assist States to fulfil the GANP in relation to the MET elements The paper invited the Conference to urge States/Administrations to consider adopting the framework proposed in the paper and encourage greater participation and exchange between MET and ATM experts at the national level. The paper recognized that the strengthening of MET-ATM integration by States/Administrations would lead to greater MET- ATM collaborations at the regional level DP/3.3/32 DISTRIBUTED MULTI-NODAL AIR TRAFFIC FLOW MANAGEMENT (ATFM) IMPLEMENTATION IN THE ASIA-PACIFIC REGION This paper presented the progress of the Distributed Multi-Nodal ATFM Project, a collaborative effort to conduct an operational trial of a viable regional cross-border ATFM concept aimed to enhance operational efficiency and optimize capacity with greater predictability for stakeholders. The Paper focused on the recent development in procedure validation and the introduction of the concept in operational environment

23 The paper noted that this Distributed Multi-Nodal ATFM project had set the stage for harmonized Cross-Border ATFM operations for the Asia-Pacific Region and the project members were committed to continue working collaboratively to ensure the success of this project and thus paving way toward more efficient air traffic operations for the region The paper invited the Conference to encourage States/Administrations to participate in the Distributed Multi Nodal ATFM project and commit the necessary resources to support the ATFM operational Trials. DISCUSSION: USA congratulated the project group and encouraged the implementation of ATFM. USA noted that ATFM/CDM was needed to address the growth in traffic DP/3.3/40 CONSIDERATION OF MINIMUM PATH IN GANP The paper noted that the Twelfth Air Navigation Conference (AN-Conf/12) recommended ICAO to identify ASBU modules in Block 1 considered to be essential for implementation at a global level in terms of the minimum path to global interoperability and safety. The paper also noted that as the Asia/Pacific Region had pursued Seamless ATM plan to implement harmonized and synchronized air navigation improvement, it was therefore important to monitor the global streams including discussions regarding minimum path and take appropriate measures in a timely manner The paper invited the Conference to urge ICAO to consider essential Modules at a global level and high level principles or guidelines focusing on achievable implementation and achievable target date. DISCUSSION: India supported the paper DP/3.3/41 QUICK RESPONSE AFTER EARTHQUAKE IN KUMAMOTO AIRPORT The paper noted that the had seen natural disasters such as earthquakes; therefore it was essential to carry out advance measures in preparation for disasters. This paper detailed the best practices for the quick response after the Kumamoto Earthquake and highlighted the importance of the air transport in the case of natural disasters The paper noted that Japan had been addressing essential countermeasures such as the accurate information gathering on the disaster, preparation of emergency equipment and implementation of training programs to operate such equipment, on the basis of the lessons learned from the Great East Japan Earthquake in The paper invited the Conference to encourage States to consider preparing their emergency countermeasures, based on the experience of natural disasters in Japan DP/3.3/43 CHALLENGES FACED BY STATES WHEN ENHANCING POLICIES ON DISCIPLINARY ACTIONS IN SMS & SSP ENVIROMENT The paper noted that Safety Management Systems (SMS) over sighted through a State Safety Program (SSP) had been a challenging endeavor as a concept as well as during the process of implementation as they were elements of one integrated interdependent system. The paper also noted that States were required to pay more attention & vigilance with continuous 3.3-8

24 deliberations in the matters to determine & strike a balance between SMS of an operator & Enforcements Actions by the regulator through a matured SSP The paper discussed the challenges encountered by Sri Lanka in developing the policy & its implementation, and invited other States to share similar experiences within the region. DISCUSSION: Bangladesh thanked Sri Lanka for the paper. Australia noted that they have implemented the Just Culture and would be happy to share with Sri Lanka DP/3.3/44 ESTABLISHMENT OF A SWIM REGIONAL TASK FORCE The paper noted the importance of System Wide Information Management (SWIM) to the future development of ATM was increasingly evident. The paper also noted that SWIM was a necessary infrastructure to enable and support the future operational concepts of ATM. The paper further noted that at the recently concluded ICAO Workshop on SWIM in May 2016 held at the ICAO Bangkok Regional Office, it was noted that progress had been made in SWIM development in several States and regions, particularly the United States of America (USA), Japan and EUROCONTROL The paper reported that several significant conclusions were also agreed upon at the workshop. The first of which was the need for a regional SWIM roadmap to be defined in order to support regional objectives and implementation priorities. The paper highlighted that with the state of development of the various data models for aeronautical, flight and weather data nearing operational maturity and the near completion of the Common Regional VPN (CRV) project, the necessary building blocks for SWIM were in place The paper invited the Conference to support the establishment of the SWIM Task Force and urge States to nominate subject matter experts to actively participate and contribute in the Task Force DP/3.3/46 THE NEED FOR RISK ASSESSMENT GUIDANCE AND PERFORMANCE-BASED CRITERIA IN AIRCRAFT DISINSECTION The paper noted that the current Zika outbreak was the latest vector-borne disease prompting States to consider whether aircraft disinsection as provided for in ICAO Annex 9 Facilitation was needed. The paper also noted that Standards in Annex 9 permitted disinsection using only the chemical and non-chemical methods recommended by the World Health Organization (WHO). The paper highlighted the need for ICAO working in close cooperation with the WHO to develop the guidance tools that will facilitate States to implement appropriate measures to prevent the introduction of mosquito vectors and vector borne disease through aircraft carriage The paper invited the Conference to note that the Assembly will be invited to consider the need for immediate engagement with the World Health Organization to develop the guidance materials identified in his paper for State use in determining whether to impose aircraft disinsection requirements and which measures to employ. DISCUSSION: Singapore supported the recommendation for member states undertaking the risk assessment relating to the probability of the presence of mosquito virus and using this to inform their disinsection policies. Singapore also noted that pending the development of the guidance by WHO, the Conference could urge ICAO to take up these measures through the CAPSCA programme

25 DP/3.3/47 AREAS OF INTEREST TO THE UNITED STATES AT THE 39 TH ICAO ASSEMBLY The paper gave an overview of areas of interest for the United States at the 39 th ICAO Assembly and highlighted the aviation challenges for the next triennium. DISCUSSION: Japan supported the USA initiatives and noted that Japan will extend all cooperation to USA DP/3.3/49 TRIENNIAL REVIEW ON ACTIVITIES OF APAC REGIONAL SUB-OFFICE (RSO) ON IMPLEMENTATION ASSISTANCE This Paper presented the first triennial review on activities of the APAC Regional Sub-Office (RSO) since it was established on 27 th June 2013, and its activities to provide implementation assistance for States in areas of Airspace Organization and Management (AOM), Collaborative Decision Making (CDM), Air Traffic Flow Management (ATFM), Performance- Based Navigation (PBN) and Flexible Use of Airspace (FUA). RSO will continue to focus on improvement of ATM operations in the APAC Region to support the No Country Left Behind initiative. DISCUSSION: Sri Lanka expressed thanks and appreciation for RSO. Sri Lanka further noted that they could achieve 50% progress on RVSM implementation with the support extended by RSO. China noted that it was an honor for China to host the RSO and expressed appreciation for the work done in the last three years. ICAO RD conveyed the thanks of ICAO to the States who supported RSO in the last three years by way of seconding staff DP/3.3/55 HIGH ELEVATION AIRPORT OPERATIONS The paper presented by China highlighted the special characteristics of high elevation airport and high altitude route which make aircraft operations more demanding and challenging in terms of ensuring safety.
