6 The airport certification process in Croatia based on ICAO Doc (1) February 2005 / The Ordinance on conditions to be met by airport operator for issuing and manner of issuance of Airport Certificate (Ordinance on Airport Certification) marked the beginning of airport certification process in the Republic of Croatia on the basis of ICAO Doc (2) The first version of the Ordinance on Airport Certification consisted of 17 articles. 8 The airport certification process in Croatia based on ICAO Doc The essential features of this process of airport certification were as follows: The center of interest was the ability of airport operator to manage the airport, The lack of appropriate instructions no workshops were provided, the timeline for certification process was six months from the date of publication of the Ordinance (?!), The lack of quality coordination of the process Each airprot operator understood the contents of the Airport manual in his own way, Although being one of the conditions, the harmonization of the airport infrastructure with ICAO Annex 14 was not requested by the Ministry and was not analyzed by airport operators. Consequently, the implementation of standards and recommendations of ICAO Annex 14 was not done. Cluj, Romania, Sept /60

9 The airport certification process in Croatia based on ICAO Doc From February 2005 until March 2009: 3 airport operators received permanent Airport Certificate and 1 airport operator received interim Airport Certificate. From March 2009 until September 2014: 5 airport operators received permanent Airport Certificate. In the meantime, in May 2010, the first version of Ordinance on aerodromes (based on ICAO Annex 14) was published and that was the first detailed legal basis for provision of (detailed) analysis of compliance of airport infrastructure with standards and recommendations of ICAO Annex 14. 10 The airport certification process in Croatia based on ICAO Doc Ordinance on aerodromes is the copy of the final (actual) version of ICAO Annex 14, interpreted in Croatian language. Its essential feature is that all the ICAO Annex 14 recommendations are defined as standards. In Article 1, paragraph 6 of the Ordinance, is defined that its provisions do not apply to the airport existing infrastructure, if the (air transport) safety is not compromised. From October 2010 until May 2014, CCAA analyzed the harmonization of airport existing infrastructure with Ordinance on Aerodromes for 7 international airports and for all incompatibilities defined in those studies for each airport: made a risk assessment, and recommended mitigation measures. 11 The airport certification process in Croatia based on ICAO Doc Based on Article 14 of Ordinance on Airport Certification and Studies of existing aerodromes infrastructure harmonization with provisions of Ordinance on Aerodromes, from January 2011 until January 2012 all Airport Certificates (issued to Croatian airport operators) were changed by addition of new data: Aerodrome Reference code and Airport infrastructure incompatibilities. It can be concluded that the process of harmonization of the airport infrastructure with provisions of the Ordinance on aerodromes started in October Total number of non-conformities defined for Zagreb Airport was 127. 18 Zagreb Inernational Airport Basic Facts and Figures Based on Concession Agreement relating to the Construction and Operation of the Zagreb Airport, dated on April 2012, in December 2013 the management (and the construction) of Zagreb airport has been taken over by joint-stock company MZLZ. Regarding the management of the airport, the first and certainly the most important change relates to the fact that the former operator of the airport, a single company which has been operated by airport infrastructure, trade and ground handling until December 2013, was divided into four companies: MZLZ Zagreb Airport Operator Ltd MZLZ Retail Ltd MZLZ Security Ltd MZLZ Ground Handling Services Ltd The former Zagreb Airport Catering company was taken over by MZLZ, also. 49 Zagreb Inernational Airport EC Regulation 139/2014 Zagreb International Airport CERTIFICATION BASIS / TWY F width & shoulders - ELOS - Based on the facts that: (with alternative center line curve marking for A & B ) the width of 22,5m satisfy the minimum distance between outer main gear wheel and edge of taxiway for all types of aircrafts code letter E (4,5m), the strength of TWY F shouders is the same as strength of TWY F construction, shorter life cycle of TWY F shoulders in terms of equally frequent load will not influence safety of aircraft because there is no need to use TWY F shoulders for taxiing of aircraft regularly, TWY F is designed without curves and the width of TWY F is increased at intersections with other TWYs, taxiing of aircrafts with main gear wheel span wider than 13.5 m is forbiden on TWY F, taxiing speed of aircrafts with code letter E is limited up to minimum possible speed on TWY F, The management of Zag.
