2 Welcome & Introductions Chair Chris Hegarty, MITRE
3 Anti-Trust Policy RTCA meetings are conducted in strict compliance with US antitrust laws. Meetings shall not consider, or be used to discuss, agreements on prices, including terms of sale or credit, production plans, marketing strategies or customer potential, or any other element of competition between participants. RTCA staff will suspend any discussion that relates to such matters and the Meeting will proceed only after appropriate limitation of such discussions has been advised and agreed.
4 Proprietary Policy RTCA develops comprehensive, industry-vetted and endorsed recommendations for the regulatory authorities and the aviation community on issues ranging from technical performance standards to operational concepts for air transportation. Supporting this hallmark of RTCA foundational goals to procure consensus for recommended performance standards, the preferred and highly endorsed method for producing RTCA documents is to do so without reference to proprietary information. Although this type of reference in an RTCA document is not prohibited per se, it is limited to those circumstances where the objective of the document cannot reasonably be attained without the reference(s). Before incorporation into an RTCA document, three tests must be met: 1) A bona fide, public interest basis for the reference and/or usage 2) Evidence that private pecuniary interests have not driven any decision to either include or exclude a system from the market 3) A commitment to license the relevant technology, patent, patent pending, or copyrighted material by completing a Commitment to License (CtL) Early in the development of an RTCA document, if proprietary information is identified as relevant, the participant or the proponent must disclose to the SC leadership and/or Work Group (WG) leadership that they are personally aware that proprietary information is proposed and/or required for compliance with the RTCA document being developed. The content of an RTCA published document is considered RTCA proprietary information. Individuals can request to reference this information by receiving approval from RTCA President. By providing material to the RTCA document, the providing party grants RTCA the nonexclusive, paid-up, worldwide perpetual license Participation in a meeting (including participation via conference telephone or via web cast or similar remote means) shall be deemed to authorize the meeting secretary to record that this proprietary policy has been communicated and accepted.
5 RTCA Committee Participation Membership Policy To participate on RTCA Committees, an individual s organization is required to be a member of RTCA. Individuals from non-member organizations may apply for membership on a committee, and if accepted, will be required to become an RTCA member. Individuals from Non-RTCA member organizations may attend Committee Plenary meetings that are announced on the web. Non-member attendees have the option of requesting permission to be recognized to speak during the plenary meeting. Meeting summaries and related information from previous plenary meetings will be available to the public via RTCA s website. Documents undergoing final review can be obtained by contacting RTCA. Members of the public may also submit comments on documents undergoing final review.

9 RTCA Independent SDO (History) On May , the RTCA charter expires and RTCA becomes an independent Standards Development Organization (SDO) RTCA was first chartered to be a FAC in 1975 to the FCC FAA took over the charter in 1976 at the request of FCC RTCA has been chartered as Federal Advisory Committee ever since
10 What Will Change Changes being driven by the charter expiration are limited: Special Committees will no longer have a Designated Federal Officer Current DFOs will change role to Government Authorized Representative (GAR) Plenary sessions will no longer be announced in the Federal Register Announced on the RTCA website Will announce on AIN Online, Avionics Electronics Association, and Aviation Week and Space Technology sites RTCA will educate members and (enforce committee proceedings) with respect to Anti Trust laws FACA previously protected members FACA report (filed by RTCA annually) will no longer be required (though RTCA will continue to retain records)
11 What Stays The Same Despite the expiration, RTCA will: Have the Program Management Committee continue to oversee the Special Committees FAA will retain their seat on the PMC All existing tools and commitments (schedules and documents) remain Look to the FAA for the need for new committees when applicable To date, RTCA has reserved the right to self-task; this will likely change in the future Be open to considering industry member-driven requests to develop standards Continue to run voluntary consensus standards bodies embracing Openness Balance Due Process Appeals process, allow and document dissenting opinions Consensus
12 What Stays The Same (con t) Continue to use processes to ensure consistency in operations and the development of documents Encourage FAA participation on the committees Determine FAA s intended use of standards prior to starting Encourage the FAA to reference RTCA developed standards in TSOs and ACs Continue to pursue ICAO reference of appropriate standards
13 Future Operations RTCA envisions a seamless transition for the special committees All documents and schedules will be retained Support for ICAO will continue Coordination and interaction with EUROCAE will continue Changes implemented on May 30 th DFO role updated to Government Authorized Representative RTCA website language regarding FACA removed Any FAC meeting post-may 29 that has been announced already in the Federal Register will be advised they are NOT meeting as a FAC The FAA has joined RTCA as a member and fully embraces the SDO and continued relationship with the committees and products

19 DFMC Antenna MOPS FRAC FRAC opened on 2/7/18 FRAC closed 3/9/18 Substantive FRAC comments dispositioned by 3/15/18: Concerns brought forth by Ligado at SC-159 plenary (on 3/16/18) on the need to have a more stringent antenna mask below GPS L1 (for adjacent band compatibility purposes). SC-159 leadership accepted the dispositioning of FRAC comments against the MOPS on 3/16/18 and gave SC-159 WG7 one month s time to address Ligado s request. Pursuant to further discussions within WG7, an updated antenna mask was proposed and accepted by all participating stakeholders within SC- 159 at the virtual plenary meeting on 3 May 2018.

Can you give us some context on the selection of a technology specific (ELT) implementation of the mandate?
