2 Strategic Plan Vision Statement: Become the Regional Airport of Choice providing World Class, Safe and Secure, Aviation Facilities and Services. Mission Statement: Provide safe and secure facilities and services to meet or exceed the expectations of the traveling public, general aviation, and aviation related businesses while assisting with economic and educational development opportunities. 2

3 Strengths(Internal) Airport Manager is aviation-knowledgeable, action oriented, financially savvy, modest, good communicator, & has private and commercial pilot licenses. He also has pilot training experience. 4 Strengths(Internal) (Continued) Good Understanding of Federal Regulations & Requirements Financially Stable/Sound regionally supported budget (Flex-Pace Loans for new Terminal & Hangars) Aggressive Pursuit of External Funds/Grants for Airport Improvement Projects Easy and convenient accessibility by airport users Good partnership with airline (SkyWest) EAS status, Have SkyWest under contract through June 2018 Ample Airport land available for Economic Development Pre-Planned Entrance/Exit road future expansion (2 lanes each way) Best training airport location in ND (ILS, VOR, accessible, available etc) More Wetlands will be eliminated in 2017, thanks to the County s extra funding.($65k) Now have all major Hotel Chains located close to the airport FBO expanded pilot training with instructors and plus aircraft rentals available FBO added full time aircraft mechanic to staff and expanded into Jamestown Aviation building. Commercial passenger boardings in ,123 (Revenue only), 11,770 (including nonrevenues). Over 10,000 revenue passengers a year qualifies for a total of $1M entitlement FAA annual funding instead of $150K. All new hangars are under lease. Have a complimentary loaner car for general aviation or commercial pilots. Have an installed commercial passenger Jet Bridge, including a ramped enclosed entrance. to enhance safety and comfort. Have an expanded Secured Room from 35 to 50 passengers. Expand commercial customer parking due to higher demand. Won the ND Commercial Airport of the Year (2015), awarded by AAND in March Have re-negotiated land leases for improved revenues

5 Weaknesses (Internal) Single airline/destination for Commercial Air Service but travelers like the redundancy No direct flights into MSP, restricted by Delta pilots association No Delta frequent flyer miles, possible loss of Delta Frequent Flyers No hotels/restaurants within the immediate vicinity of airport No Spray Plane fill area (see Master Planning) Have wetlands on airport grounds, plus small wetlands within the economic development expansion areas No association with Experimental Aircraft Association (EAA) Limited General Aviation Services (no sheet metal work, interiors work, etc) Car Rentals, Limited Avis but not full service (ie. no car drop-off) Lack of aircraft sanitary service capability (Need for airline aircraft service for overnight stays) No ACARS capability (Airline request, reduces possible delays) No heated hangar for the airline de-icing truck/equipment, causes delays or cancelations No ILS for runway 13 (Landing from the North) 5

Downtown Association revamping itself, New Name, Strategic Projects, 1 st Avenue should be converted back to a main street from a highway Housing Needs Assessment Study completion, enticing more developers to invest in new construction of apartment complex s, including affordable housing, & single and multiple family homes The opening of a Marriott brand hotel, Fairfield, plus My Place extended stay, opened in 2015, completing a portfolio of major hotel chains in Jamestown Unmanned aircraft Design/Development-ND one of six states to receive special FAA project authorization 6

7 Threats (External) Dependent on EAS Funding, which subsidizes both Jamestown and Devils Lake airports to attract a commercial airline, is under extreme scrutiny by Congress (It should be noted that both Williston and Dickinson airports have successfully been removed from EAS due to their significant growth in passenger boarding's) Pilot Shortage affecting Regional Airlines, SkyWest is a market leader in the regional airline segment and it focuses on growing their business with focus on their employees, their customers, and their shareholders. Smaller regional airlines are experiencing major impacts Only One Airline Serving the Jamestown Region, Only a Two year Contract with DOT Mobile Jamestown air-travelers Extreme Weather (not conducive to flying) Blizzards Icing/Fog Bitter Cold/Wind Chill Hail Tornados Very Limited Labor Supply Availability, Massive labor growth demand for new infrastructure Limited storm sewer capacity on airport grounds Inadequate city waste water sewer infrastructure on the east end of the airside business growth and the proposed economic development growth area on the west side Public not fully informed of the safety operation of the airport/airline The ambitious growth plans by the Airport Authority presents a huge challenge to provide the airport s financial share (usually 5-10%) of the total project costs 7
