2 2 Lowcost European Airways Nelson Your Airline LEAN (Lowcost European Airways Nelson) has just been awarded the very lucrative Cardiff To Anglesey daily passenger air service. As a stipulation of the contract you must make 4 return flights per day between the hours of 6am and 11 pm at night. You cannot fly at night as the people in the local village have successfully lobbied their local MEP preventing any night flights. The Welsh Government has agreed to fund your venture with a 1.2m grant. Bring in the consultants You have commissioned a piece of very expensive consultancy from a firm of expert passenger aircraft consultants- Sure Arrive Partners (S A Partners) they have developed the following daily itinerary Prepare aircraft for take-off and load passengers Fly to North Wales Land, Unload passengers and prepare aircraft for return flight Fly to south wales Prepare aircraft for take-off and load passengers Fly to North Wales Land, Unload passengers and prepare aircraft for return flight Fly to south wales Prepare aircraft for take-off and load passengers Fly to North Wales Land, Unload passengers and prepare aircraft for return flight Fly to south wales Prepare aircraft for take-off and load passengers Fly to North Wales Land, Unload passengers and prepare aircraft for return flight Fly to south wales Put aircraft away S A Partners have identified that it is critical you land on time and ensure the aeroplane is fully prepared and ready for take-off one hour later. S A Partners have mapped out the 60 minutes and there seems ample time to service the aircraft and manage the passengers on and off Land aircraft and park up Unload passengers and luggage Clean aircraft
3 Fuel aircraft Pre-flight checks Load passengers safety briefing Take off Reality hits After one month things seem to be going astray, preparation times are continually taking too long, hours are up to 70 minutes, with cumulative delay causing the last flight from North wales to be 40 minutes late. This is causing issues with the local residents and there is increasing pressure from the Government to turn this around, there is even the threat of the grant being withdrawn. You cannot run the risk so you have decided to do an in-depth study of each phase of the aircraft to understand why the 60 minutes cannot be hit. You have decided the best way to do this is to collect some data and experience the whole thing by taking the around trip. You ask permission of your most trusted pilot Wing Commander Perry Peters to accompany him. The following details your findings: Land Aircraft The step is supposed to take 5 minutes from landing to parking up on the stand with the propellers shut down. The plane lands and Perry contacts the tower to find out what stand to use, the tower can take up to 3 minutes to respond and identify a suitable location, making the park up process take 6 minutes as opposed to the target 5. The result is Perry takes and extra circuit of the runway while he awaits directions.
4 Unload passengers and luggage This step is supposed to take 10 minutes- 5 minutes to unload the passengers and 10 minutes to unload the luggage- luggage can be unloaded while passengers are being unloaded. Passenger unloading is slick and easy- the planes have built in staircases, but as the aircraft is propeller driven, the ground crew must put a safety rope around the walkway to prevent passengers colliding with the propellers. On each occasion the safety rope was not ready when the plane landed, meaning the ground crew had to fetch it from its stores. This meant passengers could not leave the aircraft for around 11 minutes, a minor annoyance to them and adding an additional minute to the process. All luggage is cleared within the 10 minutes as the guys in the tower tell the guys in baggage handling to be ready at the stand on time, besides on this short flights everyone carries their own luggage Clean aircraft This step is supposed to take 10 minutes- a simple task considering there are only 25 seats on these flights and there is no inflight service.
5 5 After 17 minutes the aircraft is empty but no cleaners turn up, you ask the team why and are informed Bob must go off site for a cigarette, he will be back soon. Bob eventually returns around 5 minutes later and cleans the cabin in record time 7 minutes. Unfortunately, the process has taken 12 minutes against its target of 10. The aircraft has now been on the ground for 29 minutes against its target of Fuel aircraft This is the safety critical element of the activity; all non-essential personnel must move away from the aircraft and the fuel must flow at its so minimising risk. The fuel truck is ready to go and all safety protocols are followed, the aircraft is refuelled exactly on time -10 minutes Pre-flight checks The aircraft should be thoroughly checked to standard procedures prior to starting engines. : Perry Peters follows these guidelines and ensure the aircraft is in tip top shape, taking exactly 5 minutes as specified Load passengers Passengers should be ready to load and seated within 10 minutes. This is a tall order and the time seems way to short on average this is taking at least 13 minutes with all the passengers attempting to ram their oversize baggage into the overhead lockers. It seems the check in staff are not checking luggage sizes and allowing people to bring on all types of baggage.
6 safety briefing The safety briefing should take 5 minutes and on short haul flights is delivered by the pilot himself to a standard script. Perry cannot resist a few jokes and a couple of stories about his days flying Lightnings out of RAF Valley in the 1950 s, invariably the briefing is over in 5 minutes but Perry usually takes an extra 2 minutes with his stories of the good old days Take off The take-off procedure is standard practice and should take 5 minutes Your Findings are Pete follows the standard procedure taking 5 minutes but because of all the delay during change over the flight is often delayed by up to 5 minutes whilst an alternative slot is found. The flights Pete with his expert knowledge of high speed aircraft can make up time by flying the crate at full throttle but unfortunately this is costing a small fortune in increased fuel bills and no matter how much he pushes the maximum he can make up is 4 minutes.
