As usual, it proved to be a first class venue with first class treatment. The FAA was there but they spent the whole time drinking coffee and eating cookies. Never ramp checked anyone or did anything but stand around and talk to each other. Normally when government workers do that, I get 1

2 upset, but in this case I was very happy! The staff at OR said the FAA was now very supportive, and everything I saw confirmed that the FAA wasn t a bother to anyone. There was also a guy there from the TSA! Really nice to know our government is keeping us safe from all the terrorists at Ocean Reef. hooked the car back up to the wings and One treat at the event involved seeing the only flying Aerocar. The other four that exist are in museums. The owner flew in, disconnected the car portion, drove it to the car show, then drove it back to the airport, tail section and did a couple take offs and landings for the crowd. Then flew it back home. Some where near Tampa I think. It was reported that this year's event was the most successful yet from the standpoint of vintage aircraft participation. 2

3 TOYS FOR TOTS The gods of the atmosphere did not smile upon us for this function. Even so, about 35 hearty souls showed up with at least one airplane making the trek from Indian River Aerodrome with Mark & Mary White aboard. The rest of us drove. We managed to fill the toy box that Jan prepared to hold the goodies. The Port St. Lucie Fire Fighters came to collect the gifts. They'll wrap them and then distribute to kids in need. This annual function for our group is a worthwhile cause and this was the first time we held the event on a private airstrip. Jan & Rene St. Julien stepped forward once again to host an event. The food was abundant and delicious as Jan really knows how to feed the masses. This is but one of the tables on which desserts were displayed. With the help of members who brought sides and desserts, we could have fed at least 80. Even though the crowd was lighter than expected, the usual continual banter continued until quitting time. Many thanks to Jan & Rene for hosting this worthwhile function. 3

A lot of our members are either snow birds or have flexible schedules during the week for a lunch meeting here or there. That is fine. However, keep in mind that we reimburse our hosts, from the treasury, at the rate of $12 per attendee. So, if the situation arises, it would be appreciated if you would voluntarily reimburse the treasury for your guest's attendance. We are NOT trying to open up our functions to all comers but merely trying to relieve pressure on our treasury for those situations as described above. Thanks for understanding. 7

8 RE-REGIISTRATIION PROCEDURE Importance to Members As pilots we are expected to comply with a number of stringent rules and regulations. This subject report is written to help pilots understand what is expected from them in the area of aircraft registration, and how they can comply quickly and without interruption. The FAA says that more than 30,000 aircraft owners risk having their aircraft registrations canceled because the addresses they have on file with the FAA are incorrect or out of date. Since 2000, more than 8,000 aircraft have been identified as having a bad address on file with the FAA's Aircraft Registration Branch. Aircraft Re-registration The FAA has released its final rule requiring the re-registration of all civil aircraft over the next three years and renewal every three years thereafter. The final rule became effective October 1, In order to transition from the current nonexpiring aircraft registration to one with a three-year expiration date printed on the certificate, the FAA is requiring all aircraft registered before October 1 to be re-registered. The FAA proposed a $5 re-registration and renewal fee, but the FAA reauthorization bill if enacted as passed by the House authorizes the FAA to increase the initial registration fee to $130 and re-registration and renewals to $45. The plan calls for the re-registration of all U.S. civil aircraft by December 31, The FAA will cancel the N-numbers of aircraft that are not re-registered or renewed. To ensure that their aircraft do not slip through the cracks, owners should check the FAA Web site now and make sure the FAA has accurate information regarding their aircraft. How re-registration will work All aircraft owners who originally registered their aircraft before October 1, 2010 will receive a notice including a special code (to be used for electronic filing) 180 days before the expiration of their current registration. An owner can consult the chart below to determine when the registration will expire. The expiration of a current registration is based on the month the aircraft was registered - the year the aircraft was registered does not matter. The notice will also include a three-month window (see chart below) in which the aircraft owner will be able to log onto the FAA website and renew the registration using the special code included in the notice. An owner must re-register during the specified three-month window in order to use the electronic option. Note: The online option is available only if no changes need to be made. If an owner does not want to utilize the electronic option or if changes need to be made, he can instead use a new reregistration form and mail it to the FAA Registry in Oklahoma City. If an aircraft owner misses his three-month window, he will have an additional two months to send in the re-registration form - by mail only - before the registration expires. If the registration expires, the owner will need to fill out a new registration using the FAA Form Eventually, if an aircraft owner does nothing, the aircraft N-number assignment will be canceled and will not be re-assigned for five years. The FAA issued further clarification in October, 2010, stating, "Those owners eligible for re-registration at this time possess registration certificates previously issued in March of any year. Those certificates will expire on March 31, 2011, and after that date will not support operation of an aircraft. An owner who submits his re-registration application any time prior to the date the current certificate expires (i.e. March 31, 2011) will be issued a new certificate that will expire three years from the month in which re-registration was accomplished." After you've re-registered Once owners have transitioned to the new registration, the new certificates will expire three years from the month in which re-registration was accomplished. For example, if an owner whose registration expires March 31, 2011, renews in November, 2010, the three-year registration will display an expiration date of November 30, EEddi ittoorr' ''ss Noottee: : Go to the FAA website and pull up your registration information and see when you are due for re-registration. 8

10 NEW CUB/MEMBER AMONGST US Jim and Mary Lou Hawkes (Tailwinds Air Park/Jupiter, Florida) have completed the task of becoming members of the Florida Cub Flyers. The dues part was easy. Buying this Cub was the expensive part of that equation. This Cub Crafters Carbon Cub has every option available including the heated seats, backup alarm and camera, DVD player and cup holders. Jim plans to swap the com for a navcom so he can get a VOR and ILS display on the Dynon. Then he can practice back course approaches at 7 gph. 10

11 ROUND THE TIIP OF FLORIIDA Now here is a trek and event that will be memorable. Don't miss attending this one with your fellow AAA members. We'll rendezvous in South Dade County at Homestead General Airport and proceed on our adventure of rounding the tip of Florida to see what the coast looked like before the "Yankees" descended on our paradise. After viewing the wilds of the southern coast, we'll alight at Everglades City. Bring your tie downs. If you so choose, you may join us for an overnight at the historic Rod & Gun Club You'll need to make your reservations ASAP as there are only 17 total rooms available at the inn ( ). The room rate is $140 plus tax per night. Payment for the room is to be made by cash or check only. Mention you are part of the Florida Cub Flyers group. Any overflow can be handled by other motels in the area but the very historic Rod & Gun Club would be the preferable roosting spot. That Saturday afternoon we'll take a boat or airboat ride around the area to see the sights. Or, do whatever you desire. Over cocktails and dinner, we will be treated to a presentation by a member of the Everglades Foundation. You will be responsible for making your reservations at the inn. The cost of breakfast on Sunday morning for members will be borne by the treasury. 11

12 FLYIING IIN THE BAHAMAS Provided By Gary Lickle/Carbon Cub Owner Light-Sport Aircraft The Islands of The Bahamas will accept the certification of a US / Canada sport flying pilot, the only exception is pilot MUST HAVE A Drivers License or a Third Class Medical. U.S Sports Pilots U.S. Sport Pilot requesting to operate in The Islands Of The Bahamas under the U.S. Sport Pilot rules (U.S. FAR 61, Subpart J) must meet the following requirements: Hold a current and valid U.S. driver's license or a minimum of a third class medical certificate (U.S. FAR and (c)(17); and A logbook endorsement certifying the pilot is proficient in accordance with the requirements listed in U.S. FAR (a), (b), and (c); and A logbook endorsement certifying the pilot is authorized to perform cross country flight (U.S. FAR 61.93); and Operate within the requirements of the Sport Pilot privileges and limitations listed in U.S. FAR " In addition, Canadian or U.S. sport flying pilots must meet these requirements: Operators of light sport aircraft must comply with all the requirements of their registry before attempting flight to the Bahamas. All required a/c documents must be on the aircraft when flying in the Bahamas. Pilot must fly with both medical and license on person. The FAA defines a light-sport aircraft as an aircraft, other than a helicopter or powered-lift that, since its original certification, has continued to meet the following: Maximum gross takeoff weight 1,320 lbs, or 1,430 lbs for seaplanes. Maximum stall speed 51 mph (45 knots) CAS Maximum speed in level flight with maximum continuous power (Vh) 138 mph (120 knots) CAS Single or two-seat aircraft only Single, reciprocating engine (if powered), including rotary or diesel engines Fixed or ground-adjustable propeller Unpressurized cabin Fixed landing gear, except for an aircraft intended for operation on water or a glider Can be manufactured and sold ready-to-fly under a new Special Light-Sport aircraft certification category. Aircraft must meet industry consensus standards. Aircraft under this certification may be used for sport and recreation, flight training, and aircraft rental. Can be licensed Experimental Light-Sport Aircraft (E-LSA) if kit- or plans-built. Aircraft under this certification may be used only for sport and recreation and flight instruction for the owner of the aircraft. 12

13 Can be licensed Experimental Light-Sport Aircraft (E-LSA) if the aircraft has previously been operated as an ultra light but does not meet the FAR Part 103 definition of an ultra light vehicle. These aircraft must be transitioned to E-LSA category no later than January 31, Will have FAA registration N-number. Aircraft category and class includes: Airplane (Land/Sea), Gyroplane, Airship, Balloon, Weight- Shift-Control ("Trike" Land/Sea), Glider, and Powered Parachute. U.S. or foreign manufacture of light-sport aircraft is authorized. Aircraft with a standard airworthiness certificate that meet above specifications may be flown by sport pilots. However, the aircraft must remain in standard category and cannot be changed to light-sport aircraft category. Holders of a sport pilot certificate may fly an aircraft with a standard airworthiness certificate if it meets the definition of a light-sport aircraft. May be operated at night if the aircraft is equipped per FAR , if such operations are allowed by the aircraft's operating limitations and the pilot holds at least a Private Pilot certificate and a minimum of a third-class medical. The Sport Pilot Rule A sport pilot may exercise flight privileges in one or more of the following aircraft categories: Airplane (single-engine only) Glider Lighter-than-air (airship or balloon) Rotorcraft (gyroplane only) Powered Parachute Weight-Shift control aircraft(e.g. Trikes) Creates a new student sport pilot certificate Creates a new sport pilot flight instructor certificate. Requires FAA knowledge (written) and practical (flight) test. Credits ultra light training and experience toward a sport pilot certificate providing the ultra light pilot transitions to a sport pilot certificate by 31 January Credits sport pilot flight time toward more advanced pilot ratings. Requires either a 3rd class FAA medical certificate or TC 3rd class medical certificate. Does not allow carrying passengers for compensation or hire Does not allow flights in furtherance of business Allows sharing ( pro-rata ) operating expenses with another pilot. Allows daytime flight only. Allow sport pilots to fly vintage and production aircraft (standard airworthiness certificate) that meet the definition of a light-sport aircraft. 13
