Air traffic services Responsible service Sakaeronavigatsia Ltd (Georgian Air Navigation Services) is the responsible authority for the provision of air traffic services within the area indicated under para. below. Air Traffic Services TBILISI/Tbilisi Airport 08 Tbilisi, Georgia Tel:(+99 ) 7 Fax:(+99 ) 7 AFS:UGGGGNXX atfm@airnav.ge The services are provided in accordance with the provisions contained in the following ICAO documents: Annex Rules of the Air Annex Air Traffic Services Doc Procedures for Air Navigation Services Air Traffic Management (PANS-ATM) Doc 88 Procedures for Air Navigation Services Aircraft Operations (PANS-OPS) Doc 700 Regional Supplementary Procedures Differences to these provisions are detailed in subsection GEN.7. Area of responsibility Air traffic services are provided for the entire territory of Georgia, including its territorial waters as the airspace over the high seas within the TBILISI FIR. Types of services The following types of services are provided: Flight Information Service (FIS) and Alerting Service (ALRS), Area Control (ACC); Approach Control (APP); Aerodrome Control (TWR). With the exception of services provided at military air bases, the following types of services are provided at aerodromes: Aerodrome Control (TWR); Automatic Terminal Information Service (ATIS), at certain aerodromes. Co-ordination between the operator and ATS. Flights of aircraft within ATC areas shall be conducted only along established international airways under the supervision of ATC units.. While conducting flights in aerodrome control areas and along airways, the crew of an aircraft shall comply with all the rules of the air given in the AIP, as well as (irrespective of the conditions of the flight) all instructions of appropriate ATC units.. When unsure of the correctness of fulfilling the prescribed procedure for the use of the airspace the crew of an aircraft shall immediately notify the ATC unit with which it is in contact and shall request its own position.. ATC units shall render possible help to an aircraft. However, if the aircraft does not comply with instructions of these units the latter cannot guarantee the safety of flight of the given aircraft and shall not bear any responsibility for the outcome of the flight.. Complaints about ATC shall be considered by ATC units within three days after the occurence of a conflict situation. Minimum flight altitude The minimum flight altitudes on the ATS routes, as presented in section ENR, have been determined so as to ensure a minimum vertical clearance above the controlling obstacle in the area concerned. Doc 800 Procedures for Air Navigation Services ICAO Abbreviations and Codes (PANS-ABC). Doc 88 Designators for Aircraft Operating Agencies, Aeronautical Authorities and Services. Doc 700 Regional Supplementary Procedures. Doc 790 Location Indicators. Area of responsibility Communication services are provided for the entire TBILISI FIR. Inquiries, suggestions or complaints regarding any telecommunication and radio navigation service should be addressed to Sakaeronavigatsia Ltd. and to the authority of the airport of landing. Types of service. Radio navigation services The following types of radio navigational aids are available for international flights within the area of TBILISI FIR: a. (NDB) non-directional radio beacon (which are not included in landing systems). Average coverage is not less than 8 NM (0 KM); b. (DVOR) Doppler VHF Omni-directional radio range; c. (DME) Distance-Measuring Equipment; d. (ILS) Instrument Landing System; e. NDB landing system comprised of two NDB and two radio markers, combined as follows: outer NDB and marker (LOM). Average coverage is not less than 8 NM (0 KM); middle NDB and marker (LMM). Average coverage not less than 7 NM (0 KM) (for the distances from LOM and LMM to the runway threshold see AD ). f. Radio markers. According to their functions radio markers are subdivided into: outer markers, signal: two dashes per second; middle markers, signal: six dots per second. g. (RSR) en-route Surveillance Radar. In Georgia, there are no stations associated with special navigation systems such as LORAN, DECCA etc.. Mobile/fixed service.. Mobile service The aeronautical stations maintain a continuous watch on their stated frequencies during the published hours of service. An aircraft should communicate with the airground radio station that exercises control in the area in which it is flying. Aircraft should maintain a continuous watch on the appropriate frequency of the control station and should not abandon this watch, except in an emergency, without informing the control radio station... The text of an individual message does not exceed 00 groups. General aircraft operating agency messages are only accepted for transmission to countries that have agreed to accept Class B traffic.. Broadcasting service Meteorological broadcasts are available on HF and VHF for the use of aircraft in flight. Full details are given in subsection GEN... Language used: English is used in radiotelephony communications between aircraft and Air Traffic Control units.. Where detailed information can be obtained Details of the various facilities available for the en-route traffic can be found in the En-route Part (ENR ). Details of the facilities available at the individual aerodromes are to be found in the relevant aerodrome (AD) section. In cases where a facility is serving both the en-route traffic and the aerodromes, details are given in both the en-route part and the appropriate aerodrome section. Requirements and conditions. Aircraft operating within the area of responsibility of ATC services of Georgia shall maintain radio communication in accordance with the ICAO regulations on frequencies specified in the AIP.. The names of aerodromes and reporting points are transmitted by their geographical designators. In transmitting reporting points marked with NDB it is allowed, in place of the actual names of these reporting points, to transmit the call signs of the NDB. For reporting points not marked with radio aids the -letter name-codes are transmitted.. The two-word names of populated areas may be transmitted by one of the words.. For areas with congested air traffic the frequencies of communication and command radio stations may be assigned to particular sectors or directions. If the crew of an aircraft fails to establish contact on the assigned frequencies it may use frequencies assigned to any other sector (direction).. If the crew of an aircraft fails to establish direct contact with the ACC unit it should make radio contact with one of the stand-by stations of the said ACC unit.. The radio navigation facilities listed in ENR. operate during the time indicated in column of the mentioned sub-section..7 Radio stations operating on the.00 MHZ emergency channel may use any call signs assigned to radio stations of the appropriate ATC unit..8 The procedures for utilization of radio facilities to transmit distress calls from aircraft in an emergency are listed in section GEN. of the AIP..9 Should interference occur on primary frequency, secondary frequency of MHZ is to be used..0 Should interference occur on primary LOM and LMM frequencies one of the variants of secondary frequencies is applied. The regulations are collected in the manual which is available at the AIS Briefing Office. Taxiing to and from stands Arriving aircraft will be allocated a stand number by the TWR. General aviation aircraft will have to use the general aviation parking area. Ground services can be requested from TBILISI APRON on FREQ.700 MHZ.
