WHEREAS, travel by commercial airlines in the United States has become an essential part of everyday life for most Americans, particularly Alaskans, who rely on air travel to remain connected to the remaining states; WHEREAS, the Department of Transportation has a division designated to take consumer complaints, the Aviation Consumer Protection Division; and WHEREAS, the function of the Aviation Consumer Protection Division (ACPD) of the U. S. Department of Transportation is to enter and compile complaints against various commercial airlines in a computerized aviation industry monitoring system, and publish the complaint statistics in the monthly Air Travel Consumer Report, but the ACPD does not take any action to investigate, mediate, or resolve consumer complaints against commercial airlines; and WHEREAS, a commercial airline bereavement policy is not considered a fare, required by the U. S. Department of Transportation to be published for the benefit of the public, and there is no federal agency or federal procedure for oversight regarding a commercial airline's application of bereavement policies; and WHEREAS, to qualify under a commercial airline bereavement policy, a consumer must have lost a family member or have a medical family emergency where travel is a necessity; and WHEREAS, the American commercial airline travel consumer has little recourse against a commercial airline regarding application of bereavement policies, particularly occurring during a consumer's bereavement situation, NOW THEREFORE, THE ANCHORAGE ASSEMBLY RESOL YES: Section. The Municipality of Anchorage respectfully requests the U. S. Department of Transportation to require commercial airlines to publish their bereavement policies. Section. The Municipality of Anchorage respectfully requests the U. S. Department of Transportation to implement procedures and designate a federal agency to investigate, mediate, and resolve consumer service complaints against commercial airlines, including issues regarding a commercial airline's application of bereavement policies.
