3 AIR TRAFFIC FLOW MANAGEMENT (ATFM) PHILOSOPHY An enabler of air traffic management (ATM) efficiency and effectiveness. Contributes to the safety, efficiency, cost-effectiveness, and environmental sustainability of an ATM system. Major enabler of global interoperability of the air transport industry. Two emerging threads: a) local ATFM implementations conducted worldwide are going to shape a global ATFM; and b) standardized ATFM processes will be implemented globally. 3

4 IATA view on ATFM Currently flow management initiatives are often implemented on an individual country by country basis with no consideration of the cumulative knock-on impact on adjacent airspaces, and ultimately on flights using those airspaces. It is critical that States work together collaboratively to implement cross-border ATFM procedures that consider the whole of the flight route. 4

10 TOWARDS GLOBAL ATM ICAO and GANP Goal: To create, to the maximum extent possible, a single continuum of airspace where boundaries are transparent to users. Airspace and Flight Plan: Share flight information in a SWIM environment. A concept is required that creates a globally harmonized method for sharing information before and during flight. (ICAO document 9965 Manual on Flight and Flow Information for a collaborative environment (FF-ICE) ATFM : Regions should consider the introduction of a centralized flow management unit. Where more than one flow management unit exists, plans to harmonize procedures and practices with adjacent units should be developed. The basis for developing a global, integrated ATM system will be an agreed-to structure of homogeneous ATM areas and major traffic flows/routing areas. These areas and flows tie together the various elements of the worldwide aviation infrastructure into a global system. Homogeneous ATM area: Airspace with a common air traffic management interest, based on similar characteristics of traffic density, complexity, air navigation system infrastructure requirements or other specified. Major traffic flow: A concentration of significant volumes of air traffic on the same or proximate flight trajectories. * The ICAO Global Air Traffic Management Operational Concept (Doc. 9854) 10
