Content Riskbased approach in NL Private Assurance Schemes and NVWA Assessment procedure Adapted supervision International developments
Risk based policy of NVWA, started in 2007 food business operators (FBO s) are responsible for food safety mix of approaches in surveillance incentive/penalty principle relying more on private systems
Privat Assurance Schemes and NVWA PAS (like certification): privat initiative, no governmental interference voluntary participation independant auditing selfcontrol mechanism FSSC 22000, IFS, BRC, Riskplaza, NVWA gave advise to scheme owners and GFSI 4
Horse meat 2013
Change of mind In 2013 Taskforce Food Trust in order to regain consumers confidence in food: Fraud may directly influence food safety Strenghtening of the supply chain! Only deal with reliable suppliers. More synergy between official controls and PAS Criteria for good performing schemes NVWA assessments of PAS > supportive to official controls 6
Criteria (1) for the acceptance of PAS for future adapted official controls - Scheme has to be assessed by Acc Body, ISO standards - CB s are accredited - Integrity program for CBs - Scope is clear, scheme encompasses EU and national legislation - Integrity of supply chain is part of the scope (SSAFE) 7
Criteria (2) for the acceptance of PAS for future adapted official controls - Scheme owner shows performance of FBOs - Requirements for auditors - Announced and unannounced audits and/or inspections - Transparant rules of certification and sanctions, adequate corrective actions - Information exchange public <> private parties >> criteria on 8
Assessment procedure, October 2016 submission, self assessment, intake number submitted desk study Publication on ketenborging.nl verification In progress acceptance, adapted supervision first steps stopped in progress verification Number accepted FSSC meets with criteria. Acceptance with publication of version 4.0 9
Information exchange Scheme owner > NVWA - transparant about performance of scheme - updated list of certificates > - food safety incidents in case FBO does not take corrective action - (yearly) evaluation meeting NVWA > scheme owner - results of assessment and continous monitoring (in evaluation meeting) - in case NVWA encounters serious problems in plant (request to scheme owner to take corrective actions)
Future role of PAS to support official controls GFSI NVWA, official controls Schemeowner Accreditation Body Certifying Body Private system Complying food businesses non complying food businesses
Risk assessment for official controls Track record FBO and/or sector Risk analyses product, proces Accepted PAS Other signals Risk assessment Adapted supervision - Less inspections - More superficial - Different focus - Lower priority Private assurance schemes will never replace official controls
International developments Heads of Agencies (HoA) EU: guidance document public-private cooperation Side meeting GFSI Berlin (Febr. 2016) HoA (8 EU countries) Co chaired meeting Canada / NL > total 19 countries + NGO s Meeting GFSI Board Action points: international platform for governments/authorities 2017 side meeting GFSI conference in Houston (VS) Issue is on the agenda of Codex (Canada/UK)
