4 The Challenge We are facing formidable challenges: we must drastically reduce our greenhouse gas emissions and congestion is approaching intolerable levels in many cities, airports and ports European Commission 4
5 The Reality Seamless multi-modal integration is not wide-spread the freight sector has had some success, however progress in intermodal passenger transport has been more limited due to gaps in policy, planning, design and coordination, as well as financing, technical, language and legal issues 5
