5 Single European Sky urgently needed ATC fragmentation is luxury which costs money, time, and nature Fragmentation (national airspaces and ATC systems, service providers) Inefficiency Additional cost, fuel consumption, and emissions Example: direct connection Paris - Munich: 680 km. Actually flown distance due to ATC restrictions: 910 km! FABEC only achieved improvement on weekends. 8 ATM safety - EASA role needs to be clearly defined new European approach towards crisis management EASA must focus on safety only EASA rules should build on existing SES rules EASA needs to anticipate development of safety rules to allow efficient deployment of new technologies and concepts developed by SESAR Safety measures must be proportionate to risk Total ban of operations is unheard of! Operators are responsible for assessing risk and conducting safe flight operations as part of their Safety Management System

9 Conclusion All EU Member States need to deliver on their commitment to implement SES current national plans for are clearly insufficient Key AEA priorities: 1. No watering down of SES performance targets as the driver to implement FABs 2. Public funding for SESAR implementation 3. Support to Eurocontrol reforms 4. EASA focus on safety role 5. New approach to crisis management
