As anyone will be entitled to become an examiner, no considerations regarding character and personality of the applicant will be taken into account, This might lead to an uncontrollable situation. The TRE will have the privilege to checkout TRI's instructor without being assigned to do so by the competent authority. Therefore there will also be no control of the quality of the TRI's. Any applicant for a check will have the right for appeal with the competent authority if a check is failed. The examiner, however, will not work on behalf of the authority, so there might be legal implications in such case. It is of outmost importance that examiner are remaining under a strict control of the competent authority with regard to the nomination, instruction and guidance.
