1 CIVIL AVIATION SECURITY ADVISORY CIRCULAR Number SWACAA 03 DATE OF ISSUE: 2012 Requirements for General Aviation and Aerial Work to Establish Security Plan and submit for approval processes. PURPOSE This advisory circular provides the general aviation and aerial work operators with guidance for meeting the requirements of the civil aviation security regulations and other security programmes, requirements. Part III Regulation 9 of Civil Aviation Security Regulations 2011 as amended reads All aircraft operators shall at a minimum have an operator security programme which meets the minimum requirements GENERAL. General Aviation (GA), operations and Aerial Work (AW) are non-commercial and consist of personnel business and corporate operations, using aircraft ranging from, light, piston-powered aeroplanes to large turbojet aircraft. Personal GA operations usually employ piston powered single or twin engine aeroplanes and light helicopters, while the business and corporate aviation sector typically utilizes turboprop and turbojet aircraft medium and large helicopters. Aerial work (AW) is an operation in which an aircraft is used for specialized services such as agriculture, construction, photography, surveying, observation and patrol, search and rescue, aerial advertising etc. GA and AW operations should be protected from two types of threats: the possibility of an aircraft being converted into a weapon of mass destruction, either by an 1

2 authorised pilot or someone who seizes control; and an act of sabotage, including the possibility that a bomb or explosive device might be placed on an aircraft. REFERENCES.
