2 WHO WE ARE

3 ENAV S.p.A. is the Company to which the Italian State delegates the management and control of civilian air traffic in Italy. ENAV S.p.A. is entirely controlled by the Ministry of Economy and Finance and is supervised by the Ministry of Infrastructures and Transport. It is the result of the transformation which took place in 2000 of the National Agency for Flight Assistance into a joint-stock Company. Legal headquarters of the organisational structure are located in Roma, with operating offices situated throughout the national territory.

5 ENAV provides the service for air traffic control, not to mention other essential services for navigation in Italian skies and in national airports. ENAV carries out this delicate task by guaranteeing thousands of aircraft that fly across our skies daily the possibility to co-exist in maximum safety following harmonious traffic flows. Such services are provided thanks to the commitment and the competence of the Company s personnel. They are highly specialised professionals who allow the regular management of also high volumes of traffic.

8 AIR TRAFFIC CONTROLLERS

9 An ATCO (Air Traffic Controller) is a highly specialised professional. Considering how delicate the position is and the complexity of their tasks, ENAV controllers are selected through a very accurate recruitment process, in line with international best-practice techniques. After being selected, aspiring controllers are trained and submitted to a number of tests to establish their professional suitability. During their entire professional career, ATCOs must constantly carry out training and update activities in order to keep up with the implementation of new technologies.

11 ENAV s personnel provides air traffic control services and all other assistance services during take off, landing and approaches, operating from Control Towers located in 39 Italian airports. Each cruise phase is managed by ACCs (Area Control Centres) located in Brindisi, Milano, Padova and Roma, from which ATCOs (Air Traffic Controllers) handle the overflying traffic in the italian airspace. ENAV carries out these and many other navigation activities which are fundamental for air traffic safety 24 hours a day.

12 ACTIVITIES 2 Aeronautical information

13 ENAV s Aeronautical Operational Information System (AOIS) ensures the receiving, processing and distribution of operational aeronautical information, to internal and external users, relating to flight plans, ATFM (Air Traffic Flow Management) messages, weather and NOTAM information through technological platforms and on-line databases integrated with the national and international ATM system. The aeronautical information issued by ENAV is made available for the aeronautical community through the publishing of AIP Italia, and at the enav.it website where it is possible to use the Self Briefing service, which allows aeronautical users, pilots and accredited organizations to connect to the new AOIS- WEB system to access pre-flight information via the internet, meaning that all briefing activities can be carried out in full autonomy.

14 ACTIVITIES 3 Flight instrumental procedures and aeronautical cartography

15 ENAV realizes and plans all the flight instrumental procedures and aeronautical cartography for civil aviation. These instruments are made available to the aeronautical community. The service includes the production of thematic cartography, in which the flight instrumental procedures and ATS (Air Traffic Services) geography are described, as well as topographic cartography which provides the territory s measurements for aeronautical purposes, such as the reporting the presence of fixed and mobile obstacles.

16 ACTIVITIES 4 Flight Inspection

17 ENAV s Flight Inspection service carries out the in-flight control for both military and civilian Radio Assistance, ensuring that all radio-electrical signals required for navigation and instrumental approach comply with the national and international regulations. According to a set out time line Flight Inspection controls all ground stations and satellites which emit electromagnetic or light signals (airport lights) used by aircraft to navigate, land and take off in all weather conditions. This continuous surveillance ensures absolute conformity of the systems to the benchmark parameters. In order to fulfill this task Flight Inspection is equipped with a modern fleet of Piaggio P 180 Avanti II aircraft, equipped with high accuracy equipment, which helps optimize the national navigation network and maintain perfect efficiency. Flight Inspection also provides support for European and national research programmes in the ATM field. The high professionalism of the personnel and the available means allow ENAV to provide a service of the highest excellence in terms of safety and quality.

18 ACTIVITIES 5 Airport meteorological service

19 ENAV s Meteorological Service produces about 3,000 observation and 500 forecast messages daily. ENAV s met observers are tasked with issuing met bulletins in 37 Italian airports, the met forecasters elaborate the data to provide the main Italian airports with weather forecasts, with a validity of 9, 24 and 30 hours, supplying constant updates on weather conditions en-route, around terminal areas and at airports. ENAV installations are equipped with automatic tracking and dissemination sensors for the weather data necessary for the safe take off and landing of flights; the weather observations and forecasts are forwarded as soon as they are picked up on the international aeronautical telecommunications networks.

21 In Italy ENAV is the only company authorized to select, train and keep up to date all the different professional roles associated with civil air traffic control services. ENAV Academy is an international aeronautical centre providing study and programmes design activities regarding air traffic control issues, aimed at providing a training service of the highest level, in accordance with sector, national and international technical standards and regulations. The training offer of ENAV Academy is specifically aimed at air traffic control professionals and aeronautical sector operators. In 2011 the Academy imparted 224,000 training hours, with an important presence of ATCOs coming from international service providers, carrying out its educational activities in two centres, the Training Centre in Forlì and the Training Centre in Roma. The last one aimed at training managers.

22 ACADEMY 2 The Forlì Centre

23 The Forlì Centre mainly focuses on ab initio training courses of ATCOs (Air Traffic Controllers) and hosts other activities for external clients. Activities of the Academy are carried out by internal trainers skilled in managing and using both didactic and simulation methodologies and state of the art equipment: 2 radar simulators for 24 stations, 1 procedural simulator for 8 stations, 8 tower simulators 270 3D, 1 CRJ certified flight simulator and 26 radar and tower simulator stations for selflearning (part task trainer).

24 TECHNOLOGICAL EQUIPMENT AND APPARATUS

25 Between 2004 and 2011 ENAV launched a policy aimed at raising investments. These have exceeded 1.5 billion Euros, more than 70% of which have been assigned to the safety of air traffic control. Area Control Centres (ACCs) and the Company s Control Towers are equipped with cutting edge technologies, which communicate with important communication, navigation and surveillance systems, located throughout the national territory and directly in airports. Air Traffic Controllers (ATCOs) oversee aircraft management and guide them using the data coming from about 62 primary and secondary radars and 11 ground radars. ENAV also owns 2 met radars, 126 VORs and DMEs apparatus, 33 ILSs, 57 NDBs and 30 VDFs. ENAV also manages ground/ air/ground communications and radio links among fixed points necessary for aeronautical telecommunications.

26 RESEARCH & DEVELOPMENT

27 Through the ATM System Function s Prototypes Systems sector, ENAV actively contributes to the main European research and development initiatives, focusing on the SESAR and BLUE MED initiatives, created to carry out experiments on and validate new operational concepts capable of improving the efficiency, capacity and safety. The sector is equipped with a wide and complete range of pre-operative validation platforms, utilized for Real Time simulations, using technologically advanced systems, capable of simulating both the ground and the on board segments. The activities are carried out with the support of the SICTA (Innovative Systems for Air Traffic Control) Consortium, the Italian centre of excellence participated by ENAV, which handles the studies and research for Air Traffic Control in Europe.

28 ENAV FOR THE ENVIRONMENT

29 In full adherence to the international addresses (ICAO and EU), ENAV puts great emphasis on the environmental impact created by the use of air navigation services and, in order to contribute alongside the Airlines and Airports to minimizing the harmful emissions produced by aircraft as much as possible, carries out environmental evaluations for every ATM system optimization project. In particular, in order to promote strategies aimed at reducing greenhouse gases in the atmosphere and with a customer orientated approach, through the Flight Efficiency Plan (FEP), ENAV programs the implementation of the ATS Network and the optimization of the air traffic management procedures so that, together with the highest levels of safety, it is possible to reduce the dimension of the planned distances and flight times, resulting in a reduction in fuel usage and carbon dioxide released into the atmosphere. In addition to the initiatives promoted in service to air transport and, therefore, intended to improve the environmental impacts of air operations, ENAV also aims to reduce its own emissions. As a result of the experienced gained through the implementation of the first photovoltaic system for the Control Tower of the Ancona Falconara airport (which provides clean energy for about 25% of the ATC s needs), the plans for the new technical block in Lampedusa include an instalment partially powered by solar energy.

30 INTERNATIONAL ACTIVITY

31 Efforts carried out over the past years have enabled ENAV to reach a leadership position in Europe and internationally, contributing to the placement of Italy in the European air assistance system. More than 200 ENAV experts participate in various international programmes and projects focusing on the modernisation of the European ATM system. ENAV proactively follows the work of organizations like ICAO, the European Commission, EUROCONTROL and CANSO, and participates in a major way in the most important international programmes and projects. In particular, since August 2009, ENAV has been a member of the SJU, the joint undertaking which governs the SESAR programme in which ENAV has participated with around 85 research and development projects. Furthermore ENAV has initiated a number of important collaborations with main players in the European ATM sector, both on a bilateral basis as well as part of the A6 group, a strategic alliance initiative strongly supported by ENAV which involves the participation of the six largest suppliers of European air navigation services.

32 TECHNO SKY

33 Techno Sky is the ENAV company that deals with the operational management, assistance and maintenance of plants and systems used for national air traffic control. It ensures complete and continuous availability and operational efficiency. It supplies technical, operational and maintenance services to 41 radar systems, 95 telecommunications centres, 76 meteorological systems, 5 visual aid systems (AVL), 198 navigation aid systems and 71 software systems for air traffic control in units run by ENAV. These activities are integrated with instruments calibration, logistic support, engineering and mission critical system integration. In March 2010 certification organization DNV renewed the three-year certificate. Furthermore Techno Sky is in possession of the recognition of compliance with NATO AQAP publications 2110/160 and the Calibration centre certificate of accreditation issued by the Italian Calibration Service (SIT).

35 ENAV s commercial offer is organized along six lines of services: Aeronautical Consulting and Design From rationalizing the operations of an individual airport to the modernization plan, ENAV Services can provide leading-edge solutions throughout the world. ENAV has signed a commercial collaboration agreement with SELEX Sistemi Integrati, a Finmeccanica group company and world leader in the implementation of air traffic control systems. The partnership between the two companies enables them to compete in the international market with a considerable advantage deriving from the complementary nature of the services and systems they respectively offer. Flight Inspection Thanks to a new-generation fleet of aircraft and advanced data processing systems, ENAV can provide any type of flight control service, guaranteeing the utmost standards of excellence, reduced flight times and competitive prices.

37 Training ENAV Academy, the Company s prestigious training centre, is an international point of reference for the training of air traffic control staff. The quality of training provided by ENAV guarantees an extremely high level of efficiency and effectiveness of learning processes. Maintenance Maintenance is a set of operational techniques and ICT tools (Information & Communication Technology) to support technological and productive choices. The outcome is the conversion of the role of maintenance from necessary activity to competitive leverage for the excellence of operations, where the proper functioning of the technological infrastructure is a prerequisite for the quality and the fruition of the service.

39 Engineering Techno Sky supports ENAV in international projects activities, offering an experience in the management and maintenance of systems and technologies in the ATC (Air Traffic Control) for the optimization of management processes and the maximization of operations safety. Met Services Thanks to the knowledge and experiences acquired over the years on aviation weather monitoring systems, Techno Sky is now a reference point for the development, supply, installation and management of meteorological systems. The competences, originally focused on airport met systems have now expanded to include several systems involved in environmental monitoring.

40 ACKNOWLEDGEMENTS

41 In 2011 ENAV obtained the Information Security Management System ISO certification by the DNV Business Assurance international certification organization. ENAV is one of the few in the world and the first in Europe to obtain such certification. This follows the ISO 9001 certification also issued by DNV in 2007, extended to the training activities performed by ENAV s Academy in Thus ENAV has amply met the deadline for one of the obligations contemplated by the Single European Sky legislation. In 2007 ENAV also achieved ENAC certification as an air navigation service provider. In each of its Annual Reports, from 2004 to the present, Italy s Court of Audit has always expressed its appreciation of ENAV s management, specifically concerning its proper administrative and accounting practices and its steady management. Specifically, the Court emphasized how the progress made by ENAV has enabled it to achieve its goals of safety and quality of services.
