2 ZDA Profile Zambia Development Agency The Zambia Development Agency is a statutory body established in 2006 by an act of Parliament (ZDA Act, No. 11 of 2006) and became operational in January 2007.It was set up in order to improve service delivery by operationalising the concept of One Stop Shop. It operates as a semi-autonomous institution with its Board of Directors appointed by the Minister responsible for the Commerce, Trade and Industry. The primary objective of the Agency is To foster economic growth and development by promoting trade and investment in Zambia through an efficient, effective and coordinated private sector led economic strategy. Mandate The Agency s mandate includes facilitation of the economic development of Zambia by promoting investment and competitiveness of businesses and promoting exports from the country. It has the task of working with relevant authorities to reduce the cost of doing business in the country by simplifying the process of various formalities such as licensing. The Agency is also responsible for building and enhancing the country s investment profile for increased capital inflows, capital formation, employment creation and promoting the growth of Micro, Small and Medium enterprise (MSME) sector by working with Government to create an investment climate that can propel long term sustainable domestic grow th. Objectives 1. To increase and expand Non Traditional Exports by providing value addition and diverse products into existing and new markets. 2. To identify investment opportunities, attract and facilitate FDI, LDI and promote re-investment in the following sectors: Agriculture, Livestock, Fisheries and Forestry Manufacturing Tourism Infrastructure Energy Mining 3. To promote the Growth and Development of the Zambia emerging private sector in order to Create Wealth and Generate Employment. 4. To provide Service Delivery in: Promoting Local and Foreign Investment Provision of Business Support in the growth and development if Small and Medium sizes Enterprises Promote Export Development and Competitiveness Implementing measures to provide efficiency in State Owned Enterprises Acting as a vehicle of consultation with private sector and recommend trade and industry strategies. 3 FOREWORD To stimulate sustained growth in Zambia s export sector, the Government of the Republic of Zambia under the leadership of His Excellency, Mr. Edgar Lungu, President of the Republic of Zambia, is working towards strengthening the productive capacities and expansion of markets in order to stimulate the growth of Zambia s Non Traditional Export sector and ultimately, enhance foreign exchange earnings to support efforts directed at enhancing economic growth and development. In order to achieve these objectives, the Government has embraced a liberal policy regime to facilitate inter alia access to technology and capital goods, while actively pursuing market access opportunities for Zambian goods and services. Through active engagement in initiatives at the bilateral, regional, and international level, Zambia has been able to secure market access opportunities under arrangements such as the Generalized System of Preference Schemes maintained by Developed Countries, which include the African Growth Opportunity Act (AGOA), and the Everything But Arms (EBA) Initiative. Furthermore, Zambia has market access to the free trade arrangements under the Common Market for East and Southern Africa (COMESA) and the Southern African Development Community (SADC) as well as the Tripartite Free Trade Area which is an economic grouping encompassing SADC, COMESA and the East African Community. The advantage of this free trade area over SADC and COMESA is that it gives a much larger market. The Government is also actively pursuing market access opportunities at the bilateral level with a view to increasing opportunities for expanded markets. In pursing these initiatives, emphasis is placed on value addition as an effective mechanism to create sustained jobs and wealth. The resulting effect is reflected in the positive performance recorded over the past five years in NTEs which have grown at an average of 24% per annum from US$1.4 billion in 2010 to US$ 3.5 billion by The main NTEs that have recorded significant growth over the years include; cement, lime, wheat, burley tobacco, gemstones, copper wire, electrical cables, cane sugar and cotton lint. The regional market has increasingly become a significant destination of Zambia s NTEs. Other notable markets include the People s Republic of China and the European Union. It is also worth noting that although a decline of about 32%, was recorded in 2014, the Government has continued and will continue to promote the growth of NTEs as part of the overall objective of reducing over dependency on Copper export earnings. The Patriotic Front (PF) Government has observed that Zambia s export portfolio is still highly dependent on mineral exports, making the economy highly susceptible to external shocks such as global demand and price volatilities. In this regard, the Government has taken particular interest in developing not only the urban areas but also the rural parts of Zambia and opening them up, by improving the road network as part of the country s industrialisation programme. Consequently, the Ministry of Commerce, Trade and Industry embarked on creating a resource map in all the districts and provinces in order to create export oriented industries for identified products with immense export potential while creating the necessary linkages with the rest of the economy to ensure sustained economic growth and development. The resource endowment mapping for all the 10 provinces and the respective districts has been completed with plans to support production of up to five (5) products in each province and district. The production from the clusters will be linked to products of export potential based on Zambia s comparative and competitive advantages Exporter Directory

4 In this regard, the Ministry has already received confirmation of support from UNIDO, WTO (EIF and ITC), World Bank, African Development Bank and the Government of Finland towards the support of this programme. As a way of promoting growth of manufactured products that will stimulate exports, the Ministry is also facilitating the development of Multi-Facility Economic Zones (MFEZ) and Industrial parks. These include Chambishi, Lusaka South, Lusaka East and Lumwana MFEZs. Industrial parks include Sub-Sahara Gem Exchange and Roma Park. I am confident that this exporter directory will serve as a useful resource for Zambia s trading and investment partners to establish the necessary business linkages and tap into Zambia s vast trade and investment opportunities. 5 Director General s Message Dear Reader, Within its mandate of fostering economic growth and development, the Zambia Development Agency (ZDA) has put in place strategies to promote exports of Non Traditional products. The development and promotion of exports of manufactured goods in priority sectors is among others, one of the strategies that is intended to increase the volume of Non-traditional exports across sectors. In the promotion of Non Traditional products, we build the capacity of firms to export readiness through product development and adaptation and also market identification and access. We also undertake export market surveys prior to organizing trade missions which enable companies to showcase their products to potential buyers. The Directory of Zambian exporters is a virtual market that provides visibility of Zambian products on the global market. More exporters are making good use of online and non-online export directories to reach out to their potential buyers. In view of this, ZDA, in promotion and facilitation of exports has found it necessary to produce the second Directory of Zambian exporters in order to provide consistent and accurate information on exports to various potential and existing importers The Directory of Zambian Exporters is just one way through which ZDA intends to promote exports of Non Traditional products. Zambian exporters and export products are showcased at prestigious trade events including the Botswana Global Expo, the Feira International de Maputo in Mozambique, the Saba Saba International Trade Fair in Tanzania, the Zimbabwe International Trade Fair, the Malawi International Trade Fair, and, the Africa Big Seven and SAITEX in South Africa. Solo exhibitions and trade Missions are also held annually in Lubumbashi, Democratic Republic of Congo, and in Luanda Angola. Zambia also regularly showcases at the China International Trade and Investment Fair in Xiamen. I invite importers to visit the Zambian pavilion at these events. 6 ABOUT ZAMBIA DEVELOPMENT AGENCY The Zambia Development Agency (ZDA) is a semi-autonomous institution mandated to among other things further economic development through promotion of investments and exports in Zambia. ZDA was established under the ZDA Act no. 11 of 2006 as a one-stop agency by merging five organisations; Zambia Privatisation Agency (ZPA), Zambia Investment Centre (ZIC), Export Board of Zambia (EBZ), Zambia Export Processing Zones Authority (ZEPZA) and Small Enterprises Development Board (SEDB). It is responsible for fostering economic growth and development in Zambia through promoting trade and investment and has the mandate to develop an internationally competitive Zambian economy through innovations that promote high skills, productive investment, and increased trade. ZDA provides investment facilitation, market development, business development and support services for businesses, including specialised services focused on micro small and medium enterprises. Acting as a vehicle for consultations with the private sector and recommending coherent trade and industry development strategies. Development and facilitation of multi-facility economic zones and industrial estates. Providing assistance in securing services necessary for investment such as land, immigration, company incorporation and registration and licensing. Technical Divisions of Zambia Development Agency Export Development The Division promotes exports of non-traditional products and competitive international trade from Zambia and assists Zambian businesses and entrepreneurs to access new markets and expand existing ones for their products within the region and beyond. It also assists entrepreneurs to source inputs at competitive rates. Investment Promotion The overall mandate of this Division is to promote Zambia s investment opportunities locally and to the outside world in order to attract foreign and local investors in the different sectors of the economy. Research, Planning and Policy Division The Division is responsible for conducting research, as requested by Government and other stakeholders. The Division generates information on investment opportunities in all the sectors of the economy and advises government on policy issues related to industrial development. It also identifies, develops and manages the information technology system of ZDA to ensure efficient and effective information. Enterprise Development Exporter Directory

8 The Division provides services that are intended to stimulate the development of Micro and Small Enterprises. These services include training, provision of market information, and identification of opportunities for joint ventures with local and foreign partners. EXPORT DEVELOPMENT The functions of the Export Development Division of ZDA are to further the economic development of Zambia by promoting international competitiveness in business and promoting exports from Zambia. The Broader functions are as follows: 1. Giving advice to the Minister on matters relating to International Trade Development through exports of goods and services. 2. Studying market access offers received from trading partners under COMESA, SADC EU, other Regional Trading blocks, National Initiatives under the multilateral framework of the WTO and ensure that Zambian Businesses take advantage of the opportunities generated by those offers; 3. Encouraging the development and growth of Zambian industries that are efficient in their use of resources, enterprising, innovative and internationally competitive; 4. Ensuring that Zambia meets its international obligations and commitments, including those under the COMESA, SADC, EU, other Regional Trading blocks, National Initiatives and WTO 5. Maintaining regular, productive and effective dialogue and cooperation with the public and private sector and encourage public-public dialogue, private-private dialogue and private-public dialogue. 6. Monitoring the progress made by Zambia s trading partners in reducing both tariff and non-tariff barriers; 7. Provide marketing support services to business enterprises 8. Encouraging measures that will increase Zambia s capacity to trade, including efforts to improve transport and communication infrastructure; 9. Co-operating with other State institutions and the private sector in areas linked with 10. International Trade, such as the protection of intellectual property rights, standardisation and certification and sanitary and phytosanitary measures; 11. Formulation of Sector Export promotion strategies; 12. Enabling the business community to participate in national and international trade fairs, exhibitions, specialized fairs and trade missions; 13. Enhancing export activities, especially through capacity building in all trade-related areas; and encouraging inter business enterprise linkages, networks and cooperation at national, regional and international levels; 14. Participating in Trade Negotiations, compatible with the rules of the WTO that remove, progressively, barriers to trade between parties to trade arrangements and enhance cooperation in all areas relevant to trade. 15. 9 A host of promotional activities have been implemented by ZDA both at home and outside to raise greater awareness about Zambia s Non-Traditional Exports and the potentialities in the international market. Some of the activities are: Active participation in specialised and general trade fairs within Zambia and in target export markets to which suitable export oriented firms are invited Conducting research in potential and target markets as a way of expanding Zambia s share of the global market. Undertaking trade missions in target markets to identify new areas of trade for the Zambian exporter. Carrying out an annual audit to evaluate and determine the performance of the export sector in Zambia, after which a comprehensive report is produced indicating the products, exporting companies, the target markets and the values in terms of foreign exchange. It also shows the successes, constraints and recommendations. Collaborating with diplomatic missions, import promotion organisations, chambers of commerce, producer associations and trade related bodies to position Zambian exports in the international market. Organising training programs and seminars/ workshops on topical issues affecting the export sector in Zambia. Making recommendations to government in areas relating to policy, development and promotion of non-traditional exports for possible ratification. Linking exporters to the global market ZDA makes profitable business connections with the international market by linking Zambian exporters with importers. This is done by providing contact details, price lists, product specifications and country profiles of both potential and target markets to which suitable Zambian products are exported. The task is made easier with the use of the most up-to-date and accurate information sources. These are available at ZDA Information Resource Centre. 10 HINTS FOR NEW EXPORTERS Prepare for international marketing through business in local market. Acquire the regional technical expertise before venturing into exporting. Know why the company should enter the export market and what its international marketing goals are. Develop formal export marketing plans and strategies. Choose export markets carefully. Adopt marketing strategies that add value to the company s products. Aim at a specific market niche rather than the mass market. Know key buyers for company s products in the target market. Be creative in finding solutions to marketing bottlenecks. Assign a key company officer to oversee export operations. EXPORT PROCEDURES AND DOCUMENTATION Zambia now has one of the most liberalised and simplified export procedures. Rules and regulations pertaining to the export of non-traditional exports are non-restrictive. Exports of grain are however sometimes subject to seasonal regulation to forestall shortages. In some cases, exporters are required to secure authority documents or other necessary certificates for export consignments of veterinary items, botanical items and submit them to customs General Procedures General procedures comprise the following: i. Obtain the Customs and Excise Declaration Form CE 20 from the Zambia Revenue Authority and indicate on it the range and value of products meant for export. ii. Get a stamped certificate of origin from the Zambia Revenue Authority for each of the markets you are about to export to, a. SADC Certificate of Origin for exports within SADC. b. COMESA Certificate of Origin for exports within the COMESA region c. AGOA Certificate for exports to USA under AGOA eligible products, d. EUR 1 Certificate for exports to the EU and; e. Generalized System of Preferences (GSP) certificate of origin for those markets offering preferences under that regime. iii. At the time of exporting the consignment, the exporter should submit the Customs and Excise Declaration form 20 accompanied by the following documents to customs officials at ports of exit: a. Commercial Invoice b. A Packing List c. A certificate of origin (duly signed by approved authorities where applicable) d. Shipping consignment notes (airway bill/bill 8 of lading) e. 11 2.2.0 Specific Procedures Animal and Fish Products Obtain the quality certificate from Veterinary Department before exporting meat and livestock out of Zambia (International Sanitary Certificate) Live Animals Obtain the veterinary certificate from the Veterinary Department before exporting live fish and live animals (including poultry) Plant products and Seed Acquire a phytosanitary (SPS) certificate from the Zambia Agriculture Research Institute (ZARI) at Mount Makulu Research Station in Chilanga for agriculture products such as seeds, stems and fruits. Seed certificate for seed can be obtained from Ministry of Agriculture and livestock, Agribusiness and Marketing Department Cereal Products Obtain an export permit for prohibited food products such as maize, maize meal, wheat and wheat flour from Ministry of Agriculture and Livestock, Agribusiness and Marketing Department (Import and Export Permit Office) Precious and Semi-precious Stones The Mineral Export Permit for gemstone exports should be acquired from the Ministry of Mines, Energy and Water Development (Mineral Export Permit) Chemical and Chemical Products Obtain permit from Zambia Environmental Management Agency (ZEMA) for agricultural and other chemicals. Acquire an Export permit from Ministry of Health for dangerous drugs Wood and Wood Products A Clearance Certificate for Timber Export should be obtained from the Forestry Department in addition to the certification mark from the Zambia Bureau of Standards. 12 ABOUT ZAMBIA Fact Sheet Location: Capital City: Located in the Southern African Sub-region, Zambia is a landlocked country bordered by the DR Congo, Tanzania, Angola, Namibia, Malawi, Mozambique, Zimbabwe and Botswana. The mean altitude rises about 1200 meters above sea level and the country is situated between latitude 8 and 18 degrees east and longitude 22 and 34 degrees south. Lusaka Land Surface: 752,614 Km 2 Climate: Zambia s geographical position and high altitude provides the country with sub-tropical vegetation and climatic conditions. 14 ECONOMIC REVIEW Zambia Macroeconomic Overview Zambia s economic growth is currently undergoing a slump compared to recent years where it experienced a record high of 7.3% in Nonetheless, the economic growth of 5.6% in 2014 is still higher than the average Sub Saharan Africa s growth rate of 4.8%. The decline in growth has been due to the drop in international prices of copper, the main export commodity of the country. 16 Figure 1: Trend in Annual Inflation Rates ( ) Source: CSO 2014 Economic Objectives The specific macroeconomic objectives have been set as follows: achieve real gross domestic product growth of above 7.0 percent, attain end-year inflation of no more than 6.5percent, limit overall fiscal deficit to 6.6% of GDP and domestic borrowing to 2.5% of GDP; and Maintain gross international reserves of at least four months of import cover. Fiscal Outturn Government's fiscal policy is focused on achieving a domestic budget surplus, through the continued adherence to a cash budget, improved revenue collection and strict control of expenditures. Other fiscal policy objectives are focused at reducing public debt so as to increase liquidity available to the private sector for investment and increasing social sector expenditures in order to alleviate poverty Exporter Directory 16

17 Investment Opportunities and Incentives Zambia is a multi-party democracy and provides a market-oriented liberalized economic environment in a strife-free, multicultural society. The Zambian Government welcomes investors across sectors and the laws relating to investment have provided for incentives aimed specifically at increased levels of investment and international trade, as well as increased domestic economic growth. The country's central location in the region, as well as a combination of the following key strengths makes it an ideal investment location: Abundance of natural resources and manpower, which are highly under-utilized. 18 Fiscal Incentives and Qualifying Thresholds The Act provides for investment thresholds that have to be met to qualify for fiscal and nonfiscal incentives. Projects that qualify may be new or existing ones undergoing expansion or modernization. There are five categories of investors who can be considered under the ZDA Act. 1. Investors who invest not less than US$500,000 in the Multi Facility Economic Zones (MFEZ) or a priority sector or product under the ZDA Act, are entitled to the following fiscal incentives: (i) (ii) Zero percent tax rate on dividends for 5 years from year of first declaration of dividends. Zero percent tax on profits for 5 years from the first year profits are made. For year 6 to 8, only 50 percent of profits are taxable and years 9 & 10, only 75 percent of profits are taxable. (iii) Zero percent import duty rate on capital goods, machinery including trucks and specialized motor vehicles for five years. In addition to fiscal incentives, the above category of investors is entitled to the following Non- Fiscal incentives; (a) Investment guarantees and protection against state nationalization; (b) Free facilitation for application of immigration permits, secondary licences, land acquisition and utilities 2. Investors who are designated as micro or small enterprises under the ZDA Act, in addition to the applicable general incentives, are entitled to the following incentives: For an enterprise in an urban area the income shall be exempt from tax for the first three (3) years. For an enterprise in a rural area the income shall be exempt from tax for the first five (5) years. 3. Investors who invest an amount not less than US$250,000 in any sector or product not provided for as a priority sector or product under the Act. Investors who invest not less than US$250,000 in a project located in a rural area under the ZDA Act. It was followed by South Africa which claimed 22% of the market share. The rest of the world shared 15%. Meanwhile, much of the other NTE markets were African countries namely Zimbabwe (8%), Malawi (6%), Kenya (2%), Namibia (4%) and Tanzania at (2%). 23 Zambia s Export Performance ANIMAL PRODUCTS Industry Structure The Animal Products Sector comprises products derived from animals, which include fresh eggs, fresh fish, dried fish, milk and milk products and beef and beef products. Others are game meat, game trophies, crocodile meat, dressed chickens, pork and pork products, veal, mutton and edible and ornamental fish. The main markets accessed by Zambian animal include Congo DR, Angola, Tanzania and Malawi. The main export products are fresh milk, frozen meats, and fresh eggs. Zambia has a low share in a slow growing market for animal products and the main export markets are in the region. 33 Electricity Background The major distribution networks falls under the Zambia Electricity Supply Corporation (ZESCO) the national electricity utility, which was successfully commercialised in The corporation operates and maintains a high voltage transmission system. It is also responsible for all electrical power imports and exports in the country and provides retails services to all but the largest mining customers on the Copperbelt. Industry Structure The electricity supply industry in Zambia mainly comprises of a vertically integrated state utility, Zambia Electricity Supply Corporation, and an energy service company, Copperbelt Energy Corporation (CEC) that purchases power from ZESCO and supplies it to the mines. In addition, Lunsemfwa Hydro Power Company, an independent power producer and some smallscale solar based energy service companies supply power to some rural areas. ZESCO has total generation capacities of 1, 841 MW hydro and 8 MW diesel, and representing 99% and 1 % of generation mix, respectively. Additionally, the company owns approximately 39,000 km of power transmission and distribution lines and has an installed substation capacity of 5,000 MVA in power transformation. ZESCO has four licenses for its strategic business units of generation, transmission, distribution, and supply. It is legally mandated to apply annually for tariff adjustments under the Electricity Act. The sustained economic growth in Zambia has necessitated the need for ZESCO to embark on various generation, transmission and distribution projects in order to meet theincreased demand for electricity. Zambia has abundant energy resources with huge hydro power resource potential. 34 The last five years have seen dramatic rises in the cost of major inputs (copper, steel, aluminium and oil) in the manufacture of electrical equipment used by ZESCO. This is translated into the increases in the cost of generation, transmission and distribution of electricity. Although ZESCO has been mitigating the price increases as a result of higher cost of materials and oil with cost reduction and control measures, these rising costs have resulted into ZESCO s operating costs increasing substantially. Notwithstanding the recorded steady economic growth, the majority of Zambians still do not have access to electricity. The national rate of access to electricity is currently at 20 %, with an access rate of 40 % in urban and peri-urban areas, and a 2 % access rate in rural areas of the country. Electricity is predominantly consumed by the mines, accounting for just over 50 % followed by industrial and agricultural customers that take up about 23 % of total consumption. Households consume about 16 % of the total amount of electricity sold. In order to avert the power deficit in the generation capacity of electricity which has come about due to the non-development of the new generation, ZESCO has embarked on the expansion of Kariba North Bank Power Station and construction of Itezhi-tezhi Power Station. The current life line tariff is also being reviewed and measure being put in place to replace it with a more efficient and broader social tariff structure that will cut down on the existing high levels of cross subsidization and target the intended beneficiaries. This is expected to help reduce the strain on utilities revenues. ZESCO also remained susceptible to exchange rate movements as most of its transactions are foreign currency. In order to address the above challenges, ZESCO has embarked on short-term and long term strategies aimed at increasing generation capacity and promotion of use of energy saving methods. Production Capacity 42 ZESCO is a member of the Southern African Power Pool (SAPP), the SADC region's electricity market. ZESCO's power system is connected to Zimbabwe through the 330 kilovolts interconnector at Kariba, to Congo DR through the 220 kilovolts Victoria Falls-Katima Mulilo interconnector at Sesheke. The interconnection to these countries means that ZESCO is able to engage in power trade and import power when faced with a power deficit. Zambia's biggest hydropower station is Kafue Gorge at 990 megawatts while Kariba North Bank comes second at 720 megawatts, with Victoria Falls at 108 megawatts and little known Lusiwasi at 12 megawatts. Export Markets Key export markets for electricity export were Namibia, Zimbabwe, Botswana, Congo DR, Tanzania, South Africa and Mozambique.. The export earnings of ZESCO increased from US$75.56 million in 2013 to US$82.00 million in The increase in export of electricity is largely attributed to increased power generation as a result of on-going rehabilitations and up-grading of the power plants around the country. 42 Floriculture and Horticulture Floriculture Background The Zambian Floriculture sector is largely related with summer flowers and cut flowers. Supported by climate conditions that favor growth, production of fresh flowers has steadily been increasing, with floriculture becoming one of Zambia s leading export subsectors. Cut flowers comprise mainly roses that are usually grown for export by key exporters namely Ambrosia, Annabel farm, Dalyrose Limited, Enviro Flor, Esquire Roses, Floribo (z), Gwaza Holdings, Hortil Limited Jakana Estates, Khalamazi among others. Most companies in this sector maintain their membership with the Zambia Export Growers Association (ZEGA) which is a professional and independent body that seeks to promote the interests of all growers wishing to export fresh produce from Zambia. ZEGA aims at producing an efficient and adequate air freight service to exporters, technical support services and training to members, advice on sources of finance and information on marketing opportunities. It has developed a uniform standard to protect the image of Zambian Fresh Produce Exporters in the export market. The following standards have been included in the ZEGA code of conduct: storage, use and disposal of pesticides; workers welfare; good agricultural practice and protection of the environment; and due diligence in the production, harvesting, grading and packaging of produce. There are over 60 types of roses which include tropical amazon, golden gate, red calypso, first red, poeme, noblesse, prophyta and tyneke. Other varieties are baroness, supplesse, golden times, grandgalla, sapphire and akito. While the main varieties of summer flowers include hypericums, solidago, rudbekia and liatris. Export Markets In 2014, export earnings recorded from the sector amounted to US$ million compared to the previous year s earnings of US$ million denoting a decrease 56.9% %. 43 Horticulture The horticulture sector is of great importance to the Zambian economy in that it does not only contribute to income generation and poverty reduction but also generates employment. The sector employs well over 8,000 people of which more than 50% are women. These women are widely engaged during growing and packing stages of the chain. Most of the employees on the horticulture farms support an average extended family, which effectively increases the total number of people whose livelihoods depend on earnings from these sectors. The industry has a total estimated irrigated land exceeding 5,000 hectares. One of the prime areas of expansion has been in the growing of fresh vegetables and development in the sector has been marked by investment in year- round irrigated mechanized production by medium and large scale farmers. Zambia s horticulture sector also comprises commercial companies who grow mainly for the export market and small scale farmers who mainly grow for the domestic market. Most of the growers are members of ZEGA and implement the ZEGA code of practice. The vegetable producers also engage out grower schemes which ensure production and volumes. This provides another alternative for economically empowering the low-income group in the country. Firms intervene in provision of seeds, fertilizers, training and other forms of support. They strictly supervise the growing of vegetables to ensure that international market phytosanitary standards are well met. Thus apart from ensuring food security for small growers, 55 economic empowerment is guaranteed. 47 Garments and Textile Industry Background The Zambian Textiles and Garments Industry is largely cotton based and encompass cotton ginning, spinning, weaving, dying and printing. Its importance not only lies in its capacity to contribute to the economy through foreign exchange earnings but also its ability to create employment, attract investment and spur industrial growth through backward linkages in cotton ginning and forward linkages in weaving an garment production. The abundant good arable land and plenty of sunshine successfully enables the growth of long fiber cotton that gives Zambian producers a competitive advantage. Industry Structure The private sector has taken up support to out grower schemes in order to stimulate the sector further. The Zambian Textile producers see themselves as customized producers that are able to tailor their production to meet the changing buyer s requirements in the export market. Most companies have been able to build very strong relations with their customers, which has carried them through many global challenges affecting the sector, including price shocks. For the garment manufacturers, vast growth opportunities exist under the African Growth and Opportunity Act (AGOA) of the United States of America. 51 Gemstones Background Zambia is endowed with significant variety of high-quality gemstones throughout the country, notably emerald, tourmaline, aquamarine, amethyst, garnet, citrine, topaz, agate, rose and crystal quartz, malachite and beryl. The country boasts of being endowed with the second largest share of emeralds deposits in the world and produces about 20 % of the global emerald supply. There is still very little value addition being done to the gemstones as most of it is being exported in their natural raw form. The structure under which gemstones are produced and marketed is failing to maximize revenue for government and is instead leading to losses through under declaration and smuggling. In order to achieve proper regulation as a result of the sector not being well regulated, there is need to enact separate laws from the laws that govern base metals. 55 Handicrafts Sector Background Handicrafts and Curios play a very important role in representing the culture and traditions of any country or region. Handicrafts are a substantial medium to preserve rich traditional art, heritage and culture, traditional skills and talents which are associated with people s lifestyle and history. Handicrafts also have functional use as home and living accessories, gifts and art objects, fashion accessories or in other lifestyle applications such as hospitality. 59 Leather and Leather Products Background The leather industry in Zambia is based on the livestock and wildlife as sources of raw materials, comprising mainly bovine hides, sheep and goat skins and crocodile skins as well as skins from wild animals. Zambia currently has five tanneries, with total installed capacity of 1,700 hides per day and utilisation standing at 65%. The quality of hides and skins has also been compromised by damages caused by low flaying skill levels in abattoirs and inadequate flaying equipment, particularly pneumatic knives. Tanneries are also challenged by inadequate and old machinery and technologies that are not commensurate to current market demand. Low levels of skills have had a negative impact on productivity as well as the ability of tanners to maximise the full potential of available technologies and machinery. 70 Petroleum Products Background Zambia s petroleum products are wholly imported and there is a huge potential for renewable energy sources. Petroleum and coal are mainly used in commerce and industry. Zambia's total petroleum requirements are met through imports because the country does not have any proven reserves of crude oil. The petroleum industry in Zambia is made up of TAZAMA Pipelines, which is owned, by the Governments of Zambia and Tanzania, Indeni Refinery, which is jointly owned by the Government of Zambia and an international oil company, Total Outre mer and the Ndola Fuel Terminal, which is also owned by the Government of Zambia. There are 18 Oil Marketing Companies (OMCs) involved in the distribution and retailing of petroleum products. The downstream is also made of various fuel transporters and dealers contracted by OMCs to transport fuel by road from the fuel terminal and operate service stations respectively. The wholesale petroleum prices are regulated by the ERB due to the monopolistic nature of the industry. Indeni currently carries out the importation of feedstock. With respect to pump prices, the Government liberalized pump prices in June 2001 as part of its economic reforms. ERB therefore takes on an ex-post monitoring role for pump prices whilst regulating ex-refinery gate prices. There are established margins for OMCs, dealers and transporters and ERB ensures that prices remain in a reasonable band to ensure that the consumer is not overcharged. The petroleum products portfolio in Zambia falls under the Ministry of Energy and Water Development which provides policy framework and monitors policy implementation. The subsector like all sectors of the economy has been liberalized. Therefore, in order to ensure that both consumers and energy undertakings derive maximum benefit from this shift in policy, an energy regulator known as the Energy Regulation Board was set up in Industry Structure 2015 Exporter Directory 70

71 Industry Structure All Oil Marketing Companies in Zambia are required to be registered with the Energy Regulation Board as indicated under the Energy Regulatory. All petroleum products are currently imported in the form of spiked crude oil transported through the TAZAMA pipeline and refined at INDENI Petroleum Refinery. The Oil Marketing Companies uplift the refined products from the Ndola Fuel Terminal and distribute them for sale to service stations and commercial customers such as the mines. Oil Marketing Companies can also import processed petroleum products by rail and road, but prefer to uplift the product from Ndola Fuel Terminal due to the fact that the landed cost of products imported by rail and road is relatively higher than the ex-refinery gate price. The major players in the Petroleum industry are Tazama Petroleum Products Limited, Spectra Oil Corporation Limited, Total Zambia Limited, Afrox Zambia Limited and AGS Trading Limited. In 2014, export earnings recorded were US$19.5 million compared US$64.66 million recorded in 2013 representing a reduction of 69.8 %. 74 Primary Agriculture Background Primary agriculture is one of the critical sectors contributing greatly to Zambia s economic development, more so to Non- Traditional exports. In the past few years, the agriculture sector has recorded tremendous growth both in terms of national production as well as export earnings especially in the major export products that include Tobacco, Cotton and Coffee. Other products in the sector include maize, tea, sorghum, beans, millet, groundnuts, rice, seed and wheat. The seed sector has also become increasingly important not only in Zambia but also within the region. The agriculture sector has continued to be a key sector in the development process of Zambia. As such the sector has continued to receive priority attention by the government through increased budget support aimed at increasing agriculture productivity to ensure food security, income generation, creation of employment opportunities and poverty reduction. In 2014, the agriculture sector grew by 93.89% compared to 72.54% in This was greatly attributed to increased output in maize which grew by 8.0% to a record of 3.0 million metric tonnes. Other crops that contributed to this increase include wheat, soya beans, Irish potatoes, sorghum, virgina tobacco, burley tobacco and groundnuts. The increase in production was largely due to favorable weather conditions as well as increased number of beneficiaries under the Farmer Input Support Programme from 500,000 to 890,000. 75 Tobacco This sector is comprised of commercial, medium and small scale farmers. The sector produces approximately 38.3 Metric tonnes annually of which 37.5 Metric tonnes representing 98% is exported. The subsector has in the past few years been contributing largely to export earnings with future projections showing further growths. New entrants in the subsector have immensely contributed towards increased yields and subsequent export earnings. Cotton Lint The Zambian cotton sector has during the last several years recorded consistent growth in production. It is estimated that nearly 1,400,000 people out of a total national population of 10,500,000(13.5%) are directly dependent on the cotton industry for part of or their entire livelihood. This shows how critical the cotton sector is to the overall contribution to economic growth. The subsector has received a massive investment from new and existing players. New ginneries have been set up as well as more farmers have ventured into cotton growing. Coffee This sector is regulated by the coffee board of Zambia with the marketing activities coordinated by the Zambia Coffee Growers Association. Currently there are 70 large scale coffee growers and 500 small coffee growers. Coffee growers in Zambia are concentrated around Lusaka, Mazabuka, Mkushi, Copperbelt, Luapula and Northern Provinces. Tea The sector has one significant company called Kawambwa Tea which runs a plantation in Luapula Province in Zambia. The company has plans to expand its production. Maize Maize is Zambia staple crop and is grown in almost all parts of the country. However vast commercial farming is concentrated along the line of rail and the northern part of Zambia. 80 Processed and Refined Foods Industry Background The processed foods sector has been identified has been identified as one of the priority growth sectors by the Sixth National Development Plan (SNDP) as well as the Zambia Development Agency Act. This is primarily because it provides forward and backward linkages with other sectors such as agriculture, fisheries and livestock. The processed and refined foods sector is therefore well placed to stimulate development by increasing employment in the agriculture and manufacturing sector, promoting skills and technological transfer and thereby reducing the poverty levels in Zambia. Zambia possesses great potential for developing a diversified range of products for export as her prospects for agricultural growth and development of related agro processing industries are good. This is evidenced by the fact that the country is abundantly endowed with the natural resources needed for agriculture development; a good climate, plenty of arable land and abundant water resources. Industry Structure The premier export earner of this sector is the sugar industry, with other important industries involved in grain milling (both maize and wheat). Other products include tomato pates, jam, peanut butter, dried fruits and vegetables, sun dried tomatoes, pineapple chunks, baked beans, onion and tomato mix. Value addition to locally produced products, the agro processing sector through processing is the key linkage to primary sectors like agriculture offering potential avenues for product development. In 2014, the sector s export earnings fell by 33.3 % from US$ million in 2013 to US$ million in the year under review. Having experienced a major growth in the preceding year, the major fall in the year under review was attributed to the depreciation of the Kwacha which led to the increase in the cost of imported inputs and transportation within the country. This ultimately caused the commodities produced to be more expensive than before and therefore less competitive on the international market. In terms of contribution to the NTE earnings, the sector contributed 15.65% The major exports markets for the processed and refined food sector were the Congo DR, South Africa, Zimbabwe, Botswana, Namibia, Tanzania, Malawi, Kenya, Burundi, Congo Brazzaville and Rwanda. 88 Wood and Wood Products Background Zambia is well endowed with forest resources that play an important role in the development of the national economy and in improving the living standards of people. The wood and wood products industry is highly fragmented comprising of several pit-sawyers especially those exploiting indigenous species that tend to have limited capacity to process timber further in order to add value to it. These are mostly located in Western, Southern, Eastern and North- Western provinces. On other hand, the major players in the industry have invested in modern machinery for processing of timber into value added finished products. The products manufactured and exported in this industry, include particleboards, railway sleepers, soft and hardwood-sawn timber, treated transmission poles, doors and frames, parquet tiles and edge glued panels. Other products are: garden tables, benches, timber frame houses and laminated kitchen boards. Industry Structure The industry currently has two producer associations namely Timber Producers Association of Zambia and Lumber Millers Association. It is dominated by the following exporting companies; Bisonite Zambia Plc, Sikale Wood Limited, Mangamu Timbers, Fallsway Timber Ltd, Copperbelt Forestry Timbers, Lithoprint Investment, Sasha Timbers, Setrec Steel and Wood Processing Ltd. Constraints affecting the sector include intermittent power supply cuts, high cost of transporting, lack of cheaper development finance to source value adding equipment, absence of downstream industries, illegal timber exploitation and under-valuing of harvested timber.
