2 MANAGEMENT AND ADMINISTRATION Briefing meeting with Mr. Paul Mashatile, Minister of Arts and Culture, South Africa On 9 th September 2013 a delegation led by the Chairperson of the African World Heritage Fund Board of Trustees, Mr. Sibusiso Xaba, met with Mr. Paul Mashatile, Minister of Arts and Culture, South Africa. The meeting took place at the Minister s Office in Pretoria, South Africa. The meeting was convened to brief the Minister on the AWHF fundraising activities. The forthcoming AWHF Side Event was discussed at length. The Chairperson of the African Union Commission (AUC) H.E. Dr Nkosazana Dlamini Zuma has accepted to organize a Side Event at the occasion of the 22 nd African Union Heads of State Summit in January At the event the Chairperson will sensitize the Heads of State and decision makers on the role of AWHF on the continent and urge the Heads of State to support the AWHF fundraising efforts. Meeting with the Minister of Culture, Mr. Paul Mashatile The Director of the Fund Dr. Webber Ndoro appealed to the Minister s support towards planning of the event. As host Country, the minister reiterated South African government commitment to the operations of the Fund. The Minister also called upon other African Countries to support financially the operations of the Fund. 2

3 AWHF signs Partnership Agreement with the Brazilian National Historical and Artistic Heritage Institute (IPHAN) and the Lucio Costa Centre (CLC), Brazil A meeting of the African Portuguese Speaking Countries (PALOP) was held in Brazil from the 9 th to 13 th September 2013 to discuss and develop a 4 year joint program for PALOP countries. Angola, Mozambique, Sao Tomé and Principe and Cape Verde attended the meeting. At the occasion Lucio Costa Centre and AWHF signed a Memorandum of Understanding for collaboration on various programmes. Participants at PALOP meeting, Brazil New Staff at AWHF Ms. Mtotha AWHF is pleased to welcome Ms. Comfort Mtotha from Malawi who joined AWHF in September. Ms. Mtotha is on a three month internship supported by the Norwegian Ministry of Foreign Affairs through the Implementation of the 2 nd Periodic Report for Africa programme framework. Comfort is an ethnographer at the Museums of Malawi and has a Bachelor's Degree in Humanities. AWHF is also pleased to welcome Ms. Tintswalo Shabangu at AWHF. Ms. Shabangu joined the AWHF team in September to support the administrative functions at AWHF. Ms. Shabangu has wide experience in administration having worked for the Development Bank of Southern Africa for six years. Ms. Shabangu 3

4 MAKING THE WORLD HERITAGE LIST CREDIBLE Nomination Training Course for English Speaking Countries The 2 nd Workshop on Nomination training Course for English Speaking Countries in Africa was held in Entebbe Uganda from the 29 th July to 10 th August Sixteen (16) participants from the Historic city of Asmara (Eritrea), Navrongo Cathedral (Ghana), Thaba Bosiu National Monument (Lesotho), Bunce Island and Gola Rainforest and National Park (Sierra Leone), Barbeton Mountains (South Africa), Bigo bya Ntusi (Uganda) and Ziwa agricultural landscape (Zimbabwe) attended the workshop. AWHF is grateful to the Norwegian Ministry of Foreign Affairs, UNESCO and the government of Uganda for supporting the training course. Field session at Ntusi, Uganda 4

5 CONSERVATION OF HERITAGE PLACES Implementation of Second Periodic Report in Africa Field Project Risk Management 9 th -27 th September 2013, Mauritius The African World Heritage Fund in collaboration with the Centre for Heritage Development in Africa (CHDA) and the Ministry of Culture, Mauritius organized a field project on Risk Management at Le Morne Cultural Landscape World Heritage Site in Mauritius from 9 th to 27 th September Ten (10) participant from Namibia, Zimbabwe, Malawi, Egypt, Gambia, Kenya, Zambia, Seychelles, Swaziland, and Lesotho and 20 local participants took part in the field project. Field session at Le Morne Cultural Landscape World Heritage Site Mauritius The project focused on 3 different themes: risk assessment; conservation interventions; and community initiatives. The risks and threats at Le Morne Cultural Landscape were assessed as well as the state of conservation of the property. Le Morne is threatened by coastal erosion, pollution, fire and increasing urban development. A draft risk preparedness plan was formulated to tackle these issues. The project also offered a forum for the participants to share their experiences for better management of heritage resources. AWHF is grateful to the Norwegian Ministry of Foreign Affairs and the Government of Mauritius for supporting the field project. 5

6 FUNDRAISING AND COMMUNICATION AWHF attends the 20 th Session of the United Nations World Tourism Organization (UNTWO) Victoria Falls Zimbabwe/Zambia At the occasion of 20 th session of the United Nations World Tourism Organization (UNWTO) General Assembly, which took place in Victoria Falls Zimbabwe/Zambia from the 25 th to 29 th August 2013, AWHF organized Ministerial roundtable discussion on the Role of Heritage as a Catalyst for Economic Development and the Promotion of Tourism. The meeting was attended by ministers of Tourism, Culture and Home Affairs from South Africa, Tunisia, Ethiopia, Paraguay, Zimbabwe and Zambia. AWHF also organized an exhibition which was officially opened by the Minister of Home Affairs of Zimbabwe and the Minister of Arts and Heritage of Zambia. The exhibition generated a lot of interest in AWHF s programmes. Consortium of African Funds for Environment (CAFÉ) General Assembly in Madagascar The 3 rd General Assembly of Consortium of African Funds for the Environment (CAFÉ) was held in Antsiranana, Madagascar from 19 th - 20 th September In partnership with RedLac, a training workshop on governance for Conservation Funds was held with its current and new members. Strategic Meetings were held with the Ambassadors of Morocco, Algeria, Finland and Denmark during this quarter, to thank and update them on the progress of the Fund and explore possibilities of further collaboration. 7 AWHF signs five year Funding Agreement with the governments of Namibia and Lesotho The African World Heritage Fund (AWHF) signed a five year funding agreement in September 2013 with the government of Namibia and Lesotho. Namibia shall contribute One million Namibian Dollars (N$ 1,000,000) annually to the African world Heritage Fund. Lesotho will contribute one hundred thousand Rands (ZAR 100,000) annually to the Fund. Countries which have so far signed funding agreements with the Fund include Corte d Ivoire, Morocco, Namibia and Lesotho. AWHF would like to thank the governments of Namibia, Lesotho, Corte d Ivoire, Morocco for taking the lead in signing formal commitment to support the activities of the Fund. Plans are also underway to sign funding agreements with other countries including Angola, Togo, Burkina Faso and Congo. UPCOMING EVENTS (OCTOBER DECEMBER 2013) Regional Workshop on Harmonization and updating of Tentative Lists for Southern Africa Regional workshop on harmonization and updating of Tentative Lists for Southern Africa will be held on the 28 th to 1 st November 2013 in Johannesburg South Africa. The workshop is organized jointly by the African World Heritage Fund and the Department of Environmental Affairs (South Africa). The main objective of the workshop is to bring together about heritage managers from Zambia, Malawi, Botswana, Namibia, Angola, Zimbabwe, Lesotho, Swaziland, Mozambique and South Africa with the aim of assisting the State Parties concerned to update and identify the most significant cultural and natural sites of international importance for possible nomination in the near future. World Heritage experts will introduce to the participants basic concepts and practice of preparing World Heritage Tentative Lists. Risk preparedness workshop, 25 th November 6 th December 2013, Tunisia Risk preparedness workshop for French Speaking Countries will be held from the 25 th November to 6 th December 2013 in Tunisia. The principal objective 7 of the training workshop is to provide an overview of the various aspects of disaster risk management of cultural heritage properties. Cultural heritage properties are increasingly being

8 exposed to different threats. There has been a realization that there is lack of capacity in dealing with risk, both as a threat to heritage properties at sitelevel and regional-level. The training workshop will be site specific, aiming at enhancing the knowledge and building capacity of heritage practitioners, disaster risk professionals and communities on risk preparedness and the mechanisms for protecting, conserving and managing cultural World heritage properties. The workshop will be implemented by Ecole du Patrimoine Africain (EPA) in collaboration with AWHF and the Ministry of Culture, Tunisia. The call for applications is currently out Please follow the link for the requirements and application form: The deadline for applications is the 11 th of October nd Workshop Nomination Training Course for French Speaking Countries The 2 nd workshop of the Nomination Training Course for French Speaking Countries will be held in Grand- Bassam World Heritage Site, Cote d Ivoire from 28 th October to 6 th November This course aimed at training heritage professionals on the preparation of nomination dossiers, will be implemented by by Ecole du Patrimoine Africain (EPA) in collaboration with AWHF and the government of Cote d Ivoire. Participants from Medine Fort and Komoguel Mosquee (Mali); Nkoma sacred mountain (Burundi); Archei region Cultural and Natural landscape and Rock Art, The National Park of Zakouma (Chad); Sites of ancient metallurgy (Burkina Faso); Itombwe natural sites (DRC); Loango site (Congo); Azagny National Park, Ehotilé Islands, Mosques with Sudanese style and the Ahouakro Archaeological Park (Cote d Ivoire) will attend the workshop.
