Minister addresses delegates and officially opens the meetings Meetings, Workshops and Conferences 50 th SAPP Management Committee Meetings The 50 th SAPP Management Committee meetings were held in Livingstone, Zambia from 26 February to 1 March. The meetings were organised under the theme SAPP leveraging on the current excess generation to promote regional interconnectivity and electricity trading in the SADC region. The meetings were Officially SAPP Management Committee meeting delegates with Zambian Government Officials
2 2 Crime Prevention Working Group Meeting The Crime Prevention Working Group (CPWG) convened a meeting from 1 to 2 February in Swaziland. Reports from utilities indicated an increase in the number of vandalism and theft of Network infrastructure between July and December, 2017 as compared to the same period in It was noted that the main targets are underground and overhead copper cables as well as transformers and transformer oil. This is resulting in massive losses of revenue as well as black-outs in affected areas and consequently massive ripple effects on the system. Members continue to implement strategies to combat various forms of theft and vandalism. Operating Sub Committee representatives from the two power pools is scheduled for 9-10 April in Pretoria, South Africa to review the proposed markets migration and operational aspects. Integrated Demand Management Meeting The SAPP Integrated Demand Management Working Group (IDMWG) held its last meeting for the financial year 2017/18 in Windhoek, Namibia from 15 to 16 February. Each SAPP power utility reported on its energy savings from IDM initiatives and it was noted that all the utilities are migrating from compact fluorescent lamps (CFLs) to light emitting diodes (LEDs) which are much more efficient. A cumulative saving of 2878 MW was reported to date. The Working Group is currently preparing a proposal for Measurement & Verification (M&V) framework for the shortterm. The IDMWG also deliberated on the update from the Climate Technology Centre Network (CTCN) project which aims to lay foundation to develop funding proposals at national and regional level. There is a proposed meeting between CTCN, SAPP and the Southern African Centre for Renewable Energy and Energy Efficiency (SACREEE) to forge the best way of coordinating relevant projects and further discuss opportunities to access other funding facilities. Members of the Crime Prevention Working Group during an excursion of the Gobholo Cave in Swaziland SAPP EAPP Transmission Integration Study Workshop The SAPP and EAPP delegates attended the second workshop on the SAPP - EAPP Transmission Integration Study being supported by the World Bank. The workshop took place from 6 to 8 February in Dar es Salaam, Tanzania. The objective of the workshop was to verify the assumptions and draft findings by the consultants, Aurecon in order to identify any further gaps that need to be addressed. 3 3 Africa Energy Indaba The SAPP hosted a separate side event showcasing SAPP Markets, Planning and Projects activities during the Africa Energy Indaba held at Sandton Convention Centre, South Africa from 20 to 21 February. System Operations System Disturbances Three SAPP system disturbances were reported in the month of February. The first one was due to human error and it affected Cahora Bassa power plant in Mozambique. In the second one, the 330 kv Mozambique - Zimbabwe interconnector tripped on over-voltage protection following a through-fault from the distribution system. The third one affected a 400/330 kv interconnection transformer in Zimbabwe which tripped on neutral voltage displacement protection. Refer to Figure below for the general outlook of reported SAPP system disturbances. generator no. 3 (in Botswana) was out for annual maintenance. Kariba North generator no. 1 (in Zambia) was taken out of service for runner upgrade and maintenance of the generator transformer. Electricity Trading Energy Traded Trading in the market was significantly lower during the month of February when compared to January. Total traded volumes on the Day Ahead market (DAM), intra-day market (IDM), Forward Physical Market Monthly (FPM-M) and Forward Physical Market Weekly (FPM-W) decreased by 46.7% to 119,926.70MWh in the month of February, from the January volume of 224,919.90MWh. This was lower than volume traded in February Below is the overview of volumes traded in DAM, IDM, FPM-M and FPM-W for the month of February. Reported SAPP System Disturbances Equipment Outage Maintenance work was carried out without affecting energy interchange among members. Notably, the Kariba South generators no. 3 and 4 (in Zimbabwe) were out of service for maintenance of the generator transformer and replacement of an HV cable. Morupule B Traded Volumes in MWh in DAM, IDM, FPM-W and FPM-M for the month of February. Market Clearing Prices Non off-peak prices increased by 1% from 6.17USc/KWh in January to 6.23USc /KWh in February. Off Peak prices also increased by 13% from 2.96USc/KWh in January to 3.34USc/KWh in February.
4 4 The average price for the Peak period was lower by 1.9% at 9.20USc/KWh in February from the January average peak price of 9.38USc/KWh due to less demand for peak power during this period. Standard period average prices increased from the January average prices of 6.5USc/KWh to 6.7USc/KWh in February. The average Off Peak price also increased by 2% from 3.09USc/KWh in January to 3.15USc/KWh in February. The monthly average Day Ahead market clearing price (MCP) was slightly lower during the month of February at 4.89USc/KWh when compared to the 5.12USc/KWh recorded in January. Update on SAPP Projects Mozambique Zambia Interconnector The consultants on the technical and environmental work streams have mobilised their teams and a joint project team meeting was held on 16 February in South Africa. The technical Consultant, AF Consult completed a two-week site visit in both Mozambique and Zambia including meetings with key utility staff. Data collection is in progress. Kolwezi Solwezi Transmission line Project The kick off meeting was held on 14 February with the technical consultant, WSP and data collection has started. Luapula Hydro Electric Scheme This is a cascading hydroelectric scheme between DRC and Zambia on the Luapula River. Daily Average MCP prices April 2017 to February. Market Revenues A total of USD4,885, was exchanged on the DAM, IDM, FPM-W and FPM-M market during the month of February when compared to a total of USD11,682, exchanged in January. The change is mainly attributed to changes in traded volumes. The contracts for the Gauging Stations and the topographical surveys are being placed. The Inception Report was accepted by the utilities and is currently being reviewed by the partners. The technical studies are ongoing. Mozambique Malawi Interconnector An independent advisor was procured by SAPP to assist ESCOM, Malawi on power purchase agreements and wheeling arrangements. SAPP and the advisor attended the PPA and wheeling negotiations meeting held in South Africa. Botswana South Africa (BOSA) Interconnector Part 1 of the project which is the project scoping was completed. Work on the commercial structures is ongoing and the preliminary design is underway. Comments from the public were
5 5 received on the Environmental and Social Impact Assessment (ESIA) and Resettlement Action Plan (RAP) and are being incorporated by the consultants. Comments received on the network planning studies have been incorporated. The project has been delayed due to ESIA processes. Angola - Namibia (ANNA) Interconnector Part 1 of the project which is the project scoping was completed. The detailed feasibility studies would be done after approvals by the project sponsors. Environmental Corner Nations Framework Convention on Climate Change (UNFCCC) that will be under SAPP- CC co-ordination. The fund will assist the SAPP member states to implement clean energy projects (including transmission) in the region, which will enable them to meet their Nationally Determined Contributions (NDCs) as per the Paris Agreement signed at the COP 21. The ESC suggested the inclusion of other SAPP Sub-committees since the proposal goes beyond environmental issues to cover other aspects as planning, legal and project finance. Environment The Environmental Sub-Committee (ESC) convened a meeting on 27 February and members deliberated on the following: Status of Environmental and Social Impacts Assessments (ESIAs) on Projects members noted that studies on all SAPP projects were on course, with no threat anticipated that could adversely affect the projects. Members were advised to make use of the Rapid Impact Assessment Matrix (RIAM), a product from the SAPP Pool Plan study. Environmental Management Systems (EMS) utilities continue to implement ISO 14001:2015 with the aim of becoming compliant to the standard by PCB Phase out - the region received USD for awareness raising on PCB Handling and Management and USD to conduct training on safe handling and disposal of PCB contaminated materials from the Global Environmental Facility (GEF). Climate Change the ESC received a proposal for the Establishment of Clean Energy Fund for the SAPP by the United Environmental Sub-Committee members during the 50th SAPP Meetings in Livingstone, Zambia
