2 sustainability to challenges the harsh realities of the South Sudanese communities affected by the civil wars, inevitable poverty, White Nile seasonal flooding, climate changing and environment degradations particularly in state of Jonglei in the new born nation, South Sudan. Why Decided Dr. John Garang Green City (Smart City) will bring empowerment, dedication, and commitment to effective positive changes in the lives of the South Sudanese in South Sudan. The new urban creation will provide truly self- autonomy to South Sudanese people. Community planning, for new nation s prosperity, self-funding State, possible education for decade war s generations, support state agriculture for food productions, assistance communities by preventing White Nile River s seasonal flooding. And for an effective modern urbanization ideas for state wealth creations, design healthiest environment for all, maintain tribal communities socially, economically, and environmentally coexisting. Thousands of South Sudanese were forced to flee their homes and country. The aggression by the Sudan government of North against it citizens of the South was recognized as genocide by the United Nations. This civil war has caused death of 2.5 million Sudanese, left nearly more than half million children orphanages. However, the war came into an end when the South and North were nudged towards the negotiation table and finally signed a historic comprehensive agreement, CPA, in Kenya capital Nairobi, on January 9, Consequently, the war remains alive and left deadly conflicts among the tribes in South Sudan.

3 After the South Sudan Self-autonomy from the North Sudan, another civil-war broke out in the world s youngest nation in Mid-December 2013, following a clash between President Kiir s troops and Fighters loyal to Vice-president Machar. The war spread rapidly across the country and has been marked by widespread civilian s killings and properties dilapidations. Thousands of people have been killed on the tribal line, and more than 1.8 million people have fled the nation. the South Sudan. The years of Civil-wars has decimated worse infrastructure in South Sudan.

4 Where this city be located? The new city is going to be located in Jonglei State of Greater Upper Nile region of South Sudan. South Sudan is a new nation that was curved out in 2011 from old Sudan. The new nation emerges after long bloody civil wars between North Sudan and South Sudan after two civil wars, first one from 1955 to 1972 and the second one, from 1983 to 2005 through comprehensive peace agreement. When it comes to geographical terms, South Sudan is located in East Africa region. It is borders with Ethiopia, Sudan, Kenyan, Congo, Uganda, and Central Republic of Africa. Who will be the people living in this city and how will they afford of living in homes in this city? The New City, John Garang Green City will be inclusive city. On the other hand, in our concepts, the people who are going to live there, to say at least, they would be people with difference social-classes backgrounds, races and creeds if you will, nationalities, etc. Thus, the cost would be determined by Dr. John Garang Green City management teams when that time comes whereby Dr. John Garang Green City becomes a reality thing. That is where the mitigations of city residents cost would be rationalized. Also, there would be many factors to consider when the managements of Dr. John Garang Green City teams put their new city budget into accounts.

Dr. John Garang Green City would be attractive to tourism destinations because of it being closet to White Nile bank, also, it is the world largest wild life area in the nation. Dr. John Garang Green City will combine urban and environmental awareness of impacts to the region s natural environment and converted historic heritage of the world largest wild life in Jonglei state to natural human resources.
