Director of Public Works SUBJECT: MCIP PROJECT NORTHAVENINORTH-CENTRAL LINK BACKGROUND In partnership with the City of Dallas on the Northaven Trail portion (Preston Road to White Rock Creek Trail) of MCIP 10221, NorthavenINorth-Central Link, a route alignment study will be completed by Dallas County for the eastern extension segment from Valleydale Drive to White Rock Creek Trail tying into what will be the "Low 5" trail junction. Eventual construction of the eastern extension segment will serve as the match to the City of Dallas led segment from Preston Road to Valleydale Drive. The implementation of this Major Capital Improvement Project (MCIP) was authorized by Court Order dated January 19,2010 which approved specified projects including MCIP project that will be known as NorthavenINorth-Central Link and will be allocated an overall amount of$2,500,000. For the Northaven Trail portion of this project the City of Dallas is designing and constructing from Preston Road to Valleydale Drive, while Dallas County will be designing and constructing the connecting eastern extension segment from Valleydale Drive to White Rock Creek Trail. This City led segment has completed design and will begin eonstruction later this spring. The County led segment also involves a study to identify the most viable and preferred route that best connects to White Rock Creek Trail by traversing potential barriers which include White Rock Creek and possibly both US 75 and a DARTlight rail line. The prime consultant for this study will be Urban Engineers Group, which is an approved IDIQ consultant firm. Urban Engineers Group has assembled a team of sub-consultants that strongly complements the expertise their firm possesses from developing the engineering plans for other high-profile trail projects such as segments III, IV and VI ofkaty Trail. This expertise is critical to delivering a high-quality report considering the connection to White Rock Creek Trail will facilitate vital links with two other nearby trails (Cottonwood Trail and the future Veloway). 411 Elm Street, 4th Floor Dallas, Texas

2 94 Commissioners Conrt January 12,2011 Page Two The eventual junction of these trails, all within less than one mile of each other, has been referred to as the "Low 5" because it will provide users with five directions of non-motorized travel as an alternative to mot0l1zed traffic on the nearby "High 5" US 75/1-635 highway interchange. The overall NorthavenlNorth-Central Link project, MCIP 10221, involves two intersecting segments that will fulfill a need for improved bicycle/pedestrian connectivity in north central Dallas and begin fonning an important east-west route identified on the NCTCOG Regional Veloweb crossing a majority of northern Dallas. SCHEDULE Route alignment study Design Construction FY 2011 FY 2012 FY 2013 STRATEGIC PLAN COMPLIANCE In seeking to provide regional mobility and improved air quality by partnel1ng with Dallas County cities to develop these important infrastructure improvements, Dallas County is remaining consistent with the County's overall Strategic Plan; and in particular is directly fulfilling the following vision statements: Vision 1 Vision 4 Vision 5 Dallas County is a model interagency Partner Dallas County proactively addresses critical regional issues Dallas County is the destination of choice for residents and businesses. FINANCIAL IMPACT County will provide project funding in an amount not to exceed $109,500 towards completion of the NOlihaven Trail Eastern Extension Route Study. The total amount of funding for this project is available with $2,500,000 from MCIP Fund 196, Project RECOMMENDATION If Commissioners Court is in agreement, a court order will be placed on the agenda next week authorizing the execution of a IDIQ contract with Urban Engineers Group, Inc. in an amount not to exceed $109,500 to be paid from Fnnd 196, Project APPROVED BY: rta/ Blair, P.E. PROJECT The project shall be described as follows: NORTHAVEN TRAIL EASTERN EXTENSION: ROUTE STUDY Evaluate four (4) different routes for the connection of the Northaven Trail to the White Rock Creek Trail, Phase 4 of the Veloweb Trail and Section G of the Cottonwood Trail. The four (4) routes shall be described as follows; A. "U.S. 75 Signature Bridge" (ONCOR ROW to White Rock Creek Trail at Royal Lane) Connection western end: East end of ONCOR ROW, just west of the southbound US- 75 Service Road and north of Royal Lane; Connection eastern end: White Rock Creek Trail at Royal Lane; Alternate connection eastern end: Veloway Trail south of the proposed Veloway Trail bridge connecting to White Rock Creek Trail and north of Royal lane, and Alternate connection eastern end: Manderville Trail, south of Royal Lane Study possibility of utilizing a buffered bike lane connection along Royal Lane that is being considered in the Dallas Bike Plan update. B. "The Under-Over Connection" (ONCOR ROW to Park Central Plaza, under U.S. 75, and over White Rock Creek to White Rock Creek Trail) Connection western end: East end of ONCOR ROW, just west of the southbound US-75 service road and north of Royal Lane; Alternate connection western end: Intersection of Vallydale Drive and the ONCOR ROW,then Connection eastern end: White Rock Creek Trail between the DART Red Line bridge and US-7 5; Alternative connection eastern end: Continue trail from US 75 along south side of White Rock Creek crossing under the DART Red Line bridge to the proposed Veloway Trail; 167 Turtle Creek Blvd., Suite A, Dallas, Texas (on) [iaxl

"The Park Central Crossing" (ONCOR ROW to Park Central Place and over White Rock Creek to White Rock Creek Trail) Connection western end: Intersection of Valley dale Drive and ONCOR ROW Connection eastern end: White Rock Creek Trail west of U.S. 75 and south of Forest Lane D. "The Nasher-Forest Connection near Medical City" (Northaven TraillNasher Route to Forest Lane over White Rock Creek to White Rock Creek Trail near Medical City) Connection western end: Northaven TraiVONCOR ROW at the Nasher Route (St. Michaels Dr.) Connection eastern end: White Rock Creek Trail at Forest Lane via St. Michaels Drive and Hill Haven Lane We anticipate the duration of this routing study to be six (6) months. 2. BASIC SERVICES As follows are the basic services required to prepare this routing study: 2.1 Attend monthly progress review meetings with the CLIENT. 2.2 Prepare a base map that includes the area roughly bounded by Royal Lane to the south, Forest Lane to the north, the DART Red Line to the east and st. Michael Drive to the west. See the attached study area exhibit identified as Attachment A. Base map will ideutify property parcels, streets and street ROW's, utility easements andlor ROW's, utility locations (information gathered from map room research and visual iuventory),aerial photograph, oue hundred (100) year floodplain, and two (2') foot contours. 2.3 Accompanying the base map will be a photographic iuventory of the existing conditions of each route optiou and alternative. 2.4 Coordinate routing study with the following trail consultants; County Project Manager will coordinate the exchange of infonnation: HOK - Veloweb Trail Master Plan; Huitt Zolars - Veloweb Trail Phase IV; HNTB - Cottonwood Trail Segment G; Toole Design Group - City of Dallas Bikeway System Update. 2.5 Coordinate routing study with the following public agencies and outside groups. County Project Manager will coordinate the exchange of information with all public agencies; Consultant will coordinate directly with other private entities listed below: City of Dallas - Public Works; City of Dallas - Transportation; City of Dallas - Parks and Recreation; Developer of the Midtown Park development (east of US 75 and south of Royal Ln) City of Dallas - Floodplain Management; City of Dallas - Sustainable Development and Construction; City of Dallas - Dallas Water Utilities Dallas County - Public Works Project Management and Planning Staff; DART; 167 Turtle Creei< Blvd" Suite A, Dallas, Texas , (ph) "214,252,1612(fax)

White Rock Trail Friends Group (Urban Reserve Community) 2.6 Prepare a preliminary routing study for four (4) options for the connection of the Northaven Trail to the Cottonwood, Veloweb and White Rock Creek Trail. Preliminary routing study shall include the evaluation of the following components; Trail alignment; Bridge crossings of White Rock Creek (up to 4 locations); Hydraulic impact of trail and bridge locations within the 100 year floodplain and floodway; Overhead bridge crossings of US 75; Bridge crossing over and under the DART Red Line; Below grade crossing of US 75; At-grade crossings of the US 75 frontage roads and other at-grade crossings of city streets as determined by the routing study (crossing options could include signalization, paint striping and signage, etc.). These crossings could occur mid-block or at existing roadway intersections; Impact to adjacent private property owners; Shared use of roadways with Shared Lane Markings (SLM); The possible need to acquire property or to acquire access easements (CLIENT will provide iufonnation that identifies private property owners, ownership of public ROW or easements); Trail access points and overall ease of connectivity to existiug and future trails; Impact on existing improvements and vegetation; Utility conflicts; 2.7 DELIVERABLE: Colored illustrations that clearly identify each routing option and the components of each option. Format of these illustrations will be 11 "x17" for each individual route option with a 30"x 42" overall plan that shows all four (4) options to be used at the preliminary routing public meeting. 2.8 Preparation of a preliminary opinion of probable construction cost for all four (4) routing options. 2.9 A meeting will be held with the CLIENT to present the result of the preliminary routing study and opinion of probable construction cost. At this presentation the pros and cons will be discuss cd regarding each of the proposed route options. Modifications will be made to options as the result ofthis meeting and before the first public meeting Attend and facilitate a public meeting to present the preliminary routing study. CLIENT will be responsible for arranging the location for this meeting and for issuing invitations for this meeting. CONSULTANT will lead the meeting and provide the meeting materials. The opinion of probable costs will be modified to reflect modifications to the routing studies A follow-up public meeting will be held to present the final routing study.. CLIENT will be responsible for arranging the location for this meeting and for issuing invitations for this meeting. CONSULTANT will lead the meeting and provide the meeting materials. CONSULTANT will also prepare meeting minutes to record items discussed at these public meetings FINAL DELIVERABLE: will be a bound 11 'x17" booklet that includes an overall plan identifying all four (4) routing options. 0 detailed individual plan for each option and an opinion of probable costfor each option including afull size (2 'x3) exhibitfor each routing option The final routing study will presented a project stakeholder update meeting or at a North West Interagency Transportation Alliance (NWITA) meeting. Presentation will be in the form of a power point presentation. A meeting summary will be prepared that documents the items discussed at this presentation. 3. CONSULTANT TEAM The consultant team shall include the following consultants; Urban Engineers Group Iuc. ( will provide project management, research, rccommendations and cost estimating related to street crossings and utility impacts, traffic control concepts review and overall cost estimating for all study components); la terra studio ( will provide basemap, photographic inventory of site conditions and alternate illustrations, exhibits, public meetings and final route study report deliverable); Yaggi Eugineering Inc, (will provide research, recommendations and cost estimating for impact on existing electrical distribution and transmission lines); Boyd Hydrology, LLC (provide research and recommendations for hydraulic impacts at bride crossings of White Rock Creek) Jaster Quintania (provide research, recommendations and cost estimating for structural engineering associated with the proposed bridge structures) David McCaskill Design Group (will provide sitc photographic inventory, design altemate feedback, assist in consultant coordination, attend design progress meetings and public meetings and deliver final route study report) 4. COMPENSATION 4.1 The CLIENT agrees to pay the CONSULTANT for the BASIC SERVICES listed above for a lump sum fee of: $]09,500 - One Hundred Nine Thousand Five Hundred Dollars and Zero Cents.
