2 The Nunavik Inuit Land Claims Agreement The Nunavik Inuit Land Claims Agreement (NILCA) was signed in 2006 jointly by three parties: The Federal Government Makivik Corporation on behalf of Nunavik Inuit The Government of Nunavut Three Management Boards were created out of the NILCA. The Nunavik Marine Region Wildlife Board (Article 5) The Nunavik Marine Region Planning Commission (Article 6) The Nunavik Marine Region Impact Review Board (Article 7)

5 The Nunavik Marine Region Impact Review Board Primary functions: Screen project proposals in order to determine whether a review is required; Gauge and define the extent of the regional impacts of a project (Minister must take that definition into account in making the determination as to the regional interest ); Review the ecosystemic and socio-economic impacts of project proposals; Determine whether a project proposal should proceed and, if so, define the terms and conditions and report to the Minister. Monitor projects. It does not include the establishment of requirements for socio-economic benefits.
6 NMRIRB Primary objectives: At all times to protect and promote the existing and future well-being of the persons and communities resident in or using the MNR, protect the ecosystemic integrity of the NMR. Take into account the well-being of residents of Canada outside the MNR.
7 NMRIRB IA Process
8 NMRIRB Current Activities The Board is currently finalizing the update to its permitting process and streamlining the Impact Assessment Process. Coordinating its Cumulative Effects Assessment tool and connecting it with online resources. Drafting a mandate to establish a Nunavik Inuit Council that will serve in an advisory capacity to the NILCA Impact Assessment process as well as the Nunavik Marine Region Council. Developing a preliminary document for looking at Strategic Environmental Assessment work where appropriate in the NMR. 8

10 UOM: Timeline The NMRIRB jointly with the NMRWB and the NMRPC inaugurated the UOM study with a preliminary meeting of the Regional and Local Hunting, Fishing & Trapping organization representatives from each of the 14 communities as well as regional bodies. The Use & Occupancy Mapping (UOM) Survey was conducted in three major phases with sub-components such as Data Validation and Verification stages.
11 UOM: By The Numbers The NMRPC is currently finalizing the publication of the Use & Occupancy Mapping (UOM) Survey Report. In total the 14 communities of Nunavik from Kangiqsualujjuaq at the eastern end of Ungava Bay to Kuujjuaraapik on the Eastern shores of the Hudson Bay were mapped. Inuit populations in Chisasibi and Montreal also participated in the project.
