1 Proposed Project 1: Kimble Loop East Horse Trail Reroute The Ironton District Ranger requests your comments on proposed trail project on National Forest System lands. (1). Horse Trail Reroute: The proposed action is to reroute a segment of Kimble Loop East horse trail off Lawrence County Road 5. The location is Lawrence County, Aid Township, Sections 20, 21, 28, & 29 T4N R17W. The Decimal Degrees latitude is and longitude is The proposed action is to reroute the horse trail off County Road 5. Overall, the project would construct approximately 3.5 miles of horse and hiking trail, which would replace approximately 2.3 miles of trail along roads. Currently, the horse trail segment of Kimble Loop East proposed for reroute is located on Lawrence County Road 5. The road is steep and blacktopped. Horses with metal shoes could slip on this steep blacktopped segment. The goal of the project is to reduce the risk to horse riders and vehicles drivers who jointly use the steep blacktopped part of County Road 5. The construction of the reroute would use best management practices to prevent soil erosion and control water run-off. Trail designers will apply National accessibility standards for horse trails to the reroute. National trail standards for horse riding and hiking include the following: Design Tread Width would be a minimum of 24 inches and up to a minimum of 60+ inches along precipices. Design Tread Width for structures other than bridges would be minimum 36 inches. Bridge width would be a minimum of 60 inches to 120 inches depending on bridge design and maintenance needs. The tread surface would be native material with occasional areas where the tread would be hardened with stone for resource and visitor protection. The target maximum height of trail obstacles would be 6 inches. Design target trail grade would be less than 8% with short pitches of less than 15%. The target cross slope for the trail tread would be 4% with a maximum cross slope of 8%. Design clearing height would be approximately 10 feet high by 8 feet wide, and with a 1-foot shoulder clearance. Minimum turning radius of 6 feet would be used on curves including climbing s-curves and switchbacks. Water flow would be directed across the trail using rolling dips, water-bars, and some culverts. 2 Proposed Project 2: Pine Grove ATV Connector Trail The Ironton District Ranger requests your comments on proposed trail project on National Forest System lands. (2). ATV Trail Connector: The proposed action is to construct approximately 6 miles of trail including bridges. The goal is to connect the Hanging Rock ATV trail system south of State Route 650 to the Superior ATV trail system north of County Road 27. The location is Lawrence County, Elizabeth Township, Sec 10, 16, 17, & 19 T2N R18W. Design surface type is native soils with some onsite borrow or imported material where needed for stabilization, occasional grading with intermittently rough sections of soft or unstable tread on grades greater than five percent may be present. The tread surface would be native material with occasional areas where the tread is hardened with stone for resource and visitor protection. 3 Proposed Project 3: Cultivation Reissue 10-year permit for Hay (3). The proposal is to reissue a 10 year permit to cultivate hay on 3.1 acres adjacent to Sharps Creek Road in Lawrence County, Aid Township, NE SW sec 27 T4N R17W. The proposed permit holder currently uses the area for hay cultivation. 4 Proposed Project 4: Cultivation Issue new 10-year permit for Hay (4). The proposal is to issue a 10 year permit to cultivate hay on 14.8 acres bisected by Lawrence County Roads 10 & 34. The area has been a hayfield in the past but is currently out of production. The proposed permit holder would cultivate the field for hay production. A temporary right-of-way issued to a private landowner to haul private timber across National Forest System lands to Dark Lick Road near the Low Gap. The right-of-way which currently exists would be widened and the surface would be hardened. The location is Scioto County, Green Township, French Grants, T1N, R20W. The requested proposal is to issue a 5 year Recreation Event permit for a 501(C)(3) charity running/walking event, which would take place on a Saturday in April each year. The run would be located in Lawrence County, Elizabeth Township, in the Lake Vesuvius Recreation Area, Sec 26 & 35 T2N R18W. The run/walk is on existing roads and trail.
