You must display the ATV permit if you operate an ATV in areas specifically designated for ATV use. There are three classes of ATVs: Permit vendors To find a permit vendor in your area, call or go to Class I Permit Defined: For vehicles 50 wide or less, AND Dry weight of 800 pounds or less. The operator permit can be obtained only by suc cess ful ly com plet ing an ATV safety education course), OR Be accompanied by someone 18 years or older who meets one of the above re quire ments. Class II Permit Defined: For ve hi cles more than 50" wide, OR Dry weight of more than 800 lbs., but less than 8,000 lbs. Operating re quire ments: A val id driv er s li cense. Class III Per mit De fined: For ve hi cles riding on two tires, AND Dry weight of less than 600 pounds Operating re quire ments: Be at least 7 years old, AND Have a val id driv er s li cense, OR Have a spe cial ATV op er a tor per mit (this is not the same thing as the op er at ing permit described above. The op er a tor per mit can only be ob tained by suc cess ful ly com plet ing an ATV safe ty ed u ca tion course), OR Be ac com pa nied by some one 18 years or old er who meets one of the above re quire ments. Riders who are at least 7 but young er than 12 years old must have both an ATV op er a tor permit and be ac com pa nied by someone at least 18 years old that has a license or an ATV operator permit. ORS Prohibition on operating Class I or III all-terrain vehicle while driving privileges suspended. Notwithstanding any other provision of law, a person may not operate a Class I all-terrain vehicle or a Class III all-terrain vehicle while the person s driving privileges are suspended or revoked. DESCRIPTION: Many trails and roads are available for Class I and III ATVs. Ownership of land is divided between ODF and four private land owners. DESCRIPTION: Sand dunes offer easy to most difficult riding for Class I, II, and III ATVs. COMMENTS: Fees for entry and camping. Map available from Hebo Ranger District Office. DESCRIPTION: The Browns Camp and Jordan Creek OHV areas provide over 100 miles of easy to most difficult Class I, II and III trail opportunities for both beginners and experts. Map available at the Tillamook Resource Area Office. 5 BLUE RIDGE Coos Bay District Office 1300 Airport Lane North Bend, OR Phone: (541) WEBSITE: LOCATION: About 15 miles southeast of Coos Bay. DESCRIPTION: 12 miles of moderate trails and gravel roads. COMMENTS: Trails developed in association with the South Coast Trail Riders Association. Please stay off trails when wet (Oct. - June). M SOUTH COAST OHV SITES 6 CHETCO Chetco Ranger District 539 Chetco Ave. Brookings, OR Phone (541) WEBSITE: LOCATION: East of Brookings in southern-most portion of Oregon coast. DESCRIPTION: 2 trails are available for Class III ATVs. Chetco Gorge Trail is along the upper Chetco River northeast of Brookings and Chim ney Camp Trail is a wooded trail south east of Brookings on the Winchuck River. Both trails steep with many switchbacks. Please contact information above to check status. A4M 11 SAUNDERS LAKE DUNE ACCESS South Coast Trail Riders Phone: (541) LOCATION: Located between Hauser and Spinreel at Crannog Rd. DESCRIPTION: 15 acre, no fee access point to the Oregon Dunes National Recreation Area. COMMENTS: Access is in a residential neighborhood. There is no street parking, no developed parking or other resources at this site. The sand road is narrow (8') and a moderate incline. A4M 12 WINCHESTER OHV TRAILS COOS COUNTY FOREST Coos County Forest Office Coquille, OR Phone: (541) WEBSITE: LOCATION: About 15 miles south of Coos Bay on US 101 at milepost 251. DESCRIPTION: Approximately 30 miles of trails of moderate difficulty using groomed trails and dirt road. COMMENTS: Area was developed by the South Coast Trail Riders Association and maintained by the Coos County Forestry Department. Trails may be a bit narrow for Class I ATVs. INLAND OHV SITES 13 COTTAGE GROVE UQUA Cottage Grove Ranger District Cedar Parks Road Cottage Grove, OR Phone: (541) trl.html LOCATION: About 35 miles southeast of Cottage Grove. Take I-5 exit 174 and travel east on Row River Road. DESCRIPTION: 3 trails are available. The 4 mile Noonday Wagon Road #1405 is open for Class II ATVs. Knott trail #1417 is 3.9 miles and Bohemia National Recreation Trail is open only for Class III ATVs. Galice Ranger District Office. 17 HUCKLEBERRY FLAT WILLETTE Middle Fork Ranger District Highway 58 Westfir, OR Office phone: (541) WEBSITE: LOCATION: Approximately 31 miles east of Eugene on Hwy 58. Take Westfir exit. Left after green bridge onto Westfir Rd. About 2 miles into Westfir. Straight ahead at red covered bridge for 14 miles on FS road 19 to road Take right on road. DESCRIPTION: 33 miles of trails for Class I and III ATVs. avail able at the Middlefork Ranger District Office. Website does not have any trail information.

4 Sound Decisions: Regulations limit noise output from ATVs to maximum of 99 decibels at 20 inches from the exhaust opening. Several areas, however, have more restrictive noise limits. Be sure to inquire at the local office if additional restrictions apply. Spark Arrester Regulations: Riding ATVs in forested areas require the use of US Forest Service-approved spark arrester exhaust systems, at least April 1 October 31. However, some trail systems may have more re stric tive dates. Check at the local agency s office to be certain about the exact dates. Riding areas may be closed due to extreme fire danger. DESCRIPTION: Twenty miles of 4WD trail for the very experienced driver. Area is remote and should not be attempted alone. Lots of rock and mud. Only for experienced 4WDs. COMMENTS: Primitive campground (Sourdough Camp) at end of trail. No facilities. No NW Forest Pass required. TPR Your ATV Funds at Work ATV PROGR OVERVIEW The intent of the ATV grant program is to provide opportunities for off-highway vehicle recreation. The ATV grant program is designed to supplement projects and is not intended to be the sole source of funding for ATV projects. Funds are allocated through the ATV grant program to eligible sponsors, which include managers of publicly and privately held land, registered OHV clubs, non-profit organizations, and law enforcement agencies. ATV ACCOUNT ALLOCATION COMMITTEE (AAC) The seven voting and four non-voting members on the ATV-AAC represent Oregon OHV users and serves as an advisory committee to OPRD for the purpose of recommending OHV grant funding. The committee members represent all three classes of ATV vehicles. ATV FUNDING The ATV sticker you purchase for your ATV is used to help provide you with areas to ride. Funding comes solely from ATV users and unrefunded fuel taxes from ATV users. TYPES OF PROJECTS Development: New trail construction, bridges, trail signs, restrooms, shower facilities (Siltcoos campground ODNRA) and many campgrounds and staging areas such as Browns Camp, Bull Run (ODNRA), and Mt. Baber were funded with ATV dollars. Law Enforcement: Officers are funded to help ensure that your riding trip is safe and enjoyable. Not only do they make sure that riders play by the rules, but they help deter illegal activities in OHV areas, such as theft, vandalism and drug activity. Most of the officers you see can provide you with up-to-date area information or a map. First Aid Services: ATV dollars help provide resources to assist in remote rescues. On the dunes, where ambulances cannot reach, special sand rails have been purchased to help retrieve patients. In other areas, funds are used for trail patrols during busy times. Acquisition: Land can be purchased or leased for ATV riding development. For example, 6200 acres was purchased in Morrow County in Already 100-plus miles of newly developed trails and a new camping/ staging area are available for visitors. Operation and Maintenance: Many riding areas need some kind of maintenance. Trails need to be cleared after winter storms. ATV dollars have paid for OHV trail maintenance including Tillamook State Forest and the Millican Valley. Some areas need trail dozers and excavators to remove whoops, reconstruct water bars, and groom trails, which makes the trail more fun to ride and helps protect the environment. Safety and Education: ATV funds help teach people to ride safely and properly. Grant dollars help pay for children under the age of 16 to receive motorcycle or ATV training at a reduced cost. The development of the safety training center in Tillamook is also an example of an ATV grant project. Equipment Requirements Helmet Operators of Class I and III ATVs that are younger than 18 must wear a Department of Transportation approved helmet. Mufflers In Oregon, they must be maintained at 99 decibels. Lower levels are required at Sand Lake (97 db) and the Oregon Dunes National Recreation Area (93 db). Lights Must be used in limited visibility, such as before sunrise, after sunset, or when you cannot see clearly ahead for 100 feet. Flags Displayed nine feet above ground are required when riding on sand (Sand Lake, Oregon Dunes, Christmas Valley). Brakes Working brakes are required. Windshield Wipers Are required on any vehicle equipped with a windshield. Spark Arrester US Forest Service approved spark arrester for Class I or Class II ATVs. Check with the land manager in the areas you plan to ride on. They may also have additional requirements. ATV Rules Alcohol and Drugs You cannot operate an ATV while under the influence of alcohol or drugs. Animals It is against the law to run down, harass, chase or annoy any game or domestic animal or bird while operating an ATV. Crossing Highways You may cross a highway 100 feet away from intersections, at a 90 degree angle, and after making a complete stop. You must yield right-of-way to all other traffic. Crossing Railroad Tracks You may cross railroad tracks only at established crossings. Fire Restrictions Make sure you check current fire restrictions. Areas may restrict riding to roads only or close the entire area to ATV use during fire season. Use care with campfires. During fire season campfires may be restricted to campgrounds only or even banned all together. Never leave a fire unattended. Most areas require that passenger vehicles carry a shovel and fire extinguisher or water. Dangerous Operation You must operate your ATV safely at all times. You cannot ride in a way that endangers other people or property. Enforcement Most OHV riding areas employ law enforcement officers to patrol areas. State police, sheriff deputies, USFS and BLM rangers have authority to issue citations and make arrests. Citations may be issued to parents of children under 18 years of age. Make sure you have a fun trip and obey the rules. Environment You are not to expose the underlying soil or vegetation, or injure, damage or destroy trees or growing crops. Firearms and Bows You cannot operate an ATV with a loaded firearm in your possession. The same applies to a bow and arrow, unless all arrows are in a quiver. Hunting You may not hunt from an ATV. You may use the ATV for transportation but you must stay on trails, keep all firearms unloaded, and when shooting game, be completely off of the ATV. Out-of-State ATVs Permits are available from OPRD for a visitor from a state that does not have an ATV registration law. The permit is $10. Property Damage Responsibilities The operator or owner (if the machine was used with the owner s permission) is liable for three times the amount of damage caused to trees, shrubs, growing crops, or other property injured as a result of travel by an ATV or snowmobile over the property involved. Speed You must travel at a speed that is reasonable for the existing trail, traffic and weather conditions, and obey all posted speed limits.
