1 Thames Estuary Path Hoo Peninsula and Medway Estuary Overview The Medway Estuary is outside the scope of this study, which concentrates on the Thames waterfront up to Grain Power Station and the north coast of the Isle of Sheppey. However, the absence of a crossing of the River Medway at Grain is a big obstacle to the ambition of a continuous Estuary Path. We recommend that a further detailed study is undertaken of the Medway Estuary from Grain to Rochester Bridge and out to the Sheppey Crossing. Some existing local projects that can help to deliver an Estuary Path include: Lower Upnor enhancements / boardwalk Strood Waterfront Rochester Riverside 42 Chatham Historic Dockyard and St Mary's Island, where over 3km of safe, new cycleways and footpaths have been created 43 The Saxon Shore Way (SSW) is plotted on the map opposite, which shows that a continuous walking route is already available along much of the Medway Estuary. Most of this is public footpath, so access for cycling is limited. In the Riverside Country Park, the SSW and NCR1 share the same alignment for around 3 miles. The SSW largely follows the coastline of approx years ago and is named after the Roman Forts that were built along the east coast. There are also public footpaths on the flood defences towards the Isle of Grain, shown on the map opposite as the Medway Estuary Path. Supporting policies and strategies The Hoo Peninsula Green Cluster Study 18 highlights the need for walking and cycling routes connecting the villages along the wooded ridge running through the centre of the area. Interestingly, the existing waterfront path is not seen as a strategic priority, although this is now regarded as something of an omission (Martin Hall, pers. comm. 13/08/08). A new route linking the centres of population with the Chattenden Barracks development site and Cliffe Pools is considered a priority. Medway Council s Local Transport Plan 44 has eight strategic transport objectives, one of which is to improve access for Medway residents to key services by all modes of travel and to develop transport corridors that encourage personal movement which promotes better health. Barriers to walking and cycling The long distances from major population centres will limit the popularity of walking and cycling on the Hoo Peninsula. There are good bus services to Cliffe, Allhallows and Grain and we recommend that the possibility of carrying bikes on these services is investigated. The waterfront is such a fantastic resource that it is a pity that it is visited by so few people. Yantlet Demolition Range, Grain Power Station, London Thamesport and Kingsnorth Power Station are the major barriers to access to the waterfront. Alternative routes are fairly easy to develop and would enable local residents and visitors to safely enjoy the whole Peninsula. The A228 Grain Road is also a major barrier as it is busy with HGVs from the container terminal at London Thamesport. The following have been identified as priorities for the eastern part of the Peninsula: Develop a new route between Allhallows and Grain Construct a Greenway on the Allhallows Branch Line Provide a shared footway beside the A228 at Grain Bridge for 540 metres Development sites New power stations are under consideration at Grain and Kingsnorth. The latter reached national prominence when a successful campaign persuaded the Government to delay plans for a new coal-fired station. If these sites are developed, every effort should be made to secure waterfront access. Particularly at Grain, there may be an opportunity to increase access in the short term, where there is no clear operational reason against. The Chattenden Barracks site will bring opportunities for new public access and while these may improve the wider walking and cycling network, they are unlikely to have a direct impact on the waterfront. In Rochester, the riverside development has already provided an impressive wide promenade over 1km long, which is open to the public even before the first foundations have been excavated. National Cycle Network NCR1 is a well established route between Rochester Bridge, Higham station and Gravesend. The Heron Trail (Regional Cycle Route 18) links NCR1 with Hoo St Werburgh, High Halstow and Cliffe. Although there are no current plans for a cycle route around the Hoo Peninsula, Sustrans would be delighted to include a high quality riverside path along the Thames and the Medway as part of the NCN. Further to the east, NCR1 links the Riverside Country Park with Rainham, Newington and Sittingbourne, using quiet lanes and bridleways.

3 Thames Estuary Path Section 50 Higham Marshes North Kent Condition of the waterfront Barriers to development Links and Access Key Recommendations The first part comprises a high grassed embankment. On the landward side the wide gravel track continues, but it is in poor condition. The second part to Cliffe Fort comprises a narrow grassed embankment in poor condition and probably too narrow for development as a shared use path. The waterfront is fully open for public access as a public footpath and is promoted as the Saxon Shore Way. The main flood defences continue south and east to the Gravel Works at West Court Farm. There are two restrictive barriers on this section, at either end of the narrower section of embankment. These will need to be modified if this section is developed for shared use. This barrier comprises a homemade metal gate, with no provision for pedestrians. B2 A restrictive gap as shown in the picture below. L1 Public footpath across open ground to Church Street, as described in the previous section. L2 The public footpath through the Gravel Works is more suitable for shared use, although the flood defence embankment is quite narrow. A new link through the industrial site would be very useful if security issues can be resolved. L3 Two links are available at Salt Lane, at access points to the Cliffe Pools RSPB reserve. Substantial barriers have been installed here to prevent motorbike access. Salt Lane also links with Buckland Road, which forms part of the Heron Trail cycle route from Lower Higham to Cliffe Surfacing of 950 metres of riverside path along flood defence embankments for shared use. 2. Feasibility work on surfacing of 1000 metres of flood defence embankments south of Cliffe Fort, including assessment of inland alternatives. Metal barrier at L4 A good quality cinder track leads back to Cliffe Creek and the waterfront, providing one of a number of circular routes in this area. 5 Thames Estuary Path Section 51 Cliffe Pools North Kent Condition of the waterfront Barriers to development Links and Access Key Recommendations There is some coastal erosion around Cliffe Fort, but there is currently sufficient space for a shared path. The historic torpedo launch tube is negotiated with two sets of concrete steps. At the jetty, the footpath runs a short distance inland to pass underneath the gravel conveyor. It is bounded by fences and is currently too narrow for shared use. Alongside Cliffe Creek, there is an old cinder path but it is overgrown with scrub. It then opens out onto a grassed flood defence embankment before entering the Cliffe Pools reserve. The torpedo launch tube is a significant obstacle, but this could be overcome with a modest footbridge. B2 Waterfront access is not possible at the Cliffe Fort jetty, but there is an adequate diversion for a short distance. This would need to be widened for shared use. B3 There is a restrictive barrier at the end of Cliffe Creek, which is very difficult to negotiate by bicycle. B4 A substantial gate blocks the footpath at the junction with Mead Wall, with no means of crossing the boundary even for pedestrians. There is an extensive network of tracks around the Cliffe Pools reserve and the RSPB has plans to improve them to encourage more public access 46. Substantial barriers have been installed at entry points to prevent motorbike access. L1 An excellent circuit of around 4 miles takes in extensive views across the reserve and a section of the waterfront, starting just half a mile from Cliffe village and the bus stop. L2 A broad cinder track links with Salt Lane and the Heron Trail, as described on the previous page. L3 Link to Cliffe village. 1. Feasibility work on surfacing 550 metres of flood defence embankments around Cliffe Fort, accommodating the gravel conveyor. 2. Clearance and surfacing of 300 metres of riverside path alongside concrete sea wall for shared use. 3. Surfacing of 440 metres of riverside path along flood defence embankments for shared use. 4. Replacement of the barrier at Mead Wall. A cinder track runs below the flood defences on the north side of Cliffe Creek, which continues to the junction with Mead Wall. 7 Thames Estuary Path Section 52 Cliffe Marshes North Kent Condition of the waterfront The waterfont from Cliffe Creek to Egypt Bay is one of the most isolated stretches in Kent, with no public access points for around 5 miles. On a sunny day in August 2008, the surveyor did not see another person on the path. Links and Access There is no public access between Mead Wall and Egypt Bay, although a number of Rights of Way start in Cliffe village but do not extend to the waterfront. At least one new access should be created in this area see next section. Key Recommendations 1. Minor works to 3800 metres of old cinder track, scraping off vegetation and surface improvements. 2. Installation of easy-access gate to the existing fence line at. There is a tremendous sense of openness, with extensive marshes, the wide river and fantastic skies. The flood defences around Cliffe Marshes are generally in good condition, starting with 2650 metres of concrete sea wall. The grassed embankment on the landward side falls away quite sharply. Below the embankment is a broad flat grassy area with an old cinder track underneath, which is ideal for cycling and horse riding. Sadly, there is no view of the river from this track. Old cinder track Barriers to development The only minor barrier is a single fence line, which creates an obstacle for cyclists and disabled access. If the fences are still required for stock control, easy-access self-closing gates can be installed at this point. Otherwise, this is a wonderfully open stretch with a reasonable surface for cycling and horse riding. At the end of the sea wall, the flood defences become a reinforced grassed embankment, with a public footpath running along the top. The old cinder track continues alongside, covered with grass to a greater or lesser extent. The only barrier Lower Hope Point, looking south

9 Thames Estuary Path Section 53 Cooling Marshes North Kent Condition of the waterfront The flood defences comprise a stone faced embankment, grassed on the landward side. A public footpath runs along the top of the embankment, but it is a little narrow for shared use. As the path approaches Egypt Bay, a concrete sea wall replaces the grassed embankment. The profile is similar to the flood defences at Cliffe Marshes, with limited space for shared use on top, where the public footpath runs. The old cinder track continues at the foot of the flood defence embankment, although it is barely visible in places. There remains a firm surface for cyclists and horse riders. Barriers to development The only minor barriers are three fence lines. These are crossed with informal stiles on top of the embankment and field gates across the cinder track. Embankment looking west Links and Access L1 There is no public access on this link, but a public footpath runs for 2700 metres from Cliffe village across the marshes. This footpath ends in the marshes, but it is only 800 metres from the waterfront along a private track. If this link could be agreed as a footpath, this would open up a circular walk from the village. Public footpath on embankment Gateway on old cinder track Key Recommendations 1. 11 Thames Estuary Path Section 54 Egypt Bay North Kent Condition of the waterfront Barriers to development Links and Access Key Recommendations The flood defences comprise a concrete sea wall up to the SW corner of Egypt Bay, with a grassed slope on the landward side. Further to the east, the defences revert to a wide grassed embankment with extensive views of the estuary, the marshes and Northward Hill. The old cinder track comes to an end at Egypt Bay, although a grassed farm access track continues at the foot of the embankment through to St Mary s Bay. The whole section is accessible as public footpath, with the exception of 380 metres along the south side of Egypt Bay. The official public footpath runs a short distance inland on the old flood defences. The only barriers are five fence lines. These are crossed with informal stiles on top of the embankment and field gates across the cinder track/farm access. One short section at Egypt Bay is not a public footpath, but there are no physical barriers to public access. Indeed, the only gate on this section has a stile alongside. Egypt Bay south side Egypt Bay is the first point of access to the waterfront after Cliffe Creek. Two public footpaths lead to a wide farm access track on Manor Way, but these follow the old flood defences, which are not ideal for shared use. L1 The preferred link to Manor Way is to use the existing access track, which can be used in its current condition. This track is currently blocked by a locked gate. L2 A concrete track also links to the waterfront a little to the east. L3 Manor Way is a well made farm track and only needs some minor maintenance works. There is a gate and stile at Swigshole, where Manor Way joins the tarmac road towards High Halstow. 1. Minor works to 1900 metres of old cinder track, scraping off vegetation and surface improvements. 2. Surfacing of 1880 metres of riverside path along flood defence embankments for shared use. 3. 13 Thames Estuary Path Section 55 St Mary s Marshes North Kent Condition of the waterfront The flood defences comprise a wide grassed embankment from St Mary s Bay to Dagnam Saltings. In places, the surface has been treated with crushed stone, so it is relatively firm and easy to ride on a bicycle or a horse. A wide, flat, grassed area, used occasionally for farm access, lies between the embankment and a drainage ditch. The whole section is easily accessible as public footpath on top of the flood defence embankment. Barriers to development Managed realignment of the flood defences is planned in this area within 10 years and close working with the EA is required. The only barriers are five fence lines. These are crossed with informal stiles on top of the embankment and field gates across the wide grass area below. Links and Access Unlike Cliffe Marshes, there are a number of inland footpath links connecting with the farm buildings of St Mary Hoo. L1 At St Mary s Bay a public footpath follows a farm track in reasonable condition to the village of St Mary Hoo. There are three gates and stiles for stock control, with much of the route across open fields. L2 At Dagnam Saltings, a public footpath follows a farm track in good condition to the Ratcliffe Highway. Key Recommendations 1. Surfacing of 3470 metres of riverside path along flood defence embankments for shared use. 2. Installation of easy-access gates to the existing fence lines at. 3. Conversion of two footpaths to bridleway to create a 5 mile circular ride. If these two links can be converted to a public bridleway, this would make an excellent circular route for mountain bikes and horse riding, close to the seaside resort at Allhallows-on-Sea. 15 Thames Estuary Path Section 56 Allhallows-on-Sea North Kent Condition of the waterfront Barriers to development Links and Access Key Recommendations Dagnam Saltings, as the name suggests, are reverting to salt marsh. Although a public footpath crosses this area, conditions underfoot are rough and the footpath alignment is not suitable for shared use. A concrete sea wall protects the Allhallows Leisure Park, which is in private ownership. A public footpath passes through the site adjacent to the sea wall. Private tarmac access roads run a short distance from the waterfront. At the western end of the sea wall, a section of the concrete structure has collapsed and the footpath is closed. There does not appear to be an alternative route for the footpath. Dagnam Saltings is a significant natural barrier and impractical for development as a shared use route. The future of the public footpath must also be in some doubt as it is dependent on a number of vulnerable plank footbridges across the old flood defences. It might easier to develop an alternative inland route on higher ground. A short term option for cyclists is to use existing roads and tracks. There is a clockwise one-way system on Homewards Road. Allhallows Leisure Park is a private site and development of this section is dependent on the agreement of the owners. The existing estate roads provide a good alternative for cyclists and disabled access. This would leave the waterfront as an attractive grassed area. L1 Public footpath to Ratcliffe Highway, as described in previous section. L2 A route with public access enters the Leisure Park site from the west. The last 120 metres are overgrown and need some attention. L3 The public footpath through the Leisure Park is not well signed. There are also numerous access roads through the site. 1. Feasibility work on an alternative route at Dagnam Saltings, including negotiations with landowners. 2. Negotiations with Allhallows Leisure Park over the development of a shared use route. 3. 17 Thames Estuary Path Section 57 Yantlet Creek North Kent Condition of the waterfront Barriers to development Links and Access Key Recommendations The flood defences comprise a wide grassed embankment from Allhallows Leisure Park to Yantlet Creek. Most of this section has a hard stone surface, but it is bumpy in places. It is possible to cross the mouth of Yantlet Creek at low tide on stepping stones. However, Lees Marshes are not accessible due to the presence of the Yantlet Demolition Range and the public footpath continues inland alongside Yantlet Creek on the wide grassed flood defence embankment. Unfortunately, there is currently no public access between Allhallows and Grain. Although a public footpath continues inland beside Yantlet Creek and along the Old Counter Wall, it comes to a dead end 800 metres from the A228 Grain Road. Yantlet Creek is a natural barrier except at low tide. Even if this can be overcome, there remains the exclusion of access to the Yantlet Demolition Range. This area is an important high tide bird roost and forms part of the Thames Estuary and Marshes Special Protection Area. From an inspection of aerial photographs, there appear to be access tracks through the Range, which could be used if the MoD were minded to open up even limited public access. The Range Byelaws 1976 are available on the internet 47. An inland alternative route is required and this is described on the following pages, where the Yantlet Creek is crossed by an embankment. Managed realignment of the flood defences is planned in this area within 20 years and close working with the EA is required. L1 An existing track in reasonable condition with public footpath status links Avery Way to the waterfront. L2 The old railway line offers an excellent opportunity to link Allhallows with the public footpath along the Medway Estuary flood defences near Stoke. The branch line from Stoke Junction to Allhallows-on- Sea carried passengers between 1932 and L3 A public footpath links Allhallows village with Yantlet Creek. Up to Binney Farm this is a good track, but further east it is a rough grassy footpath. 1. Negotiate public access to Yantlet Demolition Range with the MoD. 2. Development of the old railway line as a shared use route. 3. Feasibility work on a link between Allhallows and Grain, including negotiation with landowners. Yantlet Creek at low tide The Hoo Peninsula Green Cluster Study 18 highlights the potential for restoration of the Yantlet Creek to its natural course. If this can be combined with increased access, this could be a major boost to the Isle of Grain and Allhallows. Footpath to Avery Way Allhallows-on-Sea from the east

19 Thames Estuary Path Section 58 Grain North North Kent Condition of the waterfront Barriers to development Links and Access Key Recommendations As described on the previous page, Yantlet Demolition Range is not accessible to the public and the public footpath from Grain ends at the Range boundary. From maps and aerial photographs, there appear to be flood defences and access tracks that could be developed as a shared use route. The public footpath from the Range into Grain is usable, but in poor condition. It passes through the Sand and Gravel Works and is obstructed by a landslip just to the north of the esplanade. The footpath is clearly used despite the closure notices. Yantlet Demolition Range is the major barrier on this section, although suitable infrastructure seems to be available. An alternative route is possible on existing tracks and roads along the southern edge of the Range. Most of this is tarmac military road, with only 880 metres of farm tracks needing to be developed. Managed realignment of the flood defences is planned in this area within 20 years and close working with the EA is required. The wide farm access tracks appear to be well maintained; the only barriers are three field gates. L1 A disabled access path from the High Street was constructed a few years ago, but it has been poorly maintained and is barely usable in places. High Street disabled access 1. Negotiate public access to Yantlet Demolition Range with the MoD. 2. Development of the alternative route via West Lane, including negotiations with landowners. 3. Improvements to the existing disabled access path at L1. 4. Earthworks to re-instate the public footpath at the landslip at B2. The promenade below the concrete sea wall is in good condition and continues unbroken for 2160 metres. B2 The coastal footpath width is restricted at the Sand and Gravel Works and obstructed by a landslip, although this can be easily overcome with modest earthworks. 21 Thames Estuary Path Section 59 Grain South North Kent Condition of the waterfront Barriers to development Links and Access Key Recommendations The flood defences comprise a concrete sea wall, with a 3 metre wide promenade for over 2km. This promenade is the most significant waterfront infrastructure on the whole of the Hoo Peninsula. It is the only section that is fully accessible for disabled people. Beside St James Park, the promenade is on top of the sea wall. Elsewhere it is below the wall, with limited access and limited views inland. There are no physical barriers on this section legal status? Promenade near High Street L1 A public bridleway links Green Lane to the waterfront, comprising a grass track. L2 St James Park is public open space with full access to the promenade above the sea wall. Another bridleway runs parallel to the waterfront around 200 metres away, with a rough stone surface. L3 Smithfield Road links directly to the waterfront, although access is blocked with two substantial metal barriers. One of these forms part of the flood defences, but no allowance has been made for public access. 1. Improvements to the Smithfield Road link. Smithfield Road link L4 Port Victoria Road runs parallel to the waterfront and has public bridleway status. L5 An unsurfaced footpath links from this road to the waterfront at the power station outfall. Promenade at St James Park

23 Thames Estuary Path Section 60 Grain Power Station North Kent Condition of the waterfront Barriers to development Links and Access Key Recommendations The concrete sea wall continues south of Grain Light, but the promenade ends. The public footpath continues on the grassed landward side of the flood defences. The boundary of Grain Power Station is marked by a chain link fence, but a wide grass strip is available for public use. The public footpath continues to the jetty at Cockleshell Hard, where it comes to an end. There is no public access to the Medway waterfront for around 3 miles. The waterfront is occupied by the Grain Power Station and the Thamesport Container Terminal. West of Cockleshell Hard, the waterfront is occupied by large industrial sites. An alternative inland route is available on Grain Road, which has a footway as far as the level crossing of the railway. Although a public footpath continues most of the way beside the Medway Estuary into Rochester, the Thames Estuary Path comes to an end at Cockleshell Hard. Access to the waterfront is physically possible beyond Cockleshell Hard and the flood defences are outside the power station security fencing. Historically, a ferry crossing ran from Port Victoria station to Sheerness, but it only operated from 1882 to The railway line is still used by freight traffic, but passenger services ceased in L1 A public footpath links the end of Port Victoria Road with the waterfront. L2 No other public access is currently available through the power station site, but a link to the main road might be possible on existing private roads. 1. Further survey work along the Medway Estuary between Grain and the Sheppey Crossing. 2. Feasibility work on the reinstatement of a ferry between Grain and Sheerness. The crossing distance from Grain Light to Sheerness is approx.1400 metres, compared to the 2200 metres for the Harwich Harbour Foot Ferry, which currently runs from Easter until the end of September 51.
