Rawson, P.E., Director ~ t~ Pt Traffic Operations Division C /" SUBJECT: Traffic Control Plan Standard Sheets The Traffic Operations Division has revised the standard sheets for Traffic Control Plan TCP(1-1)-(1-6)-12, TCP(2-1)-(2-8)-12 and TCP(5-1)-12. The standard sheets are revised to bring them into compliance with the 2011 Texas Manual on Uniform Traffic Control Devices (TMUTCD). The sheets will be applicable to all new construction projects beginning with the July 2012 letting. Following is a summary of the changes to each standard sheet: Genera' Added brief descriptions to title blocks. Modified Taper Length and Device Spacing tables. Modified Taper Length and Device Spacing tables to include a Suggested Long'itudinal Buffer Space column as in TMUTCD. Replaced "X/2" dimensions for longitudinal buffer spaces with the letter "B" to refer to the longitudinal buffer distances from the TMUTCD. Modified buffer spaces to exclude the Shadow Vehicle with Truck Mounted Attenuator (TMA) for consistency with the TMUTCD. Renamed the "Work Area" to "Work Space" and extended it to incllude the location of the Shadow Vehicle with TMA for consistency with the TMUTCD. Eliminated the upper range of "Suggested Maximum Spacing of Channelizing Devices On a Tangent" from the tables for compliance wilth the TMUTCO. Modified recommendations for Shadow Vehicle with TMA. Changed "Type III Barricade" in,legend to read "Type 3 Barricade" for consistency with TMUTCD. Clarified the use of Type 3 Barricades in the work space. Clarified that flags attached to signs are required "where shown". Modified general notes for optional devices to include "when approved by the Engineer". Removed "Form One Line Left (Right)" signs from standards.
2 District Engineers February 3, 2012 Modified note referencing General Notes for Item 502 for Construction or Maintenance projects. Removed the statement requiring pre-qualified products since it is shown on the BC standards. Clarified length and spacing of devices for the downstream tapers and labe'led them as optional where appropriate and for consistency with the TMUTCD. Removed sign number prefixes (F, S, E) since they will no longer be used in the Standard Highway Sign Designs for Texas (SHSD). Redrew all sheets for enhanced clarity and organization, and to show signs as they appear in the SHSD. Updated sign nomenclature to match TMUTCD and SHSD. Texas designs will include a "T" in the suffix. Plaques will include a "P" in the suffix. Made minor editorial' and spelling corrections. Located G20-2a, END ROAD WORK signs across from CW20-1D, ROAD WORK AHEAD signs. Clarified the "X" or "3X" spacing for ROAD WORK AHEAD signs on approaches using only one advance warning sign. TCP(1-1) - 12 Revised dimensions for spacing to CW20-1 D, ROAD WORK AHEAD sign. Added "Conventional Roads" to titles of each plan view. See new TCP(5-11) - 11 for shoulder work on Freeways and Expressways. Added general note to refer to TCP(5-1) - 11 for shoulder work on divided facilities. Added general note describing the allowable use of the CW21-5, SHOULDER WORK sign. TCP(1-2) - 12 Labeled and designated the CW16-2P distance plaques below the CW20-7 Flagger Symbol signs, as optional, consistent with Figure 6H-10 of the TMUTCD. Modified the text of the CW16-2P distance plaques to read "XXX FEET" rather than "500 FEET". Removed detail for the R1-2aP, TO ONCOMING TRAFFIC plaque, as it is now detailed in the SHSD. Reduced the recommended maximum ADT for TCP(1-2a) to 2000 from Increased distance from downstream taper to the YIELD sign from 50' to 1'00'. Changed the 200' minimum distance from the end of the work area to the downstream flagger to be 200' from the end of the downstream taper to the downstream flagger location. Added general note to allow cones on the center line to be omitted when a pilot car is leading traffic.

Removed redundant dimension in TCP(1-2a) for 7 foot height requirement already in general notes. Added "Stopping Sight Distance" column to main table. General Notes 4 and 11 were reworded for clarity and to refer to "Stopping Sight Distance" for flagger locations. Revised plan view titles. Added general note for Flaggers to use 24" STOP/SLOW paddles to control traffic, restricting the use of flags to emergencies. Added note for Flagger stations to be illuminated at night. TCP(1-3) - 12 Designated the advisory speed plaques beneath CW1-4, Reverse Curve signs, as optional. Modified general note for additional flaggers in advance of the end of a queue. Deleted general note for repeating ROAD WORK AHEAD signs. Added a general note to decrease channelizing device spacing in areas where traffic has been directed across a yellow centerline for consistency with the TMUTCD. Modified size of CW1-4, Reverse Curve signs, to 48" x 48". Added a CW1-4L, Reverse Curve sign, to the downward traffic flow on TCP(1-3a) and TCP(1-3b) for consistency. TCP(1-4) - 12 Designated the advisory speed plaques beneath CW1-4, Reverse Curve signs, as optional. Added a general note to decrease channelizing device spacing in areas where traffic has been directed across a yellow centerline for consistency with the TMUTCD. Modified size of CW1-4, Reverse Curve signs, to 48" x 48". Increased the tangent length between the merging taper and the shifting taper on TCP(1-4b) from 1/2L to L to allow for adequate sign spacing for the CW1-4L, Reverse Curve sign. Added additional lane closures signs to TCP(1-4b) for consistency with Figure 6H-32 of the TMUTCD. Added general note requiring channelizing devices on the center line and adjusted arrow board location if this TCP is used for a left lane closure. TCP(1-5) - 12 This is a new standard for divided highways for short term stationary I.ane closures.
4 District Engineers February 3, 2012 TCP(1-6) ~ 12 This is a new standard for One-Lane Two-Way traffic control when qual'ified/certified flaggers use Automated Flagger Assistance Devices (AFADs) to control traffic. TCP(2-1) - 12 Added a note concerning parking inactive equipment or vehicles. Added a minimum lane width requirement of 10 feet. Revised dimensions for spacing to CW20-1D, ROAD WORK AHEAD sign. Added general note describing the allowable use of the CW21-5, SHOULDER WORK sign. TCP(2-2) - 12 Extended the distance from the downstream taper to the downstream Yield sign from 50' to 100'. Revised titles for plan views. Reduced the recommended maximum ADT for TCP(2-2a) to 2000 from Removed detail for the R1-2aP, TO ONCOMING TRAFFIC plaque as it is now detailed i'n the SHSD. Clarified placement of the optional CW3-4, BE PREPARED TO STOP signs, in the proper location. Deleted general note for reduced channelizing device spacing at conflicting markings and called out Two-Lane Two-Way and Downstream Tapers to use 20' device spacing per TMUTCD. Added general note to allow cones at work space to be omitted when a p'ilot car is,leading traffic. Added "Stopping Sight Distance" column to main table. Added general note to maintain stopping sight distance to the flagger if work space is near a horizontal or vertical curve on TCP(2-2b).. Labeled and designated the CW16-2P distance plaques below the CW20-7, Flagger Symbol signs, as optional, consistent with Figure 6H-1 0 of the TMUTCD. Modified the text of the CW16-2P distance pl'aques to read "XXX FEET" rather than "500 FEET". Added general note for Flaggers to use 24" STOP/SLOW paddles to control traffic, restricting the use of flags to emergencies. Added note for Flagger stations to be illuminated at night. TCP(2-J) - 12 Added a longitudinal, buffer on TCP(2-3b) in the striped median island separating two-way traffic. Removed the single yellow striping option for the median island on TCP(2-3b).

Added CW13-1, Advisory Speed Plaques to CW1-4, Reverse Curve signs. Removed the check mark for Short Term Stationary in the "TYPICAL USAGE" block. Revised general note for reduced channelizing device spacing at conflicting markings. Added "X" spacing dimension after the CW20-1 D, ROAD WORK AHEAD sign, for the downward traffic flow on TCP(2-3a). Revised general notes to require conflicting markings to be removed for long term projects for compliance with the TMUTCD. Added "If applicable" to the R4-2, PASS WITH CARE signs shown in the plan views. Added distances to TCP (2-3b) for repeating transverse channelizing devices in the closed lane. TCP(2-4) - 12 Extended the spacing from the end of the work space to the CW20-1 D, ROAD WORK AHEAD sign, to 3 times the standard spacing for the opposing traffic lanes for speeds over 50 mph for TCP(2-4a) to meet TMUTCD requirements. Added general note to aillow distances to be shown on roll-up sign faces for the RIGHT LANE CLOSED signs for short-term applications rather than on a plaque. Removed the "Less Than Two Weeks" labels since the Typical Usage table allows use only for Short Term and Intermediate Term Stationary applications. Removed general note allowing existing markings to remain for projects less than two weeks to comply with TMUTCD. Increased the tangent length between the merging taper and the shifting taper on TCP(2-4b) from 1/2L to L to allow for adequate sign spacing for the CW1-4L Reverse Curve sign. Revised general note for reduced channelizing device spacing at conflicting markings. Added general note requiring channelizing devices on the center line if this TCP is used for a left lane closure. Added additional lane closure signs to TCP(2-4b) for consistency with Figure 6H-32 of the TMUTCD. Added labels to designate the CW16-3aP, distance plaques below the CW20-5T, "RIGHT" or "LEFT LANE CLOSED" signs. TCP(2-5) - 12 Extended the spacing from the end of the work space to the CW20-1 D, ROAD WORK AHEAD sign, to 3 times the standard spacing for the opposing traffic lanes for speeds over 50 mph for TCP(2-5a) to meet TMUTCD requirements.

Added double yellow pavement markings in lieu of single yellow in the striped median island for consistency with Part 3 of the TMUTCD. Increased the tangent length between the merging taper and the shifting taper on TCP(2-5b) from 1/2L to L to allow for adequate sign spacing for the CW1-4L, Reverse Curve sign. Removed the "More Than Two Weeks" label for consistency with the TMUTCD. Removed general note regarding pavement markings for work zones lasting more than two weeks for consistency with the TMUTCD. Removed general note for Intermediate Term Stationary work to omit markings and tighten device spacing since TCP(2-4) details this operation. Added general note requiring channelizing devices on the center line if TCP(2-5a) is used for a left lane closure. Added labels to designate the CW16-3a distance plaques below the CW20-5T, "RIGHT" or "LEFT LANE CLOSED" signs. Revised general note to require conflicting markings to be removed for long term projects for compliance with the TMUTCD. TCP(2-6) - 12 Removed advance warning signing for lane closure to reduce clutter on TCP(2-6c) by referring to signing for TCP(2-6a). Added "100' Min." dimension on TCP(2-6b) for the gap for exit ramp traffic. Replaced the 2L tangent spacing after the merge taper on TCP(2-6b) with a 1000' dimension and a 100' minimum gap for exiting traffic for consistency with the TMUTCD and to auow a wider gap if necessary. Added an L dimension for the transition for the exit ramp traffic on TCP(2-6b). Added general note allowing omission of pavement markings on intermediateterm stationary usage with the Engineer's approval. Deleted general note for option to mount delineators to channelizing devices. Added SHSD sign numbers for distance plaques on TCP(2-6a). Added reference to TCP(2-5a) for frontage road lane closure at ramp closure when lane must normally enter ramp. Corrected size of the E5-2, EXIT OPEN sign, to 48" x 36". Removed the CW1-6, Large Arrow sign and added the CW25-1T, USE NEXT RAMP sign, at the ramp closure for consistency with TCP(6) series. Moved the location of the Advisory Exit Speed sign on TCP(2-6b) prior to the exit for compliance with Part 2 of the TMUTCD.
7 District Engineers February 3, 2012 TCP(2-7) - 12 Added optional CW1-6, One-Direction Large Arrow signs, on TCP(2-7a). Added note on TCP(2-7a) allowing devices for additional conspicuity for devices protecting the work space. Relocated the R 11-2, ROAD CLOSED sign, to 10' behind the Type III barricade on TCP(2-7a). Removed the XXX FT distance plaques from the CW20-1, ROAD WORK AHEAD signs, and placed the XXX FT onto the face of the second standard CW20-1, ROAD WORK XXX FT sign, in the series. Modified TCP(2-7b) to show constricted lanes and shoulders. Replaced CW20-8T, NARROW LANES AHEAD sign, with a CW5-2, NARROW BRIDGE sign, which may be omitted if lane and shoulder widths are maintained on TCP(2-7b). Removed the extraneous 100' - 150' dimension on the left side of TCP(2-7b) and the "Minimum 8 foot paved shoulder" label. Added flags to the CW20-1 0, ROAD WORK AHEAD signs. Added note for extent of new pavement surface to top of TCP(2-7a). Added "If apphcable" to the R4-2, PASS WITH CARE sign shown in TCP(2-7b). TCP(2-8) - 1'2 Removed detail for the R1-2aP, TO ONCOMING TRAFFIC plaque, as it is now detailed in the SHSD. Replaced Stop Lines on TCP(2-8a) with Yield Lines. Increased distance from downstream taper to the YIELD sign from 50' to 100' on TCP(2-8a). Added an advisory speed plaque to the CW5-3, ONE LANE BRIDGE signs. Added a requirement to use the CW20-4D, ONE LANE ROAD AHEAD sign, in lieu of the CW5-3, ONE LANE BRIDGE sign, if this TCP is used for One-Lane Two-Way traffic control at locations where a bridge is not involved and for consistency with the TMUTCD. Revised the titles of the two TCPs to "One-Lane Two-Way Traffic Control With Yield Signs" or "With Traffic Signal". Reduced the recommended maximum ADT for TCP(2-8a) to 2000 from Added a dimension of 50' - 100' from the end of the downstream taper to the temporary traffic signal for consistency with the TMUTCD. Relocated the Temporary Signal at the top of TCP(2-8b) from the end of the downstream taper to 50' - 100' from the end of the downstream taper to comply with the TMUTCD. Relocated the Temporary Signal on center of TCP(2-8b) from the middle of the shifting taper to the start of the shifting taper for consistency with the TMUTCD. Modified the distance between the Temporary Signals and the 24" Stop Line from 40' to a range of 40' to 150' for consistency with the TMUTCD.
8 District Engineers February 3, 2012 Modified the location of the R4-2, PASS WITH CARE sign, from an X sign spacing beyond the downstream taper to a location "across from the R4-1 DO NOT PASS sign in the opposing direction." Adjusted the end of centerline striping to match PASS WITH CARE signing. Added "If applicable" to the R4-2, PASS WITH CARE sign shown in TCP(2-8b). Added "Stopping Sight Distance" column to main table. Added general note referring to "Stopping Site Distance" to the temporary traffic signals. Tep (5-1) -12 This is a new standard to be issued to comply with TMUTCD guidance relating to shoulder work on freeways and expressways and to provide guidance for shoulder work in medians of these facilities.
