This information is being provided for you to consider as you review permit applications for the All Aboard Florida high speed rail project located within Martin County. 3 CONSULTANT SUMMARY A review of aerial photographs and USGS maps of the AAF/FEC Railroad corridor within Martin County indicated that a total of nine higher probability areas for archaeological sites occur within the AAF/FEC Railroad corridor APE (area of potential effect). The identification of higher probability areas is based on a site model created for Martin County based on the author s expertise using aerial photographs and maps to identify potential archaeological sites, and prior archaeological surveys of the county. The AAF/FEC Railroad corridor archaeological site model is based on the association of elevated uplands, particularly those of the Atlantic Coastal Ridge, abutting or in close proximity to wetland features such as rivers, creeks, sloughs, and ponds. This upland-wetland composite ecotone was an integral location for prehistoric subsistence, habitation, and transportation for Florida waterways that provided access to multiple environments associated with diverse resources and canoe routes. Currently, only site 8MT1287 (the Hobe Sound site) is identified as a previously recorded site archaeological site along the FEC Railroad corridor, correlating to one of the higher probability areas. The prehistoric ecology of the Atlantic Coastal Ridge and its relation to archaeological sites is not fully understood, and other undetected sites obscured below more modern fill deposits likely occur. The other eight archaeological probability areas have never been systematically tested by archaeologists and could include unknown archaeological sites. These higher probability areas need to be subject to Phase I assessments prior to proposed ground-disturbing activities. A compilation of relevant maps are presented including USGS maps and 1952 aerial photographs. The year 1952 was selected from available aerial photographs because the natural areas were discernible facilitating identification of higher probability areas for archaeological sites. Each known site or untested high probability area is labeled A through I sequentially from north to south (see figures). 1 3 of 30

18 MEMORANDUM To: From: Subject: Terry Rauth, Martin County Department of Engineering Theresa Schober, MA Cultural Resources within 150 feet of the Florida East Coast Railway Right-of-Way, Martin County, Florida Date: Friday, October 30, 2015 Pursuant to your request, the following updated inventory identifies cultural resources within 150 feet of the Florida East Coast Railway Corridor Main Line Right of Way (FEC Railway ROW) within Martin County, Florida. This inventory is compiled from data contained within the Florida Master Site File (FMSF) records and is a subset of the desktop analysis previously provided. 1 This inventory represents the condition of previously recorded cultural resources based on their last date of evaluation, which may not reflect their present state. This inventory should not be misconstrued as a comprehensive inventory of all cultural resources within a 150- foot buffer. Unrecorded cultural resources are likely to exist in the project area, particularly subsurface archaeological sites and structures that have become historic since previous surveys were conducted. In addition, location data for cultural resources can be ill defined and/or incorrectly recorded within the FSMF. The best approximation has been made in this analysis. Where additional location information should be obtained for a given resource to determine its presence or absence within the 150-foot buffer, the FMSF# is marked with an asterisk (*). For existing site location information, please refer to the schematic maps provided previously (Schober 2015, Attachment A). Results A total of 146 cultural resources have been previously recorded with the FMSF within a 150 foot buffer surrounding the FEC RR ROW including five (5) archaeological sites, six (6) historic resource groups, two (2) historic bridges, one (1) historic cemetery, and 132 historic structures. Geographically restricted to the existing FEC Mainline Railway ROW, an additional eight (8) cultural resources have been identified (Table 1). These previously recorded resources include the FEC Railway Resource Group (8MT1450), the FEC Railway Roadbed (8MT1391), the Camp Murphy Railroad Spur (8MT1481) and five FEC railway bridges located at Mile Post (8MT1623), Mile Post (FEC Railway Bridge, 8MT1382), Mile Post (8MT1624), Mile Post (8MT1625), and Mile Post (8MT1626). 19 for National Register (NR) listing as a linear historic district with all five FEC railway bridges eligible for listing as contributing resources. The bascule bridge over the St. Lucie River (8MT1382) has also been previously determined to be NR-eligible. The largely deteriorated and discontinued Camp Murphy Railroad Spur is recorded as having insufficient information for evaluation. Archeological Resources Four (4) archaeological sites have been previously recorded at the FMSF within 150 feet of the FEC RR ROW. These resources include: Jonathan Dickinson State Park (8MT20), Hobe Sound National Wildlife Refuge #3 (8MT1287), Big Knife Site (8MT1331), and Olympia South (8MT1619). Olympia South (8MT1619), a prehistoric subsurface low-density artifact scatter and possible campsite within county-owned right-of-way for Dixie Highway, was evaluated by the SHPO for NR eligibility and determined ineligible. One (1) additional resource is most likely located within the buffer, the Camp Murphy Quartermaster s Warehouse (8MT1482). Its exact geographic location should be ground-truthed and additional detail provided to the FMSF. Site names, locations and descriptions are provided by FMSF number in Table 2. Historic Resources A search of the FMSF indicates that six (6) previously recorded resource groups and 132 previously recorded individual historic resources are located within 150 feet of the FEC RR ROW. Of these resources, the Lyric Theatre is (8MT86 [1993]) listed on the NR. An additional eight (8) historic resources have been determined to be NR-eligible or potentially NR-eligible by the SHPO. This includes six (6) historic structures and two (2) resources groups: Indian River Drive/Church Street Historic District (8MT1513) and Dixie Highway Linear Resource (8MT1621). Among the historic resources that have not been evaluated by the SHPO, five (5) individual structures have been previously surveyed as potentially NR-eligible and 18 structures were recorded as likely or potential contributors to historic districts. The FMSF number, name and address, year and style of construction, and NR evaluation status for each historic resource are provided in Table of 30
