2 Dear Unit Leaders: Again, it is that time of year for the Las Colinas Camporee. This year the camporee committee has worked hard to bring you a great program, at a new location, Valley Trails Ranch in Castaic. As always there will be changes in this year s camporee. We realize that this is will take additional time and planning from our units, however we believe that the cost savings to holding the event are beneficial for all involved. Always keep in mind to CAR POOL, CAR POOL, and CAR POOL to cut down on unnecessary traffic. Like last year all units will camp in separate campsites. There is a distinct possibility that there will be some visiting troops from other districts so let us all welcome them. Regarding trash, we all have it and must dispose of it. You know the routine by now but Be Prepared to: PACK IT IN, PACK IT OUT. Kybos will be onsite for Scout and Adult Use. Permanent flush toilets will be available for adults and staff. We are guests at Valley Trails Ranch and we need to respect the grounds by keeping our site clean and tidy. At the end of the uniform inspection on Saturday, April 18 th, we will have photographers available to take a group photo of your unit. Throughout the day they will be taking photos of the camporee events and possibly you. Pictures will be posted to a photo sharing website and be available for downloads. Camporee 2017 T-Shirts will be available. (see page 19) A climbing wall will also be available for the youth and adults to use and test your skills. Thanks to Kent and Robin Johnson for this event. The climbing wall will be available during scheduled times for the youth. Due to possible traffic issues and distance causing late arrivals, no outside delivery vehicles will be accepted into the camp. Please plan for Friday night dinner to either be pre-habit Hamburger Grill or otherwise carried in by Scouts/troops." Camporee Campfire! More Information can be found on page 19. The higher scoring patrols are those that practiced their scout skills prior to camporee. Come to all of roundtables before camporee to learn more about the events. Camporee Boundaries. Our camporee has specific physical boundaries. It is imperative that these boundaries be observed. Scouts do not have the run of the Ranch. We are only permitted to use special portions of the Ranch. Camporee is a group effort. All units will need a volunteer to competition event. We need your help! 5 WHAT IS CAMPOREE? A Camporee is many things; camping fun for boys, the stomping of hundreds of feet on the way to the evening campfire, and the smell of burning stew. It's the ripple of wind-blown flags in the morning sun. It's catching the idea of teamwork in the patrol method. It's working together for a common goal, and learning how rewarding that can be. It is an opportunity for Webelos to learn about Boy Scouting and for Boy Scouts to help and teach their younger counterparts. Hopefully, friendships will grow out of this adventure, and the Webelos will feel more comfortable in their transition to Boy Scouts. Camporee is held on a district basis once a year. This is an opportunity for Scouts to get together and compete against one another in friendly competition. The program consists of camping and scouting skills, games and a campfire. Each unit camps on an individual basis and your unit will operate independently from the other units. Your unit will need to bring your own stoves, food, tents, etc. If you need any equipment or help, all you need to do is ask. This is Scouting after all! Most of all, Camporee is fun for the boys. Las Colinas District is fortunate to have Valley Trails Ranch for our Camporee site. Details will be made available at upcoming Roundtables. The camping site is open field camping--whatever you need, you must bring. This includes (but is not limited to) water, trash bags, lanterns, tables, chairs, all cooking equipment, including stoves, personal gear, etc. This is a great way to learn to supply what we need and use, and to clean up everything. Remember, Pack it in, Pack it out! 5

7 GENERAL RULES NOTICE TO ALL SCOUTERS: It is against BSA National policy to consume alcoholic beverages and/or use illegal drugs at any Boy Scout activity. Any person or unit violating this policy will be disqualified and required to leave the camporee. The Boy Scouts of America position on smoking mandates leaders not to use tobacco products in any form in the presence of youth. All Scouting functions, meetings or activities should be conducted on a smoke-free bais with permitted areas located away from all participants. CHECK-IN: Check in will start on Friday afternoon at 5:00 pm. PLEASE do not arrive prior to this time. Check-out will be after 11 am on Sunday morning. SATURDAY CHECK-OUT: Any unit checking out Saturday must make prior arrangements with the Camporee Chairperson. This will assure that a proper campsite inspection takes place before that unit s departure from this year s event. Those departing units must clear their campsite before the start of the OA callout and campfire. LEADERSHIP: The Senior Patrol Leader is in charge of and responsible for the conduct of the boys in the troop at all times during Camporee. The Scoutmaster and his/her designated assistants will be on the site at all times. Two adult leaders must camp in the troop area at all times. CAMP AREA: Boundaries will be outlined on the Camporee map. This is private property, so we need to stay in the camping area. Anyone found outside the designated Camporee area will be sent home. No hikes or hill climbing. NO EXCEPTIONS!! CAMPSITE ASSIGNMENTS: Your campsite will be assigned to your unit at the check-in desk. These are assigned based on the number of participants registered as of April 7, CAMPSITE ACCESS: No one is allowed into your campsite area except adults while the events are in progress. FUELS AND STOVES: All cooking will be done on stoves, no fire pits or rings. Use of propane is strongly suggested. However, if your unit uses white gas, please follow the BSA policy regarding liquid fuels. NO GROUND FIRES ALLOWED. ELECTRONIC EQUIPMENT: It keeping with the Scout experience and spirit we encourage units to have their Scouts leave electronic devices safely stowed throughout Camporee. They can come out on the car ride home. TRASH: Pack it in, Pack it out! Each unit is to carry out its own trash at the close of Camporee. Your participation package will be issued upon the completion of the clean-up inspection. Remember, a scout always leaves an area cleaner than the way he finds it. EQUIPMENT: BE PREPARED! Each attending unit is responsible for bringing their troop and patrol equipment, including cook boxes, trash bags, and necessary troop and patrol equipment. Each scout needs to have with them, the ten essentials as described in the Boy Scout Handbook, carry water to each event and have his Boy Scout Handbook. 7

8 NATIVE ANIMALS: It is not normal for rattlesnakes to be in this area, but be careful. Do not pick up or bother any of the wildlife in the area. LOST AND FOUND: The camporee Lost and Found area will be located at the Scoring office. Please make sure to make all your equipment and clothing. SCOUT BEHAVIOR: Profanity is not in the Scouting tradition and will not be tolerated. The throwing of any objects will not be tolerated. Kybos will be used by the youth and not for garbage dumping, horseplay or dish washing. EVENTS: All events are designated for four or more participants. Boundaries will be outlined on the Camporee map. EVENT EQUIPMENT: The patrols are expected to provide necessary supplies for each event unless specified in the events description. Scoring points will be deducted for borrowing supplies. Always have your ten essentials. WEBELOS: Webelos dens attending Camporee must follow the National policy requiring one responsible adult to four boy ratio. All units must bring all the necessary camping and cooking equipment. Webelos dens that want to camp next to a specific troop must so specify at the time of registration in order to have space reserved adjacent to the troop area. Look on the Camporee registration form for this listing. Courtesy contact with that troop should be made prior to camporee. Troops and Webelo dens must turn in separate registration forms even if they are camping next to each other. PATROL CLASSIFICATION FORMS MUST BE TURNED IN AT THE TIME OF CHECK-IN OR NO LATER THAN 9:00 PM TO THE SCORER S OFFICE ON FRIDAY, April 15, THE UNIT WILL LOSE 25 POINTS FOR NOT TURNING IN THIS FORM ON TIME. It might make the difference in the final score for your unit. 8

9 REGISTRATION FEE SCHEDULE Each unit (Troop or Webelos Den) will complete a separate online registration. Webelos dens will not be counted in a troop due to scoring logistics. All fees will be paid according to the schedule listed below. 11 ORDER OF THE ARROW CALL-OUT The Order of the Arrow (OA) Call-Out Ceremony will be conducted after the completion of the campfire. The drum will start beating at the end of the campfire! When the drum starts to beat, this will be the signal for the Troops to follow the directions that are given. All Scouts and Scouters must be in Class A uniform for the entire ceremony. We request that all Order of the Arrow members in your Troop wear their OA sashes since this is an OA event. If there are OA members within your troop that would like to participate please Tom Cantarine at tcantarine@gmail.com, or come to a chapter meeting to find out details. Please be advised to follow the directions of the OA members so that this ceremony can start promptly. If you have any questions or concerns about these procedures before Camporee 2017 or to get directions to the OA chapter meetings, please do not hesitate to Tom Cantarine, the advisor of Chauwalanne Chapter. 12 PATROL CLASSIFICATION The following is the classification scheme for patrol competition: BOY SCOUT RANK POINTS Scout 1 Tenderfoot 4 Second Class 8 First Class 10 Star 15 Life 20 Eagle 25 PATROL CLASSIFICATION AVERAGE POINTS Ravens All Webelos Curlews Wolves Bulls and above ***New *** Crew or Ship Each scout in the patrol, who is in attendance at the Camporee, is rated according to his rank at the time of Camporee. Then, all individual points of the patrol members are added together. This total number of points is then divided by the number of boys in the patrol. This average will be used for classification for the various events. EXAMPLE: Rocking Chair Patrol Roster Name: Rank: Points: Robert Life 20 Foster Mike Turitz First Class 10 Dick Avery Second Class 8 John Tenderfoot 4 Overton Bill Wright Scout 1 Total: 43 Divide the 43 by 5 (number of boys) = 8.60 points. The patrol classification list designates this average as Wolves, therefore, the Rocking Chair Patrol will compete in the Wolves events. 12 Will compete only with other Crew and ships

13 JUDGING CRITERIA Judging of Uniforms, Patrol Flags, and Campsites will be done by volunteer Scouters. At this time, we are providing basic criteria the judges will be using, so that all units can begin to prepare. If you need additional information, or have questions, you can call Steve Shorr at (818) or e- mail at UNIFORM INSPECTION -Total of 180 points possible The judges are looking for uniformity within neat, clean, courteous units and wearing the following Scout Shirt Epaulets World Crest Patch Pants/shorts Webelos Colors American Flag Official Belt Correct Badge of Rank Official socks (with shorts) Patrol Patch Neckerchief * Unit numerals Neckerchief Slide Council Strip Quality Unit Patch (if No more than one temporary patch earned)* items properly affixed in the correct places per the Insignia Guide. Items marked with (*) need to have uniformity within the patrol. The scout uniform can be any of the official scout uniforms. It can be the most current or be from a previous era of scouting. EVENTS COMPETITION -Total of 800 points possible for the eight events (100 points per event). You will be competing as a patrol or den and not as an individual. For any patrol or den to be eligible for an award it must complete a minimum of five events. SCOUT SPIRIT -Total of 240 points possible for the Unit (Pack or Troop). Each patrol or den will be judged on their ability to complete the event in addition to the patrol leader s ability to lead the patrol. At each event, Scout Spirit will be judged as a part of the competition, according to the following categories and Organization of Patrol/Den Involvement of those Patrol/Den Yell Participating in Event Excellent 10 All Involved 10 Without prompt 10 Good 8 1/2 Involved 5 With prompt 5 Fair 5 Only 1 or 2 2 No yell 0 Poor 3 13

14 PATROL FLAG CRITERIA: Total of 180 points possible for the patrol. Each patrol or den should come to the Camporee with a Patrol flag. The patrols will be asked to bring their flags to campfire stage after the opening ceremony for judging purposes. Judging Criteria: Patrol name visible Individual members represented -Unit number Scout construction apparent Camporee theme depicted -Creative Can be displayed independently -Durability Color Eye appeal Maximum dimensions 3' x 5' Consult your dictionary for the definition of a flag. CAMPSITE CRITERIA: Total of 200 points possible for the UNIT (Pack or Troop) Tents need to be open with screens closed. All tents will be inspected. Patrol boxes need to be unlocked and accessible. Judging Criteria: Obvious entrance to campsite; U.S. and unit flags properly displayed Overall campsite appearance and lay-out; campsite clean and in order Tents are by Patrol Method: Leader tents separately located Tent placement avoids insects, poison oak, and danger from overhead Adequate fire buckets and/or other firefighting equipment available for tent and cooking areas, i.e., proper class fire extinguishers. Individual tents neat and clean Personal and patrol equipment neat and stored properly Evidence of separate patrol sites Patrol menu posted in each patrol site Patrol duty roster posted in each patrol site All food properly stored and protected from animals, contamination, and spoilage Cooking equipment stored off ground and clean; cookware clean and dry Clean water readily available Trash and garbage properly disposed of All fires safe (including stoves) and located a safe distance from tents Location of unit first aid kit, firefighting shovel, and rake visible to all 14

15 EVENT PARTICIPATION Patrols will compete in the events that have been designed for their patrol skill level. Please have the patrols work on skills for the events in their category. The skill level is determined by the rank of the scouts in the patrol. Please refer to the Patrol Classification section of the packet for the classification of your particular patrol. Please remember that the Webelos are classified as Ravens. Ravens (Webelos) Compete in events 1-8 Curlews Compete in events 5-12 Wolves Compete in events Bulls Compete in events Venture Crews And Ships Compete in events Some emphasis has been placed in the scoring scheme on leadership. Encourage your patrol leaders to go over all the skills involved in the events with their patrol before the Camporee. The better your patrols know their skills the better they will do in the events competition. EVENT SPONSORSHIP The Camporee staff would like to ask all units to help sponsor an event at Camporee. If your Unit decides to sponsor an event, the staff will give your unit details of what is expected. All sponsors are asked to run two identical events simultaneously to allow the boys to have time to complete all their events without the usual long line, bog down. Don t be afraid to volunteer even if you ve never done this before. This is an opportunity to make use of those parents that just want to come and hang out. Let them know they are needed. Please pitch in and help. If you sponsor an event, the Camporee staff will look to you for full cooperation in preparing for and providing a fun, challenging event for our scouts. The Camporee staff will do everything possible to help the sponsoring unit with any problems that may arise. To help things run smoothly, there will be one meeting for events people to attend. There will be three meetings to discuss scoring procedures. One on Wednesday, March 9th, and one on April 13th 7:30 Roundtable, the LDS church on the corner of Mulholland and Deseret streets. The final meeting will be at Camporee, Friday, April 15th 8:30 p.m. in the Camp Dining Hall. It is extremely important to have everyone involved with your event at the Roundtable trainings. You can also send a representative to the one at Camporee. Mountain Bike Challenge Course New this year are two options to compete in the ¾-mile 2017 Las Colinas Mountain Bike Challenge! Option 1: You do not need to bring bikes. We will have a limited supply of bikes for you to ride on the course, however each rider must bring their own helmet that properly fits the rider. Option 2: Have two members of your crew bring their mountain bikes and their own helmets to compete Crew or partol with most points and fastest time wins. Important and mandatory to participate! Let s ensure that we can continue with the Mountain Bike Challenge course by making sure that 1-2 adults from each participating crew/patrol sign up for a two-hour shift to help on this event. 17 CAMPOREE 2017 EVENT DESCRIPTIONS 1. Readyman First Aid - Demonstrate first aid procedures as referred to in the Webelos handbook under the Readyman chapter. Materials provided and this is a timed event. 2. Moon Walk The den must practice walking on the moon. The denner must group his den into groups of three or four and walk as teams on two moon walking planks over the moon s surface. Materials provided. 3. BB Gun Shooting Annie Oakley was a great shot. See how good your den is when it goes to the BB gun range. Each member shoots 5 shots. Den with the highest score wins. Materials provided. 4. Spider s Web All exits are closed. The only way to get out is to go through the spider s web. Any touching of the web will allow the spider to capture its prey. Any way that a den member has already used is automatically closed up after him. Nobody can go under, over or around the web. Materials provided and this is a timed event. 5. Low Cope Your den/patrol will be given a challenge to test your team working skills. Materials provided and this is a timed event. 6. Spear Toss Your den/patrol will be given five spears to throw through different rings hanging on a line. Den/patrol with the highest score wins. Materials provided. 7. Archery Robin Hood was a great archer. See how good your den/patrol is when it goes to the archery range. Each member shoots 5 arrows. Den/patrol with the highest score wins. Materials provided. 8. The Six Basic Knots - Each member of the den/patrol will be asked to tie one of the six basic knots. All den/patrol members must try to tie their knot as assigned to them. Materials provided and this is a timed event. 9. Basic Hurry First Aid - Your patrol will be faced with hurry first aid situations. They must be handled in order to save lives. Materials will be provided and this is a timed event. 10. Climb The Wall - Your patrol must climb the wall to get back to the trailhead. Climb high and fast so you can quench your thirst and satisfy your hunger. Materials are provided and this is a timed event. 11. Sling Shot Shooting Dennis the Menace was not so good with a sling shot. See how good your patrol is when it goes to the sling shot range. Each member shoots 5 shots. Patrol with the highest score wins. Materials provided. 12. Water Rescue - Your patrol is going down to the camp lake to do some fishing. As you approach the lake, cries for help are heard at the lake front where a person is pointing at a struggling person in the water so your patrol must rescue the victim. Materials provided and this is an accuracy event. 13. Intermediate First Aid - Your patrol will be asked to provide first aid treatment for various injuries. Materials provided and this is a timed event. 14. Disability Awareness This might come as a surprise but it is not what you think this event is all about. There could be new developments so be prepared. Materials provided and this is a timed event. 17

18 15. Mountain Bike Challenge Course - New this year are two options to compete in the ¾-mile 2017 Las Colinas Mountain Bike Challenge! Option 1: You do not need to bring bikes. We will have a limited supply of bikes for you to ride on the course, however each rider must bring their own helmet that properly fits the rider Option 2: Have two members of your patrol bring their mountain bikes and their own helmets to compete. Patrol with most points and fastest time wins. **Two Volunteers From Each Participating Troop, Patrol or Crew Are Required to Volunteer for Two Hours to Help Run This Event.** Rifle Shooting Buffalo Bill was a great shot. See how good your patrol is when it goes to the 22 rifle range. Best 5 shooters of each patrol shoots 5 shots. Patrol with the highest score wins. Materials provided. 17. Travois Race - Your patrol must construct a travois and drag one Scout riding on the travois to the designated finish line. Proper lashings must be used. Materials provided and this is a timed event. 18. Wilderness First Aid - Your patrol has an emergency situation in the wilderness that will demand first aid solutions. Be prepared. Look for different and more unique solutions that must be used in the wilderness. Materials provided and this is a timed event. 19. Knots Relay Two stakes are driven into the ground about 30 feet apart. The object for the patrol is to tie the required knots, a total of 10 knots, suspending a log in the middle of the two stakes. Materials provided and this is a timed event. 20. Giant Ladder Two of your crew/patrol members must climb to the top of the giant ladder. The fastest crew/patrol 2-man team to the top wins. Materials provided and this is a timed event. 21. Boat Race Build your boat and bring it to the 2017 Las Colinas District Camporee boat race. Materials provided. 23. Mountain Bike Challenge Course - New this year are two options to compete in the ¾-mile 2017 Las Colinas Mountain Bike Challenge! Option 1: You do not need to bring bikes. We will have a limited supply of bikes for you to ride on the course, however each rider must bring their own helmet that properly fits the rider Option 2: Have two members of your patrol bring their mountain bikes and their own helmets to compete. Patrol with most points and fastest time wins. **Two Volunteers From Each Participating Troop, Patrol or Crew Are Required to Volunteer for Two Hours to Help Run This Event.** 24. Navigating With GPS - Your crew will follow a GPS course. You must write down each course location identifier. The crew ending closest to the designated finish point and with all the correct course location identifiers noted is the winner. The GPS will be provided. 25. Handgun Shooting Wyatt Earp was a great shot. See how good your crew is when it goes to the 22 handgun range. Each member shoots 5 shots. Crew with the highest score wins. Materials provided. 26. Archery Robin Hood was a great archer. See how good your den/patrol is when it goes to the archery range. Each member shoots 5 arrows. Crew with the highest score wins. Materials provided. 27. Wilderness First Aid - Your crew has an emergency situation in the wilderness that will demand first aid solutions. Be prepared. 20 CHECK-OUT PROCEDURES When your unit is ready to depart, the Senior Patrol Leader or Den Leader should inspect the area for cleanliness. Remember that all trash is to be packed out. Campsites should always be left better than they were found. Assistance in surveying and cleaning common areas is expected and very much appreciated. When the Senior Patrol Leader or Den Leader is satisfied that the campsite is clean, he/she should obtain a ticket and evaluation sheet from one of the members of the camp inspection team who has cleared them for departure. The Senior Patrol Leader or Den Leader then takes the ticket and completed evaluation sheet to the Staff headquarters where they can obtain their Camporee patches and packet of score sheets and ribbons. Included in this camporee packet is a LEADER RECOGNITION FORM. Please have this filled out before camporee. A minimum of one filled out form must be turned in before you will be given your check out package. Any Saturday night check outs will pick up patches, and awards at Roundtable. NO VEHICLES WILL BE PERMITTED INTO THE CAMPSITE AREA PRIOR TO THE CLOSE OF THE AWARDS CEREMONY ON SUNDAY. REMEMBER: PACK IT IN, PACK IT OUT. 20
