4 Sales Tax Reporting Information All vendors: All Vendors (permanent or temporary) are required to report sales tax collected during Bikes Blues & BBQ. Temporary Sales Tax Vendors: Temporary Sales Tax Vendors will receive a packet including: One (1) Sales Tax Report Schedule Sheet for each day you sell at the event. Sales Tax Reporting Forms Sales Tax Collection Envelopes Food vendors: All food vendors (in addition to above information) are also required to collect and report an additional 2% in Sales Tax for the City of Fayetteville s Hotel/Motel and Restaurant Tax. Food vendors will receive: One (1) HMR Tax Report Sheet for the event. A separate return envelope specifically for HMR Taxes. The HMR Tax Report Sheet and ayment must be returned to the City of Fayetteville Accounting Division at the conclusion of the event. Accounting Division 113 W. 6 The Fayetteville Fire Department, in accordance with the Arkansas Fire revention Code 2012 (AFC), provides these fire safety requirements as guidelines for the use of vendor tents, food booths and portable cooking appliances at outdoor events. This list is not intended to be all encompassing, rather a highlight of what is most commonly required. Should questions arise, contact the Fayetteville Fire Marshal s Office at: (479) Thank you, Assistant Chief H. Hunt Fire Marshal Safety Requirements for all Tent/Canopies & Temporary Structures A. All tents and membrane structures must be properly secured in case of wind. Securing of the structures is the responsibility of the owner/operator. (Refer to AFC ) B. A portable fire extinguisher with a minimum 10lbs. ABC must be accessible within 75 feet walking distance of all tents/temporary structures, at a minimum, as required by section 906 of the AFC. All extinguishers require a current inspection tag provided by a licensed fire extinguisher company. Inspection tags are required annually. (Out of state inspection tags are allowed) (Refer to AFC ) C. All electrical extension cords must be three-wire, grounded and 14-gauge minimum. The capacity of the extension cord must be greater than the total capacity of the equipment supplied. No two-wired extension cords will be allowed. All extension cords shall be protected from physical damage and must be maintained in good condition. D. No smoking signs must be displayed in each permitted tent. (Refer to AFC ) E. Exits shall be clearly marked when the exits serve an occupant load of 50 or more. (Refer to AFC ) F. All compressed gas bottles must be secured always to prevent them from tipping over. (Refer to AFC ) G. Generators must be maintained at least 20 feet from any tent or temporary structure and shall be isolated from contact with the public by fencing, enclosure or other approved means. (Refer to AFC ) H. No combustible waste can be stored within 30 feet of a tent or temporary structure. (Refer to AFC ) I. Flame retardant certification must be visibly affixed for all tent/membrane structures. (Refer to AFC ) (See Figure 1 and 2)

No display or exhibit shall be installed or operated that will interfere in any way with access to any fire lane, fire break, exits, or with the visibility of any exit, or of any exit sign. No display shall block access to fire-fighting equipment such as fire extinguisher stations, fire hose cabinets, and fire hydrants. (Refer to AFC ) K. Hay, straw, shavings or similar combustible materials shall not be located within any tent, canopy or membrane structure containing assembly occupancy, exception the materials necessary for the daily feeding and care of animals. The quantity and location of the above materials is subject to review by the Fire Marshal. Shavings, sawdust, bark dust or like material utilized for a public performance or exhibit shall be prohibited unless treated with an approved fire retardant solution prior to use. The areas within and adjacent to the tent shall be maintained clear of all combustible materials, waste, or vegetation that could create a fire hazard. Trash receptacles used in displays and exhibits shall be constructed of a non-combustible material. Combustible trash shall be removed at least once a day from the structure during the period the structure is occupied by the public. (Refer to AFC ) L. Combustible vegetation shall be removed 30 feet from the area occupied by a tent, air-supported, air-inflated or tensioned membrane structure, temporary membrane structure or canopy. (Refer to AFC )

The use or exhibiting of gas or liquid fueled vehicles, boats or other motor craft shall not be located indoors except as follows: 1) The battery or batteries must be disconnected. 2) The battery terminals must be insulated in a safe and approved manner. 3) Fuel in fuel tanks shall not exceed one-quarter tank or 5 gallons (whichever is least). 4) Fuel tanks and fill openings are closed and sealed to prevent tampering. 5) Vehicles, boats or other motor craft equipment are not fueled or defueled within the building. (Refer to AFC ) Cooking Tents or Areas: Cooking tents will follow the requirements previously listed. Additional requirements are as follows: A. Only commercial cooking equipment is permitted. Residential/homemade equipment will not be allowed. (e.g., no turkey fryers) B. Tents where cooking takes place, or cooking tents in an aggregate configuration, must be at least 20-feet from any building. C. A portable fire extinguisher with a minimum 10lbs ABC must be provided for each tent where cooking is taking place. If grease laden vapors are present, a K type extinguisher is also required. (i.e.: deep fat frying) Inspection tags are required annually. D. L gas cylinders must be stored outside and kept a minimum of 10 feet from any other structure. Cylinders capable of holding 501 gallons and greater shall require a 25- f e e t separation. (Refer to AFC and ) E. Only D.O.T.-approved portable L-gas, propane, natural gas, and butane cylinders shall be used. Cylinders shall be in good condition, properly labeled, and without dents or corrosion. F. Any open flame cooking or heat cooking will be supervised by an adult at all time. This adult will serve as the fire watch and standby personnel to take prompt measures for extinguishment of fires that occur and assist in the evacuation of the public from the structure. 9 Event Recycling Guidelines and Tips: The City of Fayetteville hosts many different festivals and events each year. Some like Bikes, Blues and BBQ are very large while others are very small, but they all have one thing in common: they all produce waste. Handling the waste correctly is very important and the Recycling & Trash Collection Division would like to see waste diverted from the landfill whenever possible. The City s goal is that event attendees will come to expect standardized recycling services at special events and festivals in Fayetteville. Below are some tips to help make your event low- or no-waste. To Do Checklist: rior to the Event - reventing Waste Make a waste diversion plan (including mapping locations for waste stations, determining who will coordinate and implement the recycling efforts, how materials will be monitored, sorted, and transported, etc.) Limit the number of giveaways (i.e. paper flyers, free samples) Make sure all items purchased for the event are reusable, recyclable, or even compostable Work with food vendors to encourage less waste suggest that they: o offer finger foods to use fewer utensils o replace plastic bowls with bread bowls (for soup/chili) or compostable bowls o use cones or compostable cups for ice cream o consider serving foods that don t require plates o serve drinks that come in recyclable containers o purchase bulk products vs. individually packaged condiments, utensils and drinking straws o reserve lids, straws and napkins as by request items Contact our Waste Reduction Coordinator at (479) to arrange for pick-up of our loaner Clearstream recycling stands for collection of source separated recyclables.

10 During the Event - Maximize Collection and Reduce Contamination Make recycling stations highly visible (i.e. balloons, signs/flags on tall pole, etc.) and in convenient locations (such as where people buy and eat food) Use the buddy system recycling and trash containers should always be grouped together with clear, large and simply worded signage (with pictures even better) Limit the number of recycling/waste stations for easier monitoring Use clear plastic bags as liners for recycling bins for easy identification and removal of contamination (trash) lace a few empty plastic bottles and cans in recycling containers at the beginning of the event for further visual aid Staff recycling/waste stations at all times, if possible, otherwise assign someone to check each station frequently After the Event - Recycle Something! Bring your recyclables directly to the City of Fayetteville s Recycling &Trash Collection Division facility at 1560 S. Happy Hollow Road (8am-5pm M-F, go to office), or to one of the City s recycling drop-off centers: o 1420 S. Happy Hollow Rd (24/7) o 735 North Street (6am-5pm M, Tu, W, F, Sa / 6am-7pm Th / closed on Su) Determine your success rate by looking at the amount of waste diverted from the landfill. Calculate your diversion rate using the following formula: Diversion rate = Amount recycled (Amount recycled + Amount disposed)
