1 EUEB, 21 st June 2017 Evaluation of the amendment proposal for "converted paper" products JRC-IPTS 1
2 Why an amendment? Feedback was received on the current EU Ecolabel Converted Paper criteria, with indications as to what might constitute barriers for uptake Industry made a proposal for changes to the criteria, a first evaluation highlighted issues that could be rectified with a change in the User Manual An amendment for the EU Ecolabel logo guidelines has already been introduced Some sections of the industry proposals were considered as needing to be assessed more closely
3 Criteria amendment areas of focus Maximum weight of metal parts allowed (Article 1) Paper substrate (Criterion 1 and User Manual) Metal coatings (Criterion 3) Numbering correction in the Annex All material general for the amendment proposal evaluation will be used as direct input into the revision for the product group.
4 Key milestones June 2017 presentation of the work to be undertaken October 2017 amendment text and background report shared with EUEB November 2017 vote on the amendment
5 Maximum weight of metal parts allowed Industry claims that the current maximum thresholds for metal parts in ring binders (50g) and lever arch files (120g) are too low If the thickness of metal parts is reduced too much, the number of opening/closing operations is greatly reduced (= the binder rings no longer close properly)
6 Paper substrate Industry proposed to add the case of substrates <400g/m 2 that do not fall within the scope of the EU Ecolabel for Copying and Graphic Paper (currently it appears that such substrates cannot be used in products as they do not fall under Part A or B of Criterion 1) The 400g/m 2 limit is also under study in the revision of the EU Ecolabel for Copying and Graphic Paper
7 Metal coatings Industry asks for nickel or zinc treatments to be allowed for a broader range of parts Current text includes "for small parts (such as rivet, eyelet, and flat bar mechanisms)" Industry proposal: for parts that see "heavy physical wear" (without specification as to what the parts covered) Potential replacement solutions do meet the requirements in terms of resilience
