Purpose of the Plan Great Escape 2018 September 28 September 30, 2018 Emergency Action Plan The purpose of this plan is to identify safety measures in place to be taken in the event of an accident, lost youth member, weather emergency, or other situations that may jeopardize the safety of any registered participant. 2 2. Identified Risks: Procedures associated with the following risks are discussed here: 1. Emergency identification of leadership team 2. Identification of event rules and regulations 3. Procedures for accident or condition requiring medical attention 4. Procedures for non-medical incidents 5. Procedures for lost youth 6. Fire-Minor 7. Fire-Major 8. Weather Emergency 9. Evacuation procedures 2.1 Emergency identification of leadership team A minimum of two copies of this plan will be kept at camp. One copy will be held by the Scouter in Charge and the other will be held at a designated location in another Scouter s vehicle. Event organizers will address participants on Friday night and again Saturday morning to: - Introduce and identify Scouters. - Provide orientation to event and outline of weekend events and responsibilities 2.2 Identification of event rules and regulations Checking in at Site HQ will occur on Friday night starting at 5:00pm Fitness forms and confirmation of Active Status with Scouts Canada will be held by leaders in charge. Event organizers will address all participants on Friday to: - Introduce first aiders and First Aid Tent location. - Cover rules of conduct, including out of bounds, respect for nature and private property, safety rules specific to the Great Escape activity and summary of risks - Advise regarding location of first aid kits - Review emergency, fire and evacuation procedures Specific Rules for the Earl-Chizik Property are as follows: o No open fires on site only in camp stoves o Each Troop must have at least one fire extinguisher on site o No smoking on site those who must are required to do so in their vehicles and use their ashtray o Support vehicles will operate on gravel roads unless emergency situations arise o All support vehicles must be equipped with a fire extinguisher o Quad Bikes may be used along the east and west boundaries of the field but must be equipped with a fire extinguisher and pay special attention to avoid fire o Participants must observe a 10 m no-go zone boundary around all oil/gas well or wellhead equipment o Cattle which may be in the field shall be avoided and treated with respect/not bothered o Caution is to be exercised near dugout along north boundary with steep slopes marked on Site Map o Patrols will be escorted by scouters following the Two Scouter rule o Portapotty location will be along south boundary of Camping Area o Garbage will be controlled by Troops and taken off site o Leave no trace camping principles apply 2.3 Procedures for accident or condition requiring medical attention Page 2 of 15
3 - All incidents requiring medical attention are to be reported to the Scouters. - All incidents requiring medical attention are to be handled by first aiders. - Unless the situation is life-threatening, participants are not to call 911 or Police directly. - An incident report must be completed for all incidents. - For incidents requiring ambulance transportation, Two Scouters will accompany the injured person. A copy of the Fitness Form will accompany them to the hospital/clinic. Where possible, emergency contacts noted on the form will be contacted to provide action to be taken, including providing directions to the hospital/clinic. 2.4 Procedures for non-medical incidents Examples of incidents are vandalism, loud noise, and use of alcohol at the event, inappropriate behaviour, and traffic violations. Use of alcohol or illegal drugs is prohibited and may be grounds for immediate removal from the camp. - If the issue involves noise, inappropriate behaviour, or vandalism, the Scouter in Charge will deal with issues, asking that the inappropriate behaviour stop. - If the persons are youth and do not heed the request, the Scouter will ask that the youth be placed under the watch of another Scouter. If this does not resolve the issue, the youth will be advised that their parents are to be called and they will be removed from the site. The Scouter in Charge will contact the parent/guardian to request they pick up the youth. - If the person is an adult and does not heed the advice, the Scouter in Charge will ask the adult to leave the site. If the adult refuses, police may be called. - If vandalism is noticed, the Scouter in Charge will be notified and will collect appropriate information to provide to the applicable authorities. - An incident report shall be completed for any non-medical incident by the Scouter in Charge or designates. All persons involved in the incident will be recorded on the incident report. 2.5 Procedures for lost youth - All participants are required to advise the leadership team if they leave the property. - During the team activities, the Scouter accompanying the troop/patrol is responsible for checking on youth. Should a participant be missing, the Scouter(s) responsible; the Scouter should alert the participants to regroup and retrace the trail back to where they came from for a quick search. - Once the missing youth is found, leadership team will determine whether the incident merits the completion and submission of an incident report. If after 15 minutes, a youth is not found, the leadership team will meet to determine the next step, including contacting local police for assistance. 2.6 Fire-Minor - Minor fires confined to immediate area and less than 3 meters in extent are to be fought with local equipment including fire extinguisher (to be on site), pail, and shovels. - If fire cannot be quickly contained, the safe removal of youth and adults is to be initiated immediately to a location specified by the event staff. 2.7 Fire-Major If a major fire breaks out, an alert will be sounded by three blasts on a whistle. On hearing the alert, event participants shall move towards the designated collection point, initially the Tenting area, at a safe speed. If the Tenting Area is unsafe, the secondary meeting point shall be designated at the commencement of camp. At the assembly area, group leaders are to account for all youth, leaders and others. Further instructions will be provided at that point. 2.8 Weather Emergency Page 3 of 15
4 In the event of a major storm, leaders in charge will determine the course of action. 2.9 Evacuation Procedures In the event of an evacuation, all event participants will abandon belongings, check in at the muster point and once confirmed will proceed immediately on foot in orderly fashion along the access road toward the campsite entrance to a safe distance. 3. First Aid/Emergency - The event has a designated first aid area. - Event leaders in charge will carry cell phones for emergency use. The site has cell coverage. - The nearest hospital is the Drumheller Heath Centre. Map to get there is in Section Risk Assessment - General camping risks are low and will be mitigated using normal procedures. - Risk Assessments will be completed for the activities which the Venturer Scouts will be leading. - Slips trips and falls are the typical risks at the camp and proper footwear will be worn and there will be no running due to the uneven ground. - The outing complies with Scouting Regulations and BP&P. 5. Safety and Security - Scout Canada adult to youth ratios are adequate. - Head counts will be taken regularly by Scouters, as appropriate. - Departure of participants, adult and youth, will be reported to the Scouter in Charge. - Area will be inspected prior to event to ensure its suitability for activity. - Rules of conduct will be explained to youth and adults at the beginning of the event. - Event Scouters in Charge are responsible for fire safety and fire safety equipment is available in the event it is needed. - Evacuation plans have been made and are posted. 6. Directions to Nearest Hospital Directions from the Great Escape Earl-Chizik Property to Drumheller Health Centre, Strathmore District Health Services and Peter Lougheed Centre are in Section 8, 9, and 10. Camp Location (Great Escape Earl Chizik Propery): At intersection of Hwy 564 and Hwy 848 Shortest Route from Calgary Directions from Calgary: From Stoney Trail turn East onto Highway 564 and drive 45.5 km until you reach Highway 21 and turn left (North). Drive 3.3 km north along Highway 21 then turn East onto Highway 564 for 58.4 km (you will cross Highway 56). The pavement on Highway 564 ends at Range Road 182, follow the route marker by turning left (north). Continue north along the gravel portion of Highway 564 for 6.5 km and the Great Escape camp will be directly ahead of you past the T-intersection with Highway 848 (which is to the east of the T-intersection). For those coming from the north or south, you can join Highway 564 from Hwy 21, Hwy 56 (or wherever you like) and continue following the Highway 564 route markers east until you intersect with Highway 848.
